State govt will soon
constitute an Anti-Nar-
cotics Task Force
(ANTF) to check illegal
drug trade, a top offi-
cial said on Monday
.
“ANTF will work to-
wards controlling drug
trade and substance
abuse in the state,” CS
Usha Sharma said at
4th state-level narcot-
ics coordination meet-
ing organised by Nar-
cotics Control Bureau.
She also directed the
home department to
plan a state-level
awareness strategy
and asked the officials
to take effective steps
to control the increas-
ing drug addiction
among the youth.
Sharma suggested
that under the Azadi ka
Amrit Mahotsav, a
pledge should be ad-
ministered to students
not to indulge in sub-
stance abuse.
She said this oath be
made a part of the pro-
posed Rural Olympics
in the state next month
as a large number of
youth are expected to
participate in the up-

15-yr-old girl raped by neighbour
on finding her alone at home

Jaipur: A man has
been arrested on charg-
es of raping a 15-year-
old girl at her house in
Jaipur on Saturday
.
Finding her alone,
the accused, who lives
in her neighbourhood,
raped her. When the
girl’s mother returned
home, the accused fled.
The victim’s mother
registered a complaint
at Jaisinghpura Khor
police station.

said that accused, the
29-year-old accused, a
resident of Sodala area,
is employed in a private
company. According to
the complaint, the vic-
tim’s parents left for
work and finding the
girl alone, the accused,
entered the house and
threatened and raped
her. On being asked, she
told her parents after
which they filed report.
Bharatpur: Gopalgarh police station here has ar-
rested a quack for raping a patient by giving her
intoxicants in a drip
bottle. The incident
happened on July 23.
The woman’s hus-
band, in his complaint,
said his wife had gone
to Masruddin’s clinic in Gopalgarh as she had a
stomach ache. Doctor Masruddin injected her
drip & raped her. Upon regaining conscious-
ness, she asked the doctor if he had raped her,
and he laughed and said he had also made her
an obscene video. The doctor raped the woman
several times then after.

cused police of steal-
ing goats and selling
them off in the market.
The villagers led by

Raj HC has called the
Home Secretary and the
DGP on August 5, in the
matter of police depart-
ment giving false and
wrong information in
court, to tell the court
what departmental ac-
tion has been taken
against erring people.
The high court, while
accepting the anticipa-
tory bail plea of Lushi,
accused of smuggling
ganja, said that the po-
lice time and again
gave false, wrong and
outdated information
in the court.
The court said this
was affecting adminis-
trative system and
amounts to violation of
constitutional rights.
The accused said in
the petition that the Dar-
gah police station of
Ajmer was treating him
as an accused even
though he is not named
in the FIR for smuggling
ganja.Policegavewrong
information and said
that four cases are pend-
ing against her, while
there are only two cases
and she has been acquit-
ted in both.

dent, a woman deliv-
ered five children in
Karauli. Reshma, a
resident of Piprani vil-
lage of Masalpur area,
became a mother for
the first time after 7
years of her marriage
and delivered 5 chil-
dren in a private hospi-
tal in Karauli. Two are
boys and 3 are girls. Ac-
cording to doctors, this
is the first case of the
birth of five children in
the area.
The mother’s health
is fine, but the children
were admitted to the
SNCU ward of the Gov-

referred to Jaipur due
to the need of intensive

handed while accepting
a bribe of Rs 25,000. A
CBI official said that a
few days ago a com-
plainant had come to

Verma.
The complainant had
said that in the name of
renewing his licence,
Verma is demanding Rs
25,000. Verma had ear-
lier taken Rs 20,000 for
same job. On being
asked for more money,
he approached CBI. The
CBI on confirmation of
the complaint, laid out
trap at the Central La-
bour Office on Monday
and caught Verma.

herd dog in the city

abuse of children of the coun-
try’s Indigenous population
comprising the Metis and In-
uit over several decades. He
had earlier expressed regret
for the deplorable acts of Jes-
uit priests when a delegation
of Indigenous people met him
at the Apostolic Palace in
Vatican City in April this
year. Canada’s Indigenous
community has been insist-
ing on a personal apology by
the Pope, although it will not
remove the scars on people’s
minds. The apology will be
merely symbolic.
In the name of “cultural as-
similation” Catholic priests
responsible for education
forcefully took away about
150,000 Indigenous children
from their families to live in
church-run schools. Because
of the abuse, thousands of
them died. The horrific de-
tails emerged after more than
1300 unmarked graves were
found where the schools
stood. As part of cultural as-
similation children were
barred from speaking their
language, practicing their
culture and traditions.
That church misused its
powers against the Indige-
nous people of Canada is not
the only instance of its kind.
In 2015, Pope Francis apolo-
gized for the “grave sins”
committed by the church. He
then said, “…Many grave sins
were committed against the
native people of America in
the name of God…I humbly
seek forgiveness…”

