The Central Bureau of
Investigation (CBI) on
Tuesday took over the in-
vestigation into the hor-
rific 3-train crash on Fri-
day in Odisha’s Balasore
that killed 278. The CBI
probe team arrived at the
accident site this morning
and filed a case under the
Indian Penal Code.
The Odisha police
have filed an FIR with
charges of “causing death
by negligence and endan-
gering life” in this regard.
The CBI stepping in is
a significant move as of-
ficials say only a detailed
probe by a top agency
can establish criminal
tampering, if any, with
the point machine or the
electronic interlocking
system, or if the train
changed tracks due to re-
configuration or a signal-
ing error.

that according to the
initial investigation,
the accident was the
result of a signalling

registered a case on the request of Ministry of

further orders from DoPT (Govt. of India) relating
to the train accident involving Coromandel
Express, Yashwantpur-Howrah Express and a
goods train at Bahanaga Bazar in the state of
Odisha on 2nd June, 2023

Sirohi. ED officials are
collecting information
about statements and fi-
nancial transactions of the
relatives of the accused.
In preliminary probe,
information about some
new people related to the
accused has come to
light. Evidence of paper
leak and money transac-
tions has been found.
According to sources,
a relative of a big leader
of the state may be ques-
tioned. The ED found a
lot of evidence during the
search yesterday.
PAPER LEAK CASE
New Delhi: The Narcot-
ics Control Bureau has
arrested six people, in-
cluding a girl, a student
of a private university in
Noida and a Jaipur-based
mastermind. The NCB
seized 15,000 blots of
LSD worth several crore
rupees from them.
This is a pan-India
drug trafficking network
connected to an interna-
tional chain that primar-
ily operates on the dark-
net, said officials.
The commercial quan-
tity of LSD is six blots,
indicating that the cur-
rent seizure is 2,500
times higher than this
threshold. In addition,
2.232 kg marijuana and
Rs 4.55 lakh in cash were
recovered, and Rs 20
lakh held in various bank
accounts were frozen.

amendment was 28 years.
Also, 75 year old pen-
sioners/family pension-
ers will be able to get 10
percent additional pen-
sion allowance. In case
of death of the personnel/
pensioner, his/her mar-
ried disabled son/daugh-
ter and eligible members
earning up to Rs.12,500
per month will also be
able to get the benefit of

of about Rs 300 crore for
a permanent solution to
the drinking water prob-
lem of Ajmer city.
Rathore said that he took
cognizance of the news
about the water problem
and rising above party
politics, and discussed
the issue with Congress
and BJP councilors.
“Being a sensitive
public representative and
government representa-
tive, I made personal
calls to the councilors
and councilor candidates
of Congress and BJP of
Ajmer city,” said
Rathore. He said that af-
ter discussing the reasons
for the water problem of
Ajmer city it was dis-
cussed with authorities to
prepare various drinking
water improvement work
proposals worth about Rs
267 crore.

The Assistant Registrar
of the High Court, Ra-
jendra Singh Sankhla,
his daughter and mother
died as the car over-
turned after colliding
with a Nilgai in Jodhpur
on Tuesday evening.
Two people, including
Sankhla’s wife, were in-
jured. The accident hap-
pened in Thabukda of
Banad police station
area. There were 5 peo-
ple in the car.
Sankhla was returning
from Merta to Jodhpur
along with his family. At
6 pm, his car reached to-
wards Thabukda village.
During this, a Nilgai col-
lided with the car.
The car lost its balance
and overturned. Sankhla,
his mother and daughter
died in the accident.
Sankhla’s wife and an-
other were injured. One
injured was referred to
Bhadwasiya Hospital.

ter Rajendra Yadav on
Tuesday said that when
central investigative
agencies like CBI and
Enforcement Directorate
(ED) enter a state with
anti-BJP ideology, then
either the government’s
countdown has started or
elections are going to be
held in that state.
“In Rajasthan, the ED
made efforts to weaken
the Gehlot government,
but none of them worked
before the strength of

Gehlot. Now, the assem-
bly elections are near, so
ED teams have reached
Rajasthan in the paper
leak case,” said Minister
Rajendra Yadav. The
minister was holding a
press conference in Baby

“The central govern-
ment is using investigat-
ing agencies to target its
opponents. You can ob-
serve that maximum 90
percent action of ED and
CBI has been taken on
opposition leaders,” add-
ed Rajendra Yadav.

SARAS DAIRY TO START SELLING ICE-CREAM,
RCDF MD SUSHMA ARORA TO LAUNCH TODAY
The Administrator and Managing Director of Rajas-
than Cooperative Dairy Federation Sushma Arora
said in the programme that a state-of-the-art dairy
plant of 50,000 liters per day capacity will be set up on 40
bighas. Arora said that recently a new Rajsamand District
Milk Union has been formed by the state government. The
plant will be set up at a cost of Rs 48 crore and its capacity
can be expanded to one lakh liters per day at a later stage.
Saras dairy will now start selling ice cream. The initiative
will be taken by Jaipur Dugdh Sangh, which will be inaugu-
rated by RCDF MD Sushma Arora.

links to the state govt and
that the ED investigation
will reveal many secrets.
The ED on Monday had
carried out searches at
several places in the state
in connection with a
money laundering probe
in the paper leak case.
“The govt had all the
information related to the
paper leak case. It was
involved with the ac-
cused in the paper leak
case, and so, despite so
muchtimehavingpassed,
no effective action was
taken against him,” Joshi
replied when asked about
the ED action.
Exuding confidence in
the ED’s probe, he said,
“Very soon, there will be
big revelations in all cor-
ruption cases, including
that of the paper leak.”
According to a BJP
statement, Joshi alleged
that the land of 19,000
farmers in the state has
been auctioned off as the
govt failed to fulfil its
promise of waiving loans.

BJP MP Kirodi Lal Meena on Tuesday alleged
a scam of Rs 5,000 crore in the Department of
Information Technology and Communication
in Rajasthan and claimed a relative of Chief Minister
Ashok Gehlot was involved in it. Meena said he will
lodge a complaint with the Enforcement Directorate
against the chief minister and his relative in connection
with the alleged scam on Wednesday. He alleged that
fake bills were raised and tenders were floated in viola-
tion of rules for the procurement of POS machines, GPS
devices used in police vehicles and e-Mitra devices.

godowns of 100-100
metric tonnes capacity
will be constructed in
100 village service co-
operative societies.

