legedly not being al-
lowed to speak in as-
sembly as a conspiracy,
the leader of opposition
Gulab Chand Kataria
on Monday said that
most of the party MLAs
got the chance to speak
in the House.
He said that the
MLAs of the front line
were given the first
chance to speak on the
debate on Governor’s
speech and nearly 80
percent of these MLAs
got the opportunity to
speak.
Kataria, while reject-
ing the allegations of
the MLAs that they
were not allowed to
speak in the assembly,
said it was a conspiracy
and MLAs will be asked
that what was the inten-
tion behind writing the
letters.
Around 20 MLAs of
the saffron party have
written a letter to the
party’s state president
Satish Poonia express-
ing dissatisfaction over
allegedly not being giv-
en time by the leaders to
raise public interest is-
sues in the assembly

Kataria said that
MLAs are given the

Monday solved the mur-
der case of a person
whose headless body
was found on Feb 4 in
the Arathwada village
in Sirohi.
In a press conference,

Tak said the main rea-
son behind the murder
was that the deceased
Ratanlal had frequent
fights with his wife dur-
ing which he used to
beat her badly. Ratan-
lal’s wife’s brother Han-
saram planned to kill
her husband. To dodge
the police and eliminate
evidence, he cut away
his head and threw it in
forest. The police ar-
rested him.

Alwar: The logistics
manager of Mumbai’s
shipping company was
kidnapped by seven
miscreants from Alwar,
Bharatpur and Mathu-
ra. However, a few hours

kidnappers had lured
Vikas Gupta, the man-

jasthan deputy chief
minister Sachin Pilot
on Monday questioned
the silence of BJP lead-
ers on inflation and ris-
ing fuel prices. “The
central government is
looting people of their
hard-earned money by
unexpectedly increas-
ing the prices of petrol,
diesel, and domestic
gas,” the Congress lead-
er said in a tweet in
Hindi.
He said during the
tenure of the Congress-
led UPA government,
BJP leaders used to
“make a lot of noise”
over the issue of infla-
tion but now they are
silent. In 12 days, retail
petrol prices have ris-
en by Rs 3.63 a litre, a
record since the pric-
ing was deregulated in
2010, and diesel rates
have gone up by Rs
3.84. Petrol price has
already surged past the
Rs 100-mark in some
places in Rajasthan
and Madhya Pradesh,
which levy the highest
VAT on the fuel. On
Saturday, petrol price
touched an all-time
high of Rs 97 per litre
in Mumbai while die-
sel rate crossed Rs 88-

3.0 started in Rajasthan

ister vaccines to preg-
nant women and chil-
dren up to two years.
The campaign will run
for 15 days in two phas-
es. Vaccines will be pro-
vided free of cost to chil-
dren and pregnant
women who are de-
prived of regular vacci-
nations. Health Minis-
ter Dr Raghu Sharma
started the special cam-
paign on Monday at a
state-level function in
Bhilwara. In the first
phase of the campaign,
24 districts, 3,963 vacci-
nation sessions will be
organised. Siddharth

had been set to protect

The incident oc-
curred in Shyolalpura
village where the resi-
dentsof acolony caught

They tied the woman
Naina, her son Gopal
and third man Raju to
separate poles and
thrashed while accus-
ing them of stealing
three rickshaws. On in-
formation of the inci-
dent by local people,
police rushed to the
spot and freed them.
Five persons have
been detained in this
connection. Naina,
while rejecting the al-
legation of theft, said
that she was beaten up
badly and her son was
also hit with sticks.
At the same time,
Raju and Gopal said
that they were forcibly
picked up from jail
chauraha on charges of
theft.
The woman was
brought from Shikarib-
as. On the other hand, a
local resident Chun-
nilal claimed that the
two men, Raju and Go-
pal, fought with each
other initially and the
local people separated
them and tied them to
the pole.
Police said that both
the men have received
head injuries and they
were admitted to a hos-
pital. Police are collect-
ing evidence, investing
the case. Five persons
have been detained by
police are further being
interrogated.