If media reports are to be
believed, Ukrainians appear
to be losing unity amid mili-
tary defeats in the Donbass
and mounting economic cri-
sis. The surge of patriotism
that arose when the Russian
army was close to Kiev ap-
pears to have been exhaust-
ed. Along with it, the nation-
al consensus that saw all po-
litical groups rallying behind
the Ukrainian army seems to
have disappeared.
To counter the effects of
sanctions, the Russian army
has pivoted its strategy and
appears to be concentrating
on objectives of economic in-
terest and by mid-June, Rus-
sia occupied 125.000 sq kms of
Ukrainian territory
. The civil
society and the Army are
now not hopeful of a speedy
victory against the invaders
and even Zelensky himself
has lost his optimism.
If we go by the recent his-
tory, we would learn that in
the modern world, famines
are man-made. The Russia -
Ukraine war is a Suttle re-
minder of this fact and now
threatens millions of endan-
gered people around the
world with extreme hunger.
Much to the trauma of the
world, Ukraine remains the
breadbasket for the world, ex-
porting millions of tonnes of
wheat,barleyandmaizeevery
year. It is also a leader in sun-
flower seeds export used for
vegetable oil. But overnight,
these commodities have van-
ished from food stocks as Rus-
siacontinueschockingthesea
trade routes of Ukraine. The
dominance of Black Sea by
RussianNavyhasplungedthe
global food markets into a tur-
moil, with soaring prices, ex-
port bans and shortages.
Countries across Asia, the
Middle East, Africa, and even
Latin America are reeling un-
der the effects of this conflict.
The threat to global food
security is further aggravat-
ed by the upheaval in fuel and
fertiliser markets as, short-
ages and price hikes reduce
access to these vital inputs
for farming community. Ag-
riculturists believe that with-
out urgent action, food pro-
duction and crop yields will
get slashed and may raise a
frightening possibility of
food crisis the world over in
next 12 to 24 months and
cause multiple famines.
Shockingly
, the World Food
Programme’s latest analysis,
completed in Jun - July re-
veals there were 276 million
severely hungry people
marching towards starvation
before the war. This number
has risen to 345 million dur-
ing the period of the Ukraine
crisis.Thereportfurthersays
that a staggering 50 million

just one step from famine.
Paradoxically
, this War has
demonstrated how interde-
pendent EU is on the country
they impose sanctions upon.

tions with Moscow. Should it

or, allow its citizens, industry
and economy to grow by

state like Yashwant Sin-
ha has been. He has got
a good number of votes
all over the country
. But
in Jharkhand, he was in
a very bad condition.
Leaders of both UPA
and NDA deserted him.
Usually, the MLAs and
MPs of the state
to which the
candidate belongs, vote
for them irrespective of
the party line. But this
time in Jharkhand, the
reverse has happened.
There are 81 MLAs and
14 MPs in the state, out
of which Yashwant Sin-
ha did not get a single
MP’s vote. Only eight of
the MLAs voted for him.
This happened when
two MPs in the state be-
long to the UPA and
close to 50 MLAs have

led UPA government.
In fact, the JMM,

government in the state,
had already announced

Murmu in the name of
tribal community

country appears head-
ed for a record year-on-
year growth in its forex
holdings that stood at
$US 561 billion and $US
642 billion for the en-
tire fiscal years of 2020-
2021 and 2021-2022 re-
spectively

Progressively, the fo-
rex mop-up over the
last 8 years has wit-
nessed a steady and
consistent improve-
ment over the previous
year since 2014 under
the Narendra Modi led
Union Government.
During the erstwhile
UPA-2 government led
by Prime Minister
Manmohan Singh (not-
ed economist) of the
Indian National Con-
gress, the forex hold-
ings grew from $US 251
billion in 2008-2009 to
$US 304 billion in 2013-
2014 (over six fiscal
years), the Modi led
NDA government has
maintained a much
higher and consistent
forex growth levels an-
nually.
Since the BJP came
to power in India in
the 2014-2015 fiscal
year ($US 341 bn), 2015-
2016 ($US 360 bn), 2016-
2017 ($US369 bn), 2017-
2018 ($US 424 bn); bar-
ring the 2018-2019 fis-
cal ($US 412 bn), the
forex growth has con-
sistently been main-
tained. The growth
levels were main-
tained in 2019-2020
($US 477bn), 2020-2021
($US 561 bn), 2021-2022
(642 bn) with the first
two quarters of the
current fiscal year
2022-2023 already regis-
tering $US 572 bn so far.