Amit Shah onTuesday. It is per-
tinent to mention that the Outer
Manipur MP Lorho Pfoze from
the Naga People’s Front (NPF),
a BJP ally is present with these
10 MLAs.
It may be recalled that the
Union Home Minister Amit
Shah on June 1 had announced
that a probe committee led by
a retired High Court judge
would investigate the recent
violence in Manipur that killed
around 75 people and left
many injured. He said the rea-
sons behind the violence would
be probed.
Shah also held a press con-
ference before his four-day
visit ended and also announced
several measures for the strife-
torn state. He also visited and
met victims from both the com-
munities of Meitei and Kuki.
Meanwhile, on Sunday, Ku-
ki-Zomi as well as Meitei vil-
lages were burnt and a battle
raged between the Manipuri
commandos and insurgent
groups of the Kuki-Zomi, ac-
cording to Manipur Chief Min-
ister N Biren Singh.
Insurgent groups that come
under the Suspension of Opera-
tions (SoO) pact with the Cen-
tre and the state government
have, however, denied their role
in the violence. They, however,
also hinted that “village volun-
teers” who defend their areas
and land from aggression or at-
tacks “have been affected”.
One disturbing fact is that if
Manipur’s law and order breaks
down, it will spell a boon for
smugglers across the border.
The recurring violence in Ma-
nipur is only going to be detri-
mental for the peace parleys to
settle the issue. Every time,
fresh violence will keep derail-
ing the truce process.
The more the law and order
in Manipur gets fragile, the
fringe elements will get more
active and this will promote
smugglers, including those who
transport drugs and are active in
the region. It may be noted that
the state shares a porous inter-
national border with Myanmar.
However, the Kuki National
Organisations (KNO), an asso-
ciation of several Kuki insur-
gent groups in the area, have
made it clear they are willing to
go ahead with the peace talks
with the Centre.
It is pertinent to mention
here that a NAB department
report says that 963 drug traf-
fickers, including 195 women,
were arrested under the NDPS
Act between April and June
2019. The state said that around
3,716 acres of illegal poppy
plantation and 5.51 acres of
cannabis were destroyed as
part of its ‘war’ on drugs.
This would have cost around
Rs 260 crore. The destruction
drive is mostly conducted by
joint teams of the Manipur Po-
lice,Assam Rifles and the Nar-
cotics Department, and at vari-
ous times, civil society organi-
sations and student unions also
take part in such drives.
A direct battle between the
insurgent groups and security
forces has not been seen in the
Northeast, in the remaining
states, for decades. Needless to
mention that the violence has
also led to a massive exodus.
It is high-time and unless the
Centre involves itself and takes
fast and decisive action, things
will only worsen the law and
order situation in Manipur.
Meanwhile, in Delhi, intel-
lectuals and social activists
from the Naga community also
gathered on Monday morning
in a bid to meet Shah.Although
the Naga community has not
been involved in the violence,
which was primarily between
the Meiteis and tribal Kukis
over the possible ST status for
Meiteis, its representatives re-
quested a meeting with Shah
when he visited the state.
The civil society members
from the Kuki-Zomi commu-
nity have been pressing for a
“separate administration” fol-
lowing the violence.
It may be recalled that the
Nagas and the Kukis share a
hostile relationship since the
colonial era and have also had
clashes due to ethnic reasons.
The Kuki insurgency had
gained momentum after ethnic
clashes with Nagas of Manipur
in the early Nineties, with the
Kuki arming themselves
against Naga aggression. Alto-
gether, 115 Kuki men, women
and children were believed to
have been killed by the NSCN-
IM in Tengnoupal in 1993 — a
day still marked by the Kukis
as ‘black day’.

improve healthcare service delivery.

New Delhi: It has been ovr 80 hours and officials are
debating how much longer the bodies, many of them
dismembered and mangled, can be kept for relatives to
identify them. To give the families more time, the bodies are
being embalmed. A senior doctor from the premier AIIMS
hospital, Delhi, said it was “not advisable” to keep damaged
bodies too long as even embalming wouldn’t help.

Sachin Pilot. Randhawa,
who reached Jaipur on

court, which was accept-
ed by the court. Earlier,
the court had fixed June

CM Ashok Gehlot inspected the Mahatma Gandhi
Govt English Medium School located at Vidyadhar
Nagar on Tuesday. He interacted with the students
and took information about studies and other arrange-
ments. The Chief Minister said that keeping in view the
need of education in English language, English medium
schools have been opened in the state. “With this, needy
students are also getting a chance to study here. There is
a lot of enthusiasm among the students regarding admis-
sions. The happy results of this education will be visible in
the future,” he said. Students of class 10 thanked him for
starting English medium schools. The students said that
the teachers here are teaching on smart boards.
On Tuesday, CM Gehlot announced that the
designation of the personnel appointed on the post
of technical helper would be made as technician first,
second and third according to their qualification. CM said that
it is the responsibility of the state govt to secure the future
of govt employees therefore, from the humanitarian point of
view, OPS and RGHS have been implemented. Speaking at
the inauguration of the regional office of Vidyut Mandal Maz-
door Federation – Rajasthan (INTUC), CM Gehlot said that
the enthusiasm of the state govt employees has increased
due to the provision of DPC twice in a year and relaxation in
compassionate appointments. On the occasion, the CM also
announced Rs 25 lakh for the construction of a rest house on