second centenary goal –
to become a “prosper-
ous, powerful, democrat-
ic, civilised and harmo-
nious socialist modern-
ised country” by the
100th anniversary of the
people’s republic.
Its economy is three
times the size of the United
States’, as the Internation-
al Monetary Fund predict-
ed back in the 2010s. The US
remains wealthy and pow-
erful – it has functioning
alliances in Europe – but its
pacts with Asian allies
have fallen into disrepair.
For decades, Hong
Kong has been accepted
as just another province
of China. Few dare to
criticise the ongoing hu-
man rights abuses there,
or in Xinjiang and else-
where, because of the ex-
traterritorial application
of China’s national secu-
rity laws. Taiwan, if not
annexed, is isolated, with
no diplomatic partners.
The legacy of Xi Jinping,
who led China for more
than 30 years, monopolises
ideological discourse in
China. His successors rule
under his shadow.
Outside China, many
of the third-wave democ-
racies that transitioned
in the second half of the
20th century have be-
come far less liberal.
Elections are held, but
increasingly authoritar-
ian governments have
adopted many of Bei-
jing’s technological and
legal tools to manage
markets and control pol-
itics. The internet is
heavily censored.
Mistrust permeates eve-
ry aspect of China’s rela-
tions with the West. Inter-
national co-operation on
climate change and the
strong carbon-reduction
commitments of the early
2020s have long been aban-
doned. The focus is on indi-
vidual adaptation.
Australia remains a
liberal democracy and a
staunch defender of free
markets and human
rights. But these are no
longer the default stand-
ards of global govern-
ance – they are minority
positions associated
mostly with Western tra-
ditions. No longer a top-
20 economic or military
power, Australia’s op-
portunities to make its
mark internationally
are few and far between.
AN UNSETTLING BUT
PLAUSIBLE VISION
Thisvisionof afragmented
and decidedly less liberal
international order is high-
ly speculative, but also dis-
piritingly plausible. It is
unsettling to an Australian
reader, not just because
Australian foreign policy
has been centred on a glob-
al set of rules and institu-
tions since 1945, but be-
cause Australian identity is
so enmeshed with the val-
ues of liberal democracy
.
The 2017 Foreign Poli-
cy White Paper states
that Canberra is “a de-
termined advocate of
liberal institutions, uni-
versal values and human
rights”, in stark contrast
to Beijing.
All nation states, espe-
cially rising powers, de-
sire a favourable global
environment in which
they can acquire power,
prosperity and prestige.
The postwar system great-
ly aided China, and it
would be incorrect to
claim Beijing wants to dis-
mantle it entirely.
Similarly, it would be
disingenuous to over-
look the many instances
where the US and other
liberal democracies have
behaved inconsistently.
But the Chinese Commu-
nist Party, which leads an
authoritarian state, sees
the liberal values embed-
ded in the present order as
a threat to its rule.

COVID-19 RETURNS
TO HAUNT PEOPLE
ovid-19 has come to haunt us again with
resurgence in cases in four states and an
Indian variant of the virus being de-
scribed as more lethal than the one we
have been fighting till now. With 15,000
new Covid-19 cases recorded in the last 24 hours, a
second wave of the pandemic seemed to be in the
making. The total cases in the country on Monday
totalled over 1.10 crore and the toll crossing 1.56
lakh. Compared to the United States and Britain
these are small numbers but rising new cases are
causing the Centre some worry. Maharashtra,
Kerala, Madhya Pradesh, Chhattisgarh and Pun-
jab are bearing the brunt of the second wave. Of
these, it is Maharashtra where the situation is re-
ally alarming. The State reported 7000 new cases,
including cabinet minister Chhagan Bhujbal, on
Sunday. This is the highest number of Covid-19
cases since October 23. Given the sharp U-turn in
positive cases, Union Home Minister Amit Shah
presided over a meeting to review the pandemic
situation in the country
.
To deal with the situation BMC sealed 1305 build-
ings with five or more cases affecting over 70,000
households and imposed fines on violators of Cov-
id-19 protocols. In Pune, only essential services
were being allowed in Pune and Nashik after 11 pm.
Chief Minister Uddhav Thackeray is not ready to
call it a second phase. He was quoted as saying that
he was “worried about the severity of a second
wave if it hits the state”. The problem lies with the
people who decided to throw caution to the wind
after relaxations were announced.

CONG NOW A PARTY
OF THREE STATES
wo days before Prime Minister Naren-
dra Modi is to reach Puducherry to ad-
dress a rally the Congress-DMK govern-
ment of Chief Minister V
. Narayansamy
fell after failing to win a trust vote on the
floor of the House. Resignations from the Cong-
DMK alliance legislators in the Union territory
were much on the lines of developments in Goa,
Madhya Pradesh and Arunachal Pradesh where
BJP formed governments after engineering defec-
tions by exploiting Congress party’s weakening
hold on its flock. In Arunachal Pradesh, Chief
Minister Prema Khandu first formed a Congress
government. Within a few months he joined the
People’s Party of Arunachal Pradesh (PPA) and in
a month left PPA to join the BJP. He moved quick-
ly to prove majority with 33 of 43 MLAs switching
over to BJP. Similarly in Madhya Pradesh, Jyoti-
raditya Scindia, after being sidelined by the Con-
gress, joined the BJP. Along with him over 22 leg-
islators quit the Congress to bring down the Kamal
Nath government.
What happened in Puducherry, which goes to
poll in May, was no different as four Congress and
one DMK legislators resigned in the last two
months to precipitate a crisis. The BJP, which did
not win even a single seat in the last assembly elec-
tions, is now set to be part of the NR Congress gov-
ernment with three of its nominated members
likely to ministerial berths. With this the Congress
has shrunk to only three states---Rajasthan, Pun-
jab and Chhattisgarh. This does not augur well the
Cong-DMK alliance in Tamil Nadu where the BJP
is using all tricks in the trade to grab power.