Why do we need such a large pool of (forex)
reserves although it is a contingency against
oil imports? Forex reserves growth is an
overhyped fact. Indian economy had
faced a huge balance of payment crisis
in 1991 and was able to leverage her
gold reserves for an (int'l) bridge loan
to overcome the crisis. We are a very
large and vibrant economy where the
manufacturing sector is very weak even
when compared to middle income industrial countries.

of the municipal elec-
tions held in two phases
of Madhya Pradesh are
out. Both the major par-
ties of the state are in-
terpreting it in their
own way before the pub-
lic, but it is being inter-
preted differently with-
in both the parties. BJP
leaders are interpreting
this in two ways. Lead-
ers close to Chief Min-
ister Shivraj Singh
Chouhan are calling it a
big victory and they say
that this has put an end
to the speculation of
changing the Chief
Minister. In his sup-
port, he is using the
congratulations given
by the Prime Minister.
The second camp is ped-
dling the narrative that
last time not a single
Congress mayor could
win, while this time
five mayors won.
Last time, all 16 may-
ors were from BJP,
while this time there
are only nine. In this
way, discussions are
being held to change
the CM before next
year’s assembly elec-
tions. Although it is not
known what the BJP
high command
will do,
but from Narottam
Mishra to Prahlad Pa-
tel, many names, as
potential CM, have
also started to be
floated around.
There is a sepa-
rate debate between
Congress and BJP
about this. Congress
is calling it its big
victory and has
claimed that Kamal
Nath will come
to power
again in
next year’s
elections.
The party leaders
maintain that in the
elections held in 2015,
not a single Congress
mayor had won, then in
2018, Congress won,
while this time five
Congress mayors have
won. The Congress has
also won in Jyotiradi-
tya Scindia’s strong-
hold Gwalior and Nar-
endra Singh Tomar’s
stronghold Morena. On
the other hand, BJP
says that Congress has
got half the victory
from BJP despite all
the efforts. Nine out of
16 mayors of the state
belong to the BJP, while
the Congress has five.
Similarly, in these 16
municipal corpora-
tions, the BJP has won
491 wards, while the
Congress has won 274.
The BJP has won 975
wards in 76 municipali-
ties of the state, while
the Congress has won
in 571. Furthermore,
the BJP has won 2,002
wards and the Con-
gress in 1,087 wards of
the state’s 225 councils.

on the spot, his niece

when she was being

The federal probe

a special CBI court in

The Yes Bank-DHFL
began around April,

vested Rs 3,700 crore in

lakhs in the name of IAS Vaibhav Galriya has
been reported in Adarsh Nagar police station
area. Galriya’s OSD Sunil Bhatnagar has become
a victim of fraud. Accused used DP of Galriya
and sent a WhatsApp message to Bhatnagar
seeking Amazon gift card of Rs 20,000. Bhat-
nagar sent gift cards. Later, on suspicion,
Bhatnagar called a person from the department
and it was then that he found that someone is
cheating as such mesages were received by other
also. The victim called customer care but by then
a fraud of Rs 1.51 lakh already took place.

said on Monday

The condition of the
inmates at the NGO-run
Apna Ghar deteriorated
Sunday night after
which they were rushed
to a hospital. The dead
included two women.
Prima facie, food poi-
soning caused by drink-
ing water from the
borewell in the shelter
home is the reason be-
hind it, said Kota Col-
lector O P Bunker.
Samples of the
cooked food and water
from the borewell were
collected for examina-
tion to ascertain the ac-
tual reason, he said. The
officer, however, added
that food arrangements
and accommodation
were found satisfactory
at the shelter home.
The dead were identi-
fied as Dilip (50), Munni-
bai (45) and Sudevi (35).
All three had been resid-
ing in the shelter home
for the past three to five
years, said an official at
the shelter home.
Inmates complained of vomiting and dysentery after which they
were admitted to New Medical College Hospital in Kota on Sunday.

agreed to list the plea
next week.
A counsel mentioned
before the Apex court
that the HC’s order has
opened floodgates and
many convicts are ap-
plying for parole on this
ground. The lawyer said
that this is not a valid
ground for granting per-
mission for parole.
In April this year, the
RajasthanHighCourtor-
dered the release of a
manfor15daysonparole.
The High Court’s or-
der came on the con-
vict’s wife’s plea assert-
ing her “right of prog-
eny” and seeking her
husband’s release. The
HC said that denial to
the convict-prisoner to
perform conjugal rela-
tionship with his wife
more particularly for
the purpose of progeny
would adversely affect
the rights of his wife.
The HC had cited
various religious
scriptures while allow-
ing the plea and said
that the right to have a
progeny also finds
mention in the reli-
gious scriptures in the
literature available on
various sites.

faults. The picture has

shave as bus catches fire

Bhilwara: A fire broke
out in a bus carrying
school children on Mon-
day morning near the
Mujras toll on the
Bhilwara-Udaipur road.
Within no time, the fire
took over the school bus.
Due to this, the lives of
11 children and nine
staff members on the
bus were at risk. How-
ever, with the under-
standing of the driver,
the children and the
staff were taken out
safely and a major acci-
dent was averted. Two

lieved to be a short-cir-

to organise the meet-

Promotion Committee
(DPC) twice a year. Af-
ter this decision, even
after the regular meet-
ing of the Departmen-
tal Promotion Commit-
tee in all the depart-
ments, one more meet-
ing of the committee
will be held for the va-
cant posts.
According to the
proposal, if the regular
DPC on posts to be
filled by promotion in
all services is done be-
fore September 30 and
After DPC if more than
15% posts of cadre fall
vacant by December 31,
then such posts will be
considered. DPC rec-
ommendations can be
reviewed for filling and
DPC tax can be filled by
March 31 in the same
financial year.

approved amendment in Rajasthan Out of
Turn Appointment to Sports Medal Win-
ners Rules, 2017. After this amendment,
officers-employees appointed in the Central
Government or any other state, who are
the original residents of Rajasthan, can be
given appointment in the state on equal pay
while protecting the pay on winning the
medal. It is noteworthy that the state gov-
ernment is continuously working towards
the upgradation of sports and sports per-
sons in the state. With this decision, medal
winning players will be able to practice
better and enhance their sports talent while
working in their home state on equal pay.

Jan Aadhar card. If
there is a problem of
distance, it can be dis-
tributed from other

same time, for planta-

level, 10,000 gram pan-
chayats of the state
will be provided with
1 crore saplings. 1,000
saplings will be made
available every year
in each gram pan-
chayat. About 1 cr sap-
lings will be planted
annually in 200 urban

fused to interfere on the
petition of Atlanta Ltd.
The matter reached
the Supreme Court chal-
lenging the review peti-
tion filed in the Ra-
jasthan High Court. A
bench of the Supreme
Court headed by Justice
Indira Banerjee refused
to interfere in the peti-
tion. Instructions were
also given to Rajasthan
High Court for hearing
on the appeal of the pe-

crossed Rs 700 crore in
the financial year 2021-
21 despite adverse im-
pact of Covid pandemic,
a report said on Monday
.
According to an an-
nual survey report re-
leased by Indian Direct
Selling Association
(IDSA), the state main-
tained 4th position in
northern region with a
total business of over Rs
713 crore. The survey,
carried out by IPSOS
Strategy3, said that di-
rect selling industry in
state managed to sus-
tain the turnover which
was about 4 % of nation-
al direct selling figure
of over Rs 18,067 cr.

Tomar. Tomar was earlier posted as Additional Com-
missioner (Enforcement) in the Transport Depart-

ous orders. Exactly 1 month later, he was re-instated
on June 2 and after 1 month and 22 days, he was
made a Special Assistant of Minister Brijendra Ola.
An order was issued for all the regional and district
transport officers under the signature of Tomar.
In this, it was said that on the number plates of
many vehicles in the state Pradhan, Sarpanch and
Gurjar are written. Also, citing rules 50 and 51 of
the Central Motor Vehicles Act 90, it was said that if
anything other than the registration number is writ-
ten on the number plate, so strict action should be
taken against such vehicles as per rules.
Amending the order issued by Tomar, in a short
time, the word Gurjar was removed but after this or-
der went viral, it was seen as tarnishing the image of
the government. At the same time, Minister Ashok
Chandna had also objected to the word Gurjar being
specifically mentioned in the order.

The high court, while accepting the anticipa- tory bail plea of Lushi, accused of smuggling ganja, said that the po- lice time and again gave false, wrong and outdated information in the court. He has got a good number of votes all over the country . But in Jharkhand, he was in a very bad condition. Leaders of both UPA and NDA deserted him. Usually, the MLAs and MPs of the state to which the candidate belongs, vote for them irrespective of the party line. But this time in Jharkhand, the reverse has happened. There are 81 MLAs and 14 MPs in the state, out of which Yashwant Sin- ha did not get a single MP’s vote. Only eight of the MLAs voted for him. This happened when two MPs in the state be- long to the UPA and close to 50 MLAs have the support of the JMM- led UPA government. In fact, the JMM, which is running the government in the state, had already announced to support Droupadi Murmu in the name of tribal community . Con- gress definitely support- ed Yashwant Sinha but Congress MLAs and the lone MP engaged in cross voting. Both the major par- ties of the state are in- terpreting it in their own way before the pub- lic, but it is being inter- preted differently with- in both the parties. BJP leaders are interpreting this in two ways. Lead- ers close to Chief Min- ister Shivraj Singh Chouhan are calling it a big victory and they say that this has put an end to the speculation of changing the Chief Minister. In his sup- port, he is using the congratulations given by the Prime Minister. The second camp is ped- dling the narrative that last time not a single Congress mayor could win, while this time five mayors won. Last time, all 16 may- ors were from BJP, while this time there are only nine. In this way, discussions are being held to change the CM before next year’s assembly elec- tions. Although it is not known what the BJP high command will do, but from Narottam Mishra to Prahlad Pa- tel, many names, as potential CM, have also started to be floated around. There is a sepa- rate debate between Congress and BJP about this. Congress is calling it its big victory and has claimed that Kamal Nath will come to power again in next year’s elections. The party leaders maintain that in the elections held in 2015, not a single Congress mayor had won, then in 2018, Congress won, while this time five Congress mayors have won. The Congress has also won in Jyotiradi- tya Scindia’s strong- hold Gwalior and Nar- endra Singh Tomar’s stronghold Morena. On the other hand, BJP says that Congress has got half the victory from BJP despite all the efforts. Nine out of 16 mayors of the state belong to the BJP, while the Congress has five. Similarly, in these 16 municipal corpora- tions, the BJP has won 491 wards, while the Congress has won 274. The BJP has won 975 wards in 76 municipali- ties of the state, while the Congress has won in 571. Aligarh: A 2-year-old unemployed youth bru- tally battered his par- ents and his four-year- old niece to death in Aligarh’s Vikas Nagar area on Monday and later walked to the Gandhi Nagar police station and surren- dered himself. Police said that Sau- rabh, a diploma in poly- technic, reached the police station and con- fessed to the crime and claimed that he was irked with his family members. He allegedly killed his parents with a hammer and brick. While his parents died on the spot, his niece succumbed to injuries when she was being taken to the hospital. A bench headed by the Chief Justice of India NV Ramana agreed to list the plea next week. A counsel mentioned before the Apex court that the HC’s order has opened floodgates and many convicts are ap- plying for parole on this ground. The lawyer said that this is not a valid ground for granting per- mission for parole. In April this year, the RajasthanHighCourtor- dered the release of a manfor15daysonparole. The High Court’s or- der came on the con- vict’s wife’s plea assert- ing her “right of prog- eny” and seeking her husband’s release. The HC said that denial to the convict-prisoner to perform conjugal rela- tionship with his wife more particularly for the purpose of progeny would adversely affect the rights of his wife. The HC had cited various religious scriptures while allow- ing the plea and said that the right to have a progeny also finds mention in the reli- gious scriptures in the literature available on various sites. Af- ter this decision, even after the regular meet- ing of the Departmen- tal Promotion Commit- tee in all the depart- ments, one more meet- ing of the committee will be held for the va- cant posts. According to the proposal, if the regular DPC on posts to be filled by promotion in all services is done be- fore September 30 and After DPC if more than 15% posts of cadre fall vacant by December 31, then such posts will be considered. DPC rec- ommendations can be reviewed for filling and DPC tax can be filled by March 31 in the same financial year. Annual regular promotion committee meeting is organised by June-July in most of the departments. The DPC covers all possible vacancies for the entire year as on April 1. If there is a problem of distance, it can be dis- tributed from other places also. At the same time, for planta- tion at the community level, 10,000 gram pan- chayats of the state will be provided with 1 crore saplings. 1,000 saplings will be made available every year in each gram pan- chayat. Jaipur (PTI): Direct selling business in state crossed Rs 700 crore in the financial year 2021- 21 despite adverse im- pact of Covid pandemic, a report said on Monday . According to an an- nual survey report re- leased by Indian Direct Selling Association (IDSA), the state main- tained 4th position in northern region with a total business of over Rs 713 crore. The survey, carried out by IPSOS Strategy3, said that di- rect selling industry in state managed to sus- tain the turnover which was about 4 % of nation- al direct selling figure of over Rs 18,067 cr.