most talked about in all
this is the name of ‘Na-

Dr Jagdeesh Chan-
dra: So you left the
Congress (after the dog
eating from same plate
as party leaders inci-
dent). Did no one try to
speak with you when
you decided to leave the
party and persuade you
to stay back?
Himanta Biswa Sarma:
Yes, they did. The day I
joined the BJP - to be
precise, the time when I
was entering Amit
Shahji’s home - Rahul
Gandhi called me up
thrice. Ahmed Patel sa-
hab also called me. I told
them that I was at Amit
Shah’s home and there
could be no turning back
from there for me.
This was quite fast. Or
was this coming with no
one to see it?
I had discussions with
the Congress for nearly
six months but the talks
were futile. I approached
the entire Congress lead-
ership, visited their
houses and discussed is-
sues threadbare but to no
avail. Probably, they had
the impression that no
one could leave the Con-
gress and my decision
was not taken overnight.
Right from Motilal Vora
to all other Congress
leaders, I met the six or
seven of them personally
and laid out the true pic-
ture before them. Also, I
informed them that I was
going to leave. So I did
give them notice.
Recently, you cam-
paigned for the BJP in
Karnataka. According to
you, what went wrong
that the BJP did not get
the expected number of
seats?
In Karnataka, BJP got
1.68 crore votes where
our 36% vote share re-
mained intact, but the
JDS vote share shifted to
Congress, which is
something that we per-
haps did not anticipate.
We had thought that ten
or twenty percent would
either shift to Congress
or to us. See, this is what
we call the risk factor.
Whenever there is a tri-
angular fight, an assess-
ment is made that if in
last three elections this
party got this percentage
of votes, then this time
around it will get this
many votes. But when
the majority vote percent
shifts to another party,
the face of the election
changes and this was not
expected. A few days
back I was analyzing the
election results for all
the seats as a student of
political science, and my
study clearly reflected
that our votes had actu-
ally not changed. In fact,
in cities such as Bengal-
uru that are not BJP bas-
tions, our vote share has
improved! But in
Mysore and the Vokka-
liga belt, the voter shift-
ed and that was not an-
ticipated.
I believe the reasons
for the shift in votes
were the freebies an-
nounced by Congress
and the polarisation of
Muslim votes. How do
you look at this?
See, it is my assess-
ment that not many peo-
ple go in for the freebies
announced by parties.
These free schemes lure
only about two to three
percent of the votes. But
we often get to witness
one particular phenom-
enon. Minority popula-
tion, specially our Mus-
lim brethren, in certain
elections, they would go
ahead and vote for BJP
to the tune of ninety-
nine percent. However,
as a matter of principal,
we do not engage in
communal politics and
we do not ask Hindus to
vote for us, therefore
counter-polarisation
does not happen to a
great extant. For exam-
ple, in West Bengal,
Muslims became one
and voted for Mamata,
but Hindus never be-
come one and vote for
BJP, because we do not
practice that kind of pol-
itics. Unfortunately,
Muslims who used to
vote for JDS, especially
because Deve Gowda
sahab has a long history
in secular politics, got
shifted to Congress
which is something we
had not considered.
Then the SDPI and PFI
sympathizers also got
shifted to the Congress.
However, I do maintain
that guarantee announce-
ments affect only two to
three percent votes.
Well, do you think this
government will last for
five years, considering
the differences?
See the thing is, the
manner in which they
were given the mandate,
the Chief Minister
should have taken oath
in a differently, the gov-
ernment formation
should have happened in
a differently and even
the portfolios should
have been distributed in
a different way. Just to
get this much done, Con-
gress faced numerous
hurdles. So, after the
Lok Sabha elections
when the BJP govern-
ment will be formed,
there will be dissatisfac-
tion in Karnataka and
people are bound to seek
an alternative. How BJP
will respond to that situ-
ation remains to be seen!
The future of the Karna-
taka government will be
determined by the BJP,
post Lok Sabha elec-
tions.
Do you think they will
ban Bajrang Dal?
They are harping on
that, but tell me how
much work have they
(Bajrang Dal) done?
Equating PFI with Ba-
jrang Dal is a senseless
proposition because Ba-
jrang Dal is a religious
organisation that, to
some extent, works
against Love Jihad. And
they are a right-wing
outfit without a gun and
with no intentions of
waging a war against the
country. Whereas PFI is
a radical organisation
comprising of terrorists,
militants, fundamental-
ists with the nefarious
designs to establish an
Islamic Caliphate in In-
dia. They deal with their
enemies with guns and
are hardcore anti-nation-
als. Therefore, any com-
parison between the PFI
and Bajrang Dal is base-
less. To ban Bajrang Dal,
you will have to make a
dossier, but how? Have
you recovered any arms?
Have you recovered any
literature against the
country? I would recom-
mend that you move
ahead and show what
you’ve got.
When was the first
time that PM Modi and
Amit Shahji noticed you
as a potential CM candi-
date?
I had telephonic con-
versations with Modiji
before I joined the BJP,
a couple of times. But I
met Modiji only after I
had joined the BJP and I
interacted with him for
about 15 minutes. Prior
to the last Lok Sabha
elections, I met one-on-
one with Modiji and he
spoke with me about
Northeast and Assam
and that was actually my
first interaction. But get-
ting to meet him in the
party forum, accompa-
nying him during the
election campaigns, get-
ting to sit with him, I
would say that was for-
tune smiling on me! I
was lucky to get his
guidance prior to the last
parliamentary elections
during the Parliamentary
Board meetings. Since
those went on for several
days, I found the oppor-
tunity the meet him
properly and interact
with him.
How do you rate Nar-
endra Modi as the
Prime Minister of this
country?
I do not think one can
rate Narendra Modi as
Prime Minister, simply
because he is much big-
ger than PM. Today, he
is an institution and oth-
er than the betterment of
the nation, he has noth-
ing else in his heart and
mind. I don’t think
someone such as me has
the right to assess him as
PM. In the Mahabharata,
Arjuna was asked to
shoot if he could see the
bird’s eye. In the same
way, Modiji’s eye of the
bird is the progress of
the country. So it is a
matter of great luck for
Bharat that it has found
the true bhakt of the
motherland in PM Modi.
His devotion is selfless,
his love for India, real.
And what about Amit
Shah, who is a very
powerful Home Minis-
ter?
Amit Shah ji has im-
mense ‘kripa’on me and
I tell him this. He is ded-
icated towards the na-
tion and Sanatan and
you can visualise Sardar
Patel in his thoughts and
concerns. You have seen
his selfless work, but he
is very strong. There is
nothing other than work
on his mind. Like I said,
Modiji is an institution
in himself, very ably as-
sisted by Amit Shahji.
This is a very good com-
bination for the country.
It is said that those
with Congress back-
ground do not get too
close to the RSS, but
you are an exception.
What about your meet-
ings with Mohan Bhag-
wat?
My meeting with
Bhagwatji was because
even though I was in
Congress, my family
was in Sangh. So Bhag-
watji used to come to
my place even before I
joined the BJP. My el-
der brother was in
ABVP and my father
too was involved in eve-
rything related to what
you call the RSS today.
So my association with
Sangh is older than my
association with BJP
and as a child I used to
attend the Shakhas. My
family was involved in
several works of Sangh.
My association with
Sangh has been ex-
tremely organic.
And what about party
president JP Nadda?
Naddaji is a very no-
ble person. As party
president, he is like a
father figure. He comes
for campaigning and
when we go to meet him,
he comes across as a
simple person who loves
everyone.And if you ask
him for something that
he cannot give you, he
will say no in such a
fashion that even that no
will seem extremely
good to you. So he is
quite a gentleman with a
kind heart.
Tell me something,
how did Northeast be-
come a passion for
Prime Minister Modi?
He has visited the re-
gion numerous times.
I got a chance to sit
with PM Modiji and
Amit Shahji, just the
three of us. That’s when
PM Modi told me that we
are not concerned about
election from Northeast,
since if you exclude As-
sam, the other North-
Eastern states do not con-
tribute even more than
two Lok Sabha seats. But
it is there in Modiji’s
mind to bring peace and
development in North-
East as it is important for
the nation. So Modiji told
me that North-East is not
our electoral mission, but
our duty to the nation. He
asked us that if some
place is not represented
prominently in the Lok
Sabha, should we or
should we not work
there? We have to work
there whether there is a
seat or not. You look at
Modiji, he is working in
Lakshadweep, Daman
and Diu and colossal
amount of work is being
done in Andaman. So in
view of the security and
development of the na-
tion, it is important to
bring Northeast into the
mainstream. And PM
Modi has done that. And
I believe in one more
thing. In Vastu-Shastra, it
is important that the
Northeast corner is clean
and peaceful. So it is my
personal belief that our
nation’s development is
linked deeply with the
development of the
Northeast.
So how many seats
will you give to BJP in
2024 elections?
There are 25 seats
here and we will get 20-
21 of them. As of now,
there are 16 BJP seats
from the Northeast.

student politics and
then moved to advo-
cacy. Did you ever
thought at any mo-
ment that you will
come into politics
and reach such
heights and become
Chief Minister?
I belong to a middle
class family and my fa-
ther was a government
servant. I used to take
part in student agita-
tions and was a part of
Student Union in Col-
lege and University
. I
had this in my heart
that I will enter politics
but owing to the situa-
tion of my family and
my own, it never came
in my mind that I will
ever become a Chief
Minister. But as I got
more involved in poli-
tics, I will not lie, by
2008-09, I started believ-
ing that I can become
CM or in a position to
influence the future of
the State. So when I
started in 1996, I did not
even think on these
grounds and used to
think that even if I be-
come an MLA, that
would be a huge deal for
me. But by 2008-09, I had
definitely started get-
ting this belief in my
heart.
z So what has your
political journey been
till now?
I contested my first elec-
tion at the age of 27
years in 1996 and I lost
my first election. I con-
tested against main
leader of Asom Gana
Parishad, who even
signed the Assam ac-
cord, Bhrigu Kumar
Phukan, and I lost by 6
or 7,000 votes. In 2001, I
won by 12,000 votes and
in 2006, I won by 42,000
votes. In 2011, I won by
68,000 votes and in 2016,
I won by 78,000 votes
and this year, I won by
1,3000 votes. So from

been my story

z In the Congress
rule, you had worked
with two Chief Minis-
ters. What was the
difference in working
of both the CMs?
See, Saikia Sahib
brought me in politics
and when Saikia Sahib
was CM, I got a chance
to contest. He passed
away during that time
in the middle of elec-
tions. So I did not get a
chance to work under
him as a Minister or
MLA. But in five years,
I literally spent my
nights and days around
him. So the relation
that I had with him was
administrative and not
political in nature. With
Gogoi Sahib I worked
for 14 years, and with
him, I did not share a
personal connection
but administrative and
political connect was
definitely there. With
Saikia Sahib, I had
more of a personal con-
nect like the one shared
by a father and a son.
With Gogoi Sahib, I had
more of a professional
connect like the one
shared by CM and
MLAs. So, with him, I
was an MLA and then I
became a Minister and
then I got close to him.
So that was an evolu-
tion, from not knowing
him, to becoming close.
This was because the
relation between Sai-
kia Sahib and Gogoi
Sahib were not too
good. So when I
was with Saikia
Sahib, I never
met Gogoi Sa-
hib. So from not
knowing some-
one and then to
establish a close
rapport with
them, that took
almost ten
years.
z So then what
is the basic dif-
ference between
the two govern-
ments of Congress
and BJP according to
you?
There are a handful of
things that I have real-
ised. Congress is essen-
tially a feudal party.
Gandhi family is the
‘Supreme’ in the party
and to maintain this su-
premacy, they give fur-
ther concession to the
State people, perhaps
one or two leaders, and
then these leaders
would give power to
lower leaders. So, it is as
if there is a ‘Sultan’ and
then there would be a
‘Paragana,’ so, Con-
gress is structured like
that. Feudalism at its
peak and there is noth-
ing other than feudal-
ism that you can actu-
ally see or observe
there. Even today if you
see, in the name of re-
gional ‘Kshtraps,’ there
is regional feudalism
and in the name of Gan-
dhi family, there is na-
tional feudalism. But
the environment in BJP
is, in totality, the envi-
ronment of middle-
class family. There is
not an extremely for-
mal relation with any-
one and who so ever
comes, the talks would
start with taking news
of the person’s family
and their well being and
perhaps share food dur-
ing such talks. And this
is more like a family
. So
this is the fundamental
difference. Then there
is policy difference and
difference of ideology
is known to all. But in
totality
, the difference is
that in Congress you
have to live in a feudal
system and in BJP you
can think that you are a
part of a greater family
.
z You said that in
former PM Manmo-
han Singh’s time you
would call the PMO
and the reply would
come by evening. But
in current PMO, if
you message, PM
calls up soon after
.
What change is this?
See, when I worked with
Gogoi Sahib and Saikia
Sahib, I saw that to take
appointment from
Prime Minister, or
you speak with the
Prime Minister or
the Prime Minis-
ter calls you up;
these three
things used to
become head-
lines of Assa-
mese newspa-
pers. Because it
was considered
a big news at
that time that a
CM has spoken
with PM. When I also
started, for the first few
days, when I used to
speak with PM or if PM
would call, for that I
started a system of
press release because I
thought that I would
perhaps get a chance to
meet PM once in six
months, or perhaps I
would some day get a
chance to speak on the
phone or else I may not
get that too. But as I
moved forward, I saw
the times of Covid as
CM and even dealt a
long time as a Health
Minister, this phone is
literally an issue of eve-
ryday
. If there is any is-
sue, you will be phoned
immediately. In fact,
even Home Minister too
calls up, at times fifteen
times a day
, if there are
floods or any other law
and order issue or any-
thing else. And even you
too in return make the
same number of calls.
And when ever you go
to meet PM, it takes
forty five minutes or
one hour and during
this you talk in detail.
When former CMs used
to go to meet Manmo-
han Singh ji, I used to
stand out of the office in
waiting. They would
go, stay there for five
minutes, and they
wouldreturn.Weused
to ask if they have
met and we were
told yes it was a
good meeting. So
five minutes with
PM, according to
them, were very
useful time. That
is why I said the
other day that
when there is this
administration,
Modiji has changed the
dynamics. Now there is
accessibility
, there is re-
sponse, and from the
sense of equity and jus-
tice, you are given the
honour and treated
with regard, that regard
is given to my State.
z I heard you were re-
cently in Delhi for
three days and did
you meet Prime Min-
ister Modi on all
three days?
All three days, I had the
chance to meet Prime
Minister. At times, it
also happens that like in
our national working
committee meet we may
meet him a dozen times
in one day itself. You
maymeethimforbreak-
fast or lunch etc. So
meeting PM is now no
longer a problem and
not just for me, but for
many other people.
When I go to meet him,
our party people would
be there in the room. So
I think that during Con-
gress rule, the leaders at
that level never had the
good luck of meeting
the PM.
z I heard that it was
due to Rahul Gan-
dhi’s attitude that
you left Congress?
See, first and foremost,
at that time, such inci-
dent happened and
right from their behav-
iour till the incident,
several such things
happened, but, in total-
ity, by 2014, the situa-
tions worsened so much
that Congress High
Command had to send
an observer to Assam to
find out who has what
number of MLAs in
their side. This aspect
is there in Ghulam Nabi
ji’s biography as well.
About 55-60 legislators
were with me and only
a dozen MLAs were
with Gogoi Sahib and
in a way, it was sure
that I was to be the CM.
And if I was not to be
the CM, then there was
an option that the then
Speaker of Assam
Assembly would be
there and we sug-
gested that if you
do not wish to
make me the
Chief Minister,
then that leader
could be made CM
since the State
needs a ‘Sense’
because after
about 15 years,
the State is wit-
nessing a fatigue
and Congress will
not be able to win.
That did not hap-
pen. Even then, I
stayed in Congress for
one and a half years. I
resigned from Gogoi
S ahib’s Cabinet, but
continued to stay in
Congress, thinking per-
haps the matter will get
solved somehow. But
when we did not get any
response and in be-
tween several incidents
kept on happening,
then it came to me that
time has come to leave
Congress.
z So is that episode
with dog true? Did
that happen?
I think whosoever goes
to meet him (Rahul
Gandhi), they all see
this. It was not a inci-
dent specific to me,
rather it was a general
incident. In fact, I met
an Editor of a major
news channel the very
day and he told me that
the same behaviour was
met to him one week
prior to the day it hap-
pened with me. That
happening kept on con-
tinuing for a long time,
but it ended after I ex-
posed it. But otherwise,
it is a day- to- day affair,
nothing to do with me
as an individual, but
that is the environment
in their house that the
dog eats from that plate
and even the CM also
eats from the same
plate. I did not eat, but
Gogoi Sahib, our State
President and others
eat from that plate it-
self. So, obviously it
pains.

s part of the fed-
eral govern-
ment’s bid to
overhaul higher
education, the
Universities Accord discus-
sion paper is seeking to “wid-
en” opportunities for people to
access university. It also wants
to “grow a culture” of lifelong
learning in Australia. As the
review team note, most people
in Australia who study at uni-
versity are under 35.
These issues need to be ap-
proached in many ways. And
will inevitably include propos-
als for shorter forms of learning
as well as addressing the finan-
cial cost of attending university.
My proposal – also outlined
in this journal article – is that
a proportion of educational
resources generated by pub-
licly funded universities
should be made public and
freely available.
This could radically expand
opportunity and flexibility and
potentially allow students to
design their own degrees, by
doing multiple different units
from different universities.
THIS IDEA IS NOT
COMPLETELY NEW
There is a precedence for this
idea. The international Plan S
initiative is led by a group of
national research funding or-
ganisations. Since 2018, it has
been pushing for publicly
funded research to be pub-
lished in open-access journals
or platforms.
Australian chief scientist
Cathy Foley similarly wants
all Australian research to be
“open access, domestically
and internationally, and for re-
search conducted overseas to
be freely available to read in
Australia”.
When it comes to uni-
versity learning, a 2019
UNESCO report en-
couraged member
states to make
higher education
educational re-
sources developed with public
funds free and freely available.
In a March 2023 report, the
Productivity Commission rec-
ommended the federal govern-
ment require “all universities
to provide all lectures online
and for free”. The commission
said this would increase trans-
parency in teaching perfor-
mance and encourage online
learning. But this also has the
ability to make to higher edu-
cation more accessible.
There is already plenty of in-
ternational experience sharing
educational materials online –
including the global Open Edu-
cational Resources public digi-
tal library. This includes re-
sources from early learning
through to adult education.
The Productivity Commis-
sion says universities would not
lose income by making educa-
tional resources open access.
This is because universities
“sell” credentials, not resourc-
es. It is also argued overworked
academics can save time by us-
ing materials created by others.
But there is resistance from
institutions and academics, in-
cluding a perception free re-
sources will be poor quality
and take a lot of time to create.
There is also a lack of techno-
logical tools to adapt resourc-
es. This may explain why open
education has not yet taken off
in Australia.
HOW WOULD THIS WORK?
My plan would require open
online sites to host educational
materials produced by academ-
ics. These would need to be
moderated or curated and pub-
lished under an open access
license.
It would include a peer re-
view system for educational
materials like the one already
used for research publications.
Academics could get credit for
publishing, updating or review-
ing resources and the publica-
tion of education output would
be included in the university
metrics.
This could also help reverse
the current downgrading of
teaching inAustralian universi-
ties in favour of research.
There could be three types
of users:
1. Students who access materi-
als through the university
that produced them, as per
current practice
2. Individual students outside
the university that created
the materials who access
materials for their own
learning at whatever stage of
life they are relevant to them
3. Other organisations, includ-
ing other universities, that
then contextualise and de-
liver the materials to their
students.
WHAT KIND OF MATERIALS
ARE WE TALKING ABOUT?
The Productivity Commission
has talked about “lectures” be-
ing made available for free.
But lectures are not a good way
of transmitting information,
especially online. For one
thing, they do not promote
critical thinking.
My plan proposes whole
courses or at least sections of
courses with assessments,
would be provided. This in-
cludes text, videos and soft-
ware and can include course
planning materials and evalua-
tion tools. An indication of the
academic level to which the
course speaks, and the amount
of possible credit, should also
be provided.
WHAT ABOUT
ACCREDITATION?
Accreditation of learning
should be considered as part of
this.
The OERu is an internation-
al organisation where partner
universities (including Penn
State in the US and Curtin
University in Australia) offer
free access to online courses.
Students pay reduced fees if
they want to submit assign-
ments, which can earn them
microcredits towards a degree
offered by one of the partners.
Amore radical option would
be to develop a system where
students collect microcredits
from whatever source they
wish and present them to an ac-
crediting body for an academic
award rather than enrolling in
a particular degree course.
SUGGESTED
RECOMMENDATIONS
As it prepares its draft report,
the accord review team should
recommend:
 Most university-generated
educational material should
be public and free
 As an interim goal, within
three years, 10% of all pub-
lic university courses should
be freely available online
 An organisation should be
created to develop the infra-
structure needed to do this.
This includes, open reposi-
tories, a peer review system
for open educational materi-
als, and systems for offering
microcredits to students and
academic credit to academ-
ics who take part.
WHY IS THIS A GOOD IDEA?
The Productivity Commission
says making this material
public will encourage higher
quality teaching, empower stu-
dents and assist in lifelong
learning. On top of this, there
is the potential for true reform
of the educational landscape. It
provides opportunities for col-
laboration between universi-
ties, rather than a competitive
business model.
And it would make teaching
more important, rather than an
“inconvenient task” by those
seeking academic advance-
ment through research. Finally,
it would genuinely make learn-
ing more accessible and more
affordable, no matter who you
are or where you live.

The CBI probe team arrived at the accident site this morning and filed a case under the Indian Penal Code. The Odisha police have filed an FIR with charges of “causing death by negligence and endan- gering life” in this regard. The CBI stepping in is a significant move as of- ficials say only a detailed probe by a top agency can establish criminal tampering, if any, with the point machine or the electronic interlocking system, or if the train changed tracks due to re- configuration or a signal- ing error. CBI officials interact with RPF personnel during the investigation into the triple-train accident, near Bahanga Bazar railway station in Balasore district, on Tuesday. PTI Russia is reimporting missile parts from India and Myanmar. The Railways said that according to the initial investigation, the accident was the result of a signalling problem and there was no collision. PAPER LEAK CASE New Delhi: The Narcot- ics Control Bureau has arrested six people, in- cluding a girl, a student of a private university in Noida and a Jaipur-based mastermind. The NCB seized 15,000 blots of LSD worth several crore rupees from them. This is a pan-India drug trafficking network connected to an interna- tional chain that primar- ily operates on the dark- net, said officials. The commercial quan- tity of LSD is six blots, indicating that the cur- rent seizure is 2,500 times higher than this threshold. In addition, 2.232 kg marijuana and Rs 4.55 lakh in cash were recovered, and Rs 20 lakh held in various bank accounts were frozen. Two people, including Sankhla’s wife, were in- jured. The accident hap- pened in Thabukda of Banad police station area. There were 5 peo- ple in the car. Sankhla was returning from Merta to Jodhpur along with his family. At 6 pm, his car reached to- wards Thabukda village. During this, a Nilgai col- lided with the car. The car lost its balance and overturned. Sankhla, his mother and daughter died in the accident. Sankhla’s wife and an- other were injured. One injured was referred to Bhadwasiya Hospital. He also visited and met victims from both the com- munities of Meitei and Kuki. Meanwhile, on Sunday, Ku- ki-Zomi as well as Meitei vil- lages were burnt and a battle raged between the Manipuri commandos and insurgent groups of the Kuki-Zomi, ac- cording to Manipur Chief Min- ister N Biren Singh. Insurgent groups that come under the Suspension of Opera- tions (SoO) pact with the Cen- tre and the state government have, however, denied their role in the violence. They, however, also hinted that “village volun- teers” who defend their areas and land from aggression or at- tacks “have been affected”. One disturbing fact is that if Manipur’s law and order breaks down, it will spell a boon for smugglers across the border. The recurring violence in Ma- nipur is only going to be detri- mental for the peace parleys to settle the issue. Every time, fresh violence will keep derail- ing the truce process. The more the law and order in Manipur gets fragile, the fringe elements will get more active and this will promote smugglers, including those who transport drugs and are active in the region. It may be noted that the state shares a porous inter- national border with Myanmar. However, the Kuki National Organisations (KNO), an asso- ciation of several Kuki insur- gent groups in the area, have made it clear they are willing to go ahead with the peace talks with the Centre. It is pertinent to mention here that a NAB department report says that 963 drug traf- fickers, including 195 women, were arrested under the NDPS Act between April and June 2019. The state said that around 3,716 acres of illegal poppy plantation and 5.51 acres of cannabis were destroyed as part of its ‘war’ on drugs. This would have cost around Rs 260 crore. The destruction drive is mostly conducted by joint teams of the Manipur Po- lice,Assam Rifles and the Nar- cotics Department, and at vari- ous times, civil society organi- sations and student unions also take part in such drives. A direct battle between the insurgent groups and security forces has not been seen in the Northeast, in the remaining states, for decades. Needless to mention that the violence has also led to a massive exodus. It is high-time and unless the Centre involves itself and takes fast and decisive action, things will only worsen the law and order situation in Manipur. Meanwhile, in Delhi, intel- lectuals and social activists from the Naga community also gathered on Monday morning in a bid to meet Shah.Although the Naga community has not been involved in the violence, which was primarily between the Meiteis and tribal Kukis over the possible ST status for Meiteis, its representatives re- quested a meeting with Shah when he visited the state. The civil society members from the Kuki-Zomi commu- nity have been pressing for a “separate administration” fol- lowing the violence. It may be recalled that the Nagas and the Kukis share a hostile relationship since the colonial era and have also had clashes due to ethnic reasons. Alto- gether, 115 Kuki men, women and children were believed to have been killed by the NSCN- IM in Tengnoupal in 1993 — a day still marked by the Kukis as ‘black day’. First India Bureau New Delhi Hearing in the defama- tion case of Union Min- ister Gajendra Singh Shekhawat against Chief Minister Ashok Gehlot was held in Del- hi’s RouseAvenue Court on Tuesday and the court reserved its verdict. The Court will now give its verdict on the summons to Gehlot on June 24. There will be a debate at the next hearing whether the court can is- sue summons to CM Ge- hlot or not. In the last hearing, the Delhi Police had submitted the inves- tigation report in the court, which was accept- ed by the court. Earlier, the court had fixed June 6 as the next date for hearing in the matter.   • 9. Dr Jagdeesh Chan- dra: So you left the Congress (after the dog eating from same plate as party leaders inci- dent). Did no one try to speak with you when you decided to leave the party and persuade you to stay back? Himanta Biswa Sarma: Yes, they did. The day I joined the BJP - to be precise, the time when I was entering Amit Shahji’s home - Rahul Gandhi called me up thrice. Ahmed Patel sa- hab also called me. I told them that I was at Amit Shah’s home and there could be no turning back from there for me. This was quite fast. Or was this coming with no one to see it? I had discussions with the Congress for nearly six months but the talks were futile. I approached the entire Congress lead- ership, visited their houses and discussed is- sues threadbare but to no avail. Probably, they had the impression that no one could leave the Con- gress and my decision was not taken overnight. Right from Motilal Vora to all other Congress leaders, I met the six or seven of them personally and laid out the true pic- ture before them. Also, I informed them that I was going to leave. So I did give them notice. Recently, you cam- paigned for the BJP in Karnataka. According to you, what went wrong that the BJP did not get the expected number of seats? In Karnataka, BJP got 1.68 crore votes where our 36% vote share re- mained intact, but the JDS vote share shifted to Congress, which is something that we per- haps did not anticipate. We had thought that ten or twenty percent would either shift to Congress or to us. See, this is what we call the risk factor. Whenever there is a tri- angular fight, an assess- ment is made that if in last three elections this party got this percentage of votes, then this time around it will get this many votes. But when the majority vote percent shifts to another party, the face of the election changes and this was not expected. A few days back I was analyzing the election results for all the seats as a student of political science, and my study clearly reflected that our votes had actu- ally not changed. In fact, in cities such as Bengal- uru that are not BJP bas- tions, our vote share has improved! But in Mysore and the Vokka- liga belt, the voter shift- ed and that was not an- ticipated. I believe the reasons for the shift in votes were the freebies an- nounced by Congress and the polarisation of Muslim votes. How do you look at this? See, it is my assess- ment that not many peo- ple go in for the freebies announced by parties. These free schemes lure only about two to three percent of the votes. But we often get to witness one particular phenom- enon. Minority popula- tion, specially our Mus- lim brethren, in certain elections, they would go ahead and vote for BJP to the tune of ninety- nine percent. However, as a matter of principal, we do not engage in communal politics and we do not ask Hindus to vote for us, therefore counter-polarisation does not happen to a great extant. For exam- ple, in West Bengal, Muslims became one and voted for Mamata, but Hindus never be- come one and vote for BJP, because we do not practice that kind of pol- itics. Unfortunately, Muslims who used to vote for JDS, especially because Deve Gowda sahab has a long history in secular politics, got shifted to Congress which is something we had not considered. Then the SDPI and PFI sympathizers also got shifted to the Congress. However, I do maintain that guarantee announce- ments affect only two to three percent votes. Well, do you think this government will last for five years, considering the differences? See the thing is, the manner in which they were given the mandate, the Chief Minister should have taken oath in a differently, the gov- ernment formation should have happened in a differently and even the portfolios should have been distributed in a different way. Just to get this much done, Con- gress faced numerous hurdles. So, after the Lok Sabha elections when the BJP govern- ment will be formed, there will be dissatisfac- tion in Karnataka and people are bound to seek an alternative. How BJP will respond to that situ- ation remains to be seen! The future of the Karna- taka government will be determined by the BJP, post Lok Sabha elec- tions. Do you think they will ban Bajrang Dal? They are harping on that, but tell me how much work have they (Bajrang Dal) done? Equating PFI with Ba- jrang Dal is a senseless proposition because Ba- jrang Dal is a religious organisation that, to some extent, works against Love Jihad. And they are a right-wing outfit without a gun and with no intentions of waging a war against the country. Whereas PFI is a radical organisation comprising of terrorists, militants, fundamental- ists with the nefarious designs to establish an Islamic Caliphate in In- dia. They deal with their enemies with guns and are hardcore anti-nation- als. Therefore, any com- parison between the PFI and Bajrang Dal is base- less. To ban Bajrang Dal, you will have to make a dossier, but how? Have you recovered any arms? Have you recovered any literature against the country? I would recom- mend that you move ahead and show what you’ve got. When was the first time that PM Modi and Amit Shahji noticed you as a potential CM candi- date? I had telephonic con- versations with Modiji before I joined the BJP, a couple of times. But I met Modiji only after I had joined the BJP and I interacted with him for about 15 minutes. Prior to the last Lok Sabha elections, I met one-on- one with Modiji and he spoke with me about Northeast and Assam and that was actually my first interaction. But get- ting to meet him in the party forum, accompa- nying him during the election campaigns, get- ting to sit with him, I would say that was for- tune smiling on me! I was lucky to get his guidance prior to the last parliamentary elections during the Parliamentary Board meetings. Since those went on for several days, I found the oppor- tunity the meet him properly and interact with him. How do you rate Nar- endra Modi as the Prime Minister of this country? I do not think one can rate Narendra Modi as Prime Minister, simply because he is much big- ger than PM. Today, he is an institution and oth- er than the betterment of the nation, he has noth- ing else in his heart and mind. I don’t think someone such as me has the right to assess him as PM. In the Mahabharata, Arjuna was asked to shoot if he could see the bird’s eye. In the same way, Modiji’s eye of the bird is the progress of the country. So it is a matter of great luck for Bharat that it has found the true bhakt of the motherland in PM Modi. His devotion is selfless, his love for India, real. And what about Amit Shah, who is a very powerful Home Minis- ter? Amit Shah ji has im- mense ‘kripa’on me and I tell him this. He is ded- icated towards the na- tion and Sanatan and you can visualise Sardar Patel in his thoughts and concerns. You have seen his selfless work, but he is very strong. There is nothing other than work on his mind. Like I said, Modiji is an institution in himself, very ably as- sisted by Amit Shahji. This is a very good com- bination for the country. It is said that those with Congress back- ground do not get too close to the RSS, but you are an exception. What about your meet- ings with Mohan Bhag- wat? My meeting with Bhagwatji was because even though I was in Congress, my family was in Sangh. So Bhag- watji used to come to my place even before I joined the BJP. My el- der brother was in ABVP and my father too was involved in eve- rything related to what you call the RSS today. So my association with Sangh is older than my association with BJP and as a child I used to attend the Shakhas. My family was involved in several works of Sangh. My association with Sangh has been ex- tremely organic. And what about party president JP Nadda? Naddaji is a very no- ble person. As party president, he is like a father figure. He comes for campaigning and when we go to meet him, he comes across as a simple person who loves everyone.And if you ask him for something that he cannot give you, he will say no in such a fashion that even that no will seem extremely good to you. So he is quite a gentleman with a kind heart. Tell me something, how did Northeast be- come a passion for Prime Minister Modi? He has visited the re- gion numerous times. I got a chance to sit with PM Modiji and Amit Shahji, just the three of us. That’s when PM Modi told me that we are not concerned about election from Northeast, since if you exclude As- sam, the other North- Eastern states do not con- tribute even more than two Lok Sabha seats. But it is there in Modiji’s mind to bring peace and development in North- East as it is important for the nation. So Modiji told me that North-East is not our electoral mission, but our duty to the nation. He asked us that if some place is not represented prominently in the Lok Sabha, should we or should we not work there? We have to work there whether there is a seat or not. You look at Modiji, he is working in Lakshadweep, Daman and Diu and colossal amount of work is being done in Andaman. So in view of the security and development of the na- tion, it is important to bring Northeast into the mainstream. And PM Modi has done that. And I believe in one more thing. In Vastu-Shastra, it is important that the Northeast corner is clean and peaceful. So it is my personal belief that our nation’s development is linked deeply with the development of the Northeast. So how many seats will you give to BJP in 2024 elections? There are 25 seats here and we will get 20- 21 of them. As of now, there are 16 BJP seats from the Northeast. Everyone is doing their best and Prime Minister Narendra Modi was also there. It is such a painful and tragic day that we can not say anything. z You started from student politics and then moved to advo- cacy. Did you ever thought at any mo- ment that you will come into politics and reach such heights and become Chief Minister? I belong to a middle class family and my fa- ther was a government servant. I used to take part in student agita- tions and was a part of Student Union in Col- lege and University . I had this in my heart that I will enter politics but owing to the situa- tion of my family and my own, it never came in my mind that I will ever become a Chief Minister. But as I got more involved in poli- tics, I will not lie, by 2008-09, I started believ- ing that I can become CM or in a position to influence the future of the State. So when I started in 1996, I did not even think on these grounds and used to think that even if I be- come an MLA, that would be a huge deal for me. But by 2008-09, I had definitely started get- ting this belief in my heart. z So what has your political journey been till now? I contested my first elec- tion at the age of 27 years in 1996 and I lost my first election. I con- tested against main leader of Asom Gana Parishad, who even signed the Assam ac- cord, Bhrigu Kumar Phukan, and I lost by 6 or 7,000 votes. In 2001, I won by 12,000 votes and in 2006, I won by 42,000 votes. In 2011, I won by 68,000 votes and in 2016, I won by 78,000 votes and this year, I won by 1,3000 votes. So from loss to victory, this has been my story . z In the Congress rule, you had worked with two Chief Minis- ters. What was the difference in working of both the CMs? See, Saikia Sahib brought me in politics and when Saikia Sahib was CM, I got a chance to contest. He passed away during that time in the middle of elec- tions. So I did not get a chance to work under him as a Minister or MLA. But in five years, I literally spent my nights and days around him. So the relation that I had with him was administrative and not political in nature. With Gogoi Sahib I worked for 14 years, and with him, I did not share a personal connection but administrative and political connect was definitely there. With Saikia Sahib, I had more of a personal con- nect like the one shared by a father and a son. With Gogoi Sahib, I had more of a professional connect like the one shared by CM and MLAs. So, with him, I was an MLA and then I became a Minister and then I got close to him. So that was an evolu- tion, from not knowing him, to becoming close. This was because the relation between Sai- kia Sahib and Gogoi Sahib were not too good. So when I was with Saikia Sahib, I never met Gogoi Sa- hib. So from not knowing some- one and then to establish a close rapport with them, that took almost ten years. z So then what is the basic dif- ference between the two govern- ments of Congress and BJP according to you? There are a handful of things that I have real- ised. Congress is essen- tially a feudal party. Gandhi family is the ‘Supreme’ in the party and to maintain this su- premacy, they give fur- ther concession to the State people, perhaps one or two leaders, and then these leaders would give power to lower leaders. So, it is as if there is a ‘Sultan’ and then there would be a ‘Paragana,’ so, Con- gress is structured like that. Feudalism at its peak and there is noth- ing other than feudal- ism that you can actu- ally see or observe there. Even today if you see, in the name of re- gional ‘Kshtraps,’ there is regional feudalism and in the name of Gan- dhi family, there is na- tional feudalism. But the environment in BJP is, in totality, the envi- ronment of middle- class family. There is not an extremely for- mal relation with any- one and who so ever comes, the talks would start with taking news of the person’s family and their well being and perhaps share food dur- ing such talks. And this is more like a family . So this is the fundamental difference. Then there is policy difference and difference of ideology is known to all. But in totality , the difference is that in Congress you have to live in a feudal system and in BJP you can think that you are a part of a greater family . z You said that in former PM Manmo- han Singh’s time you would call the PMO and the reply would come by evening. But in current PMO, if you message, PM calls up soon after . What change is this? See, when I worked with Gogoi Sahib and Saikia Sahib, I saw that to take appointment from Prime Minister, or you speak with the Prime Minister or the Prime Minis- ter calls you up; these three things used to become head- lines of Assa- mese newspa- pers. Because it was considered a big news at that time that a CM has spoken with PM. When I also started, for the first few days, when I used to speak with PM or if PM would call, for that I started a system of press release because I thought that I would perhaps get a chance to meet PM once in six months, or perhaps I would some day get a chance to speak on the phone or else I may not get that too. But as I moved forward, I saw the times of Covid as CM and even dealt a long time as a Health Minister, this phone is literally an issue of eve- ryday . If there is any is- sue, you will be phoned immediately. In fact, even Home Minister too calls up, at times fifteen times a day , if there are floods or any other law and order issue or any- thing else. And even you too in return make the same number of calls. And when ever you go to meet PM, it takes forty five minutes or one hour and during this you talk in detail. When former CMs used to go to meet Manmo- han Singh ji, I used to stand out of the office in waiting. They would go, stay there for five minutes, and they wouldreturn.Weused to ask if they have met and we were told yes it was a good meeting. So five minutes with PM, according to them, were very useful time. That is why I said the other day that when there is this administration, Modiji has changed the dynamics. Now there is accessibility , there is re- sponse, and from the sense of equity and jus- tice, you are given the honour and treated with regard, that regard is given to my State. z I heard you were re- cently in Delhi for three days and did you meet Prime Min- ister Modi on all three days? All three days, I had the chance to meet Prime Minister. At times, it also happens that like in our national working committee meet we may meet him a dozen times in one day itself. You maymeethimforbreak- fast or lunch etc. So meeting PM is now no longer a problem and not just for me, but for many other people. When I go to meet him, our party people would be there in the room. So I think that during Con- gress rule, the leaders at that level never had the good luck of meeting the PM. z I heard that it was due to Rahul Gan- dhi’s attitude that you left Congress? See, first and foremost, at that time, such inci- dent happened and right from their behav- iour till the incident, several such things happened, but, in total- ity, by 2014, the situa- tions worsened so much that Congress High Command had to send an observer to Assam to find out who has what number of MLAs in their side. This aspect is there in Ghulam Nabi ji’s biography as well. About 55-60 legislators were with me and only a dozen MLAs were with Gogoi Sahib and in a way, it was sure that I was to be the CM. And if I was not to be the CM, then there was an option that the then Speaker of Assam Assembly would be there and we sug- gested that if you do not wish to make me the Chief Minister, then that leader could be made CM since the State needs a ‘Sense’ because after about 15 years, the State is wit- nessing a fatigue and Congress will not be able to win. That did not hap- pen. Even then, I stayed in Congress for one and a half years. I resigned from Gogoi S ahib’s Cabinet, but continued to stay in Congress, thinking per- haps the matter will get solved somehow. But when we did not get any response and in be- tween several incidents kept on happening, then it came to me that time has come to leave Congress. z So is that episode with dog true? Did that happen? I think whosoever goes to meet him (Rahul Gandhi), they all see this. It was not a inci- dent specific to me, rather it was a general incident. In fact, I met an Editor of a major news channel the very day and he told me that the same behaviour was met to him one week prior to the day it hap- pened with me. That happening kept on con- tinuing for a long time, but it ended after I ex- posed it. But otherwise, it is a day- to- day affair, nothing to do with me as an individual, but that is the environment in their house that the dog eats from that plate and even the CM also eats from the same plate. I did not eat, but Gogoi Sahib, our State President and others eat from that plate it- self. So, obviously it pains. It also wants to “grow a culture” of lifelong learning in Australia. As the review team note, most people in Australia who study at uni- versity are under 35. These issues need to be ap- proached in many ways. And will inevitably include propos- als for shorter forms of learning as well as addressing the finan- cial cost of attending university. My proposal – also outlined in this journal article – is that a proportion of educational resources generated by pub- licly funded universities should be made public and freely available. This could radically expand opportunity and flexibility and potentially allow students to design their own degrees, by doing multiple different units from different universities. THIS IDEA IS NOT COMPLETELY NEW There is a precedence for this idea. The international Plan S initiative is led by a group of national research funding or- ganisations. Since 2018, it has been pushing for publicly funded research to be pub- lished in open-access journals or platforms. Australian chief scientist Cathy Foley similarly wants all Australian research to be “open access, domestically and internationally, and for re- search conducted overseas to be freely available to read in Australia”. When it comes to uni- versity learning, a 2019 UNESCO report en- couraged member states to make higher education educational re- sources developed with public funds free and freely available. In a March 2023 report, the Productivity Commission rec- ommended the federal govern- ment require “all universities to provide all lectures online and for free”. The commission said this would increase trans- parency in teaching perfor- mance and encourage online learning. But this also has the ability to make to higher edu- cation more accessible. There is already plenty of in- ternational experience sharing educational materials online – including the global Open Edu- cational Resources public digi- tal library. This includes re- sources from early learning through to adult education. The Productivity Commis- sion says universities would not lose income by making educa- tional resources open access. This is because universities “sell” credentials, not resourc- es. It is also argued overworked academics can save time by us- ing materials created by others. But there is resistance from institutions and academics, in- cluding a perception free re- sources will be poor quality and take a lot of time to create. There is also a lack of techno- logical tools to adapt resourc- es. This may explain why open education has not yet taken off in Australia. HOW WOULD THIS WORK? My plan would require open online sites to host educational materials produced by academ- ics. These would need to be moderated or curated and pub- lished under an open access license. It would include a peer re- view system for educational materials like the one already used for research publications. Academics could get credit for publishing, updating or review- ing resources and the publica- tion of education output would be included in the university metrics. This could also help reverse the current downgrading of teaching inAustralian universi- ties in favour of research. There could be three types of users: 1. Students who access materi- als through the university that produced them, as per current practice 2. Individual students outside the university that created the materials who access materials for their own learning at whatever stage of life they are relevant to them 3. Other organisations, includ- ing other universities, that then contextualise and de- liver the materials to their students. WHAT KIND OF MATERIALS ARE WE TALKING ABOUT? The Productivity Commission has talked about “lectures” be- ing made available for free. But lectures are not a good way of transmitting information, especially online. For one thing, they do not promote critical thinking. My plan proposes whole courses or at least sections of courses with assessments, would be provided. This in- cludes text, videos and soft- ware and can include course planning materials and evalua- tion tools. An indication of the academic level to which the course speaks, and the amount of possible credit, should also be provided. WHAT ABOUT ACCREDITATION? Accreditation of learning should be considered as part of this. The OERu is an internation- al organisation where partner universities (including Penn State in the US and Curtin University in Australia) offer free access to online courses. Students pay reduced fees if they want to submit assign- ments, which can earn them microcredits towards a degree offered by one of the partners. Amore radical option would be to develop a system where students collect microcredits from whatever source they wish and present them to an ac- crediting body for an academic award rather than enrolling in a particular degree course. SUGGESTED RECOMMENDATIONS As it prepares its draft report, the accord review team should recommend:  Most university-generated educational material should be public and free  As an interim goal, within three years, 10% of all pub- lic university courses should be freely available online  An organisation should be created to develop the infra- structure needed to do this. This includes, open reposi- tories, a peer review system for open educational materi- als, and systems for offering microcredits to students and academic credit to academ- ics who take part. WHY IS THIS A GOOD IDEA? The Productivity Commission says making this material public will encourage higher quality teaching, empower stu- dents and assist in lifelong learning. On top of this, there is the potential for true reform of the educational landscape. It provides opportunities for col- laboration between universi- ties, rather than a competitive business model. And it would make teaching more important, rather than an “inconvenient task” by those seeking academic advance- ment through research.