move into state highways/vil-
lage roads, you will find speed-
breakers almost at every KM.
Speed-breakers are taken as a
symbol of power, where in all
passing vehicles slow down to
pay obeisance in front of high
and mighty
. We often find the
eight lanes being blocked by po-
lice barricades, parked trucks/
buses, protestors, agitators, so-
cial processions and vendors,
leaving only one lane for traffic,
leadingtotrafficjamsandsnarls.
But who cares? I find that these
speed breakers in India are not
only on roads, they are more so
in minds. We don’t want anyone
to go fast and progress at rapid
rate. Interestingly
, let’s have a
look at some of the speed-break-
ers in the growth of our country
which have come up in our psy-
che, over the last few decades.
SPEED BREAKER 01:
GOVERNANCE
Ourconstitutionhaslegislateda
way of Governance for a demo-
cratic country
. In this, the vot-
ers of the country elect their
Government, by majority
. The
Govt is mandated with the duty
of makinglawsandgovernance,
as deemed fit. If they are not
happy
, they can vote them out
in next elections. I find a new
trend in our country
, where in
the laws made by elected Govt
are challenged on the roads. An
armed protest, dharna, marches
and all kind of defiance maybe
abettedbyanti-nationalsandfor-
eignhandsismanifestedagainst
governance. No Govt can func-
tion if the rules and laws are to
be made and taken back, by
crowds on the roads. The chal-
lenging of CAA and farm laws
on the roads amplify this speed-
breaker in our progress.
SPEED BREAKER 02:
POLITICAL HARDLINERS
The political chaos and quality
of principled politics is touch-
ing the lowest ebb, each day.
Today, any policy or act passed
by ruling party is opposed by
opposition parties, irrespective
of national interest. Actions
like guarding the frontiers, ex-
ternal aggression, purchase of
defence equipment and corona
vaccination are also being
challenged on political lines.
Rather than issue based oppo-
sition, today
, the lines are clear-
ly drawn as WE and THEY. All
Govt decisions are supported
by ruling party and opposed by
opposition parties. Both sides
have experts and media, in
their teams, to support their
narratives. The common public
gets confused as to what is
right or wrong.
SPEED BREAKER 03:
JUDICIAL OVERREACH
Legislative, Executive and Ju-
diciary are three pillars of a
stable democracy
. Today, every
rule and act passed by legisla-
tive is challenged in the courts
and court not only decides the
legality of it but pass orders on
execution methods also. I am
amused to note that courts
which have thousands of seri-
ous cases pending with them
for years, find all the time for
PIL and such cases of judicial
dominance. It’s also intrigu-
ing for common man to know
how poor people don’t even get
hearing date for bail, for
months, while court are opened
at midnight for high and
mighty
. If one pillar (judiciary)
of the tripod becomes larger,
the stability of the democracy
will be threatened.
SPEED BREAKER 04:
CASTE BASED
RESERVATIONS
One of the biggest speed break-
ers in the progress of the coun-
try is the caste based reserva-
tion overriding the merit. The
caste based reservation found
it’s place in Constitution of In-
dia due to disparity in social
status, in 1947. Originally, it
was planned for 10 years. How-
ever, due to vote bank politics,
no political party has dared to
remove this speedbreaker of
caste based reservations. Due
to this reservation Policy of
our country, the deserving can-
didates do not get their due and
talent is not recognized in se-
lection/promotion. Resultant-
ly, the mediocrity prevails over
excellence and quality of gov-
ernance suffers.
SPEED BREAKER 05:
PSEUDO SECULARISM
The architects of Constitution
of India thought of a secular
India, wherein people with dif-
ferent religious faiths could
live peacefully together and
work in harmony, furthering
progress of the country
.
The real secularism soon
came under vote bank politics
and political parties started
minority appeasement to gar-
ner votes. The backlash result-
ed in hardliners from other
communities also responding
in similar manner and thereby
taking mutual hatred to higher
levels. This slowly resulted in
the polarization of society on
religious grounds. If India has
to prosper as a country and ex-
hibit it’s soft power, these speed
breakers of religions divide
will have to be removed from
the path of exponential growth.
WAY AHEAD
I want to sincerely ask the
highest authority in the coun-
try ( hope someone answers) as
to “What do we want?” We
want to go slow or fast?? If
slow, then why make express-
ways and if fast, then why
make speed breakers. Let all
agencies move towards one
goal that Nation wants to pur-
sue- slow/fast.
Speed-breakers in India are
more in minds then on roads.
To take the country on the fast
track of growth, I exhort upon
the countrymen to think of NA-
TION FIRST and take a more
disciplined approach to nation
building.

Budget provisions in
the Defence Sector, PM
Modi said, “Today, we
are exporting defence
equipment to more than
40 countries. We have to
come out of the list of
importing nations in
the defence sector and
become a major export-
er in the sector.”
The PM pointed out
that despite India’s cen-
tury-old experience in
making arms and am-
munition, today the
country still is one of
the largest defence im-
porters in the world.
“We have century-old
experience when it
comes to making arms
and ammunition. Dur-
ing WW I and II, India
supplied arms and am-
munition. But post-in-
dependence, the situa-
tion deteriorated, even
for small arms we are
relying on small coun-
tries,” he said.
“Today we are one of
the largest defence im-
porters. And this is not
something to be proud
of. Let’s be clear, Indi-
ans don’t lack talent
and we don’t lack capa-
bilities,” said PM Modi
while citing how the na-
tion bolstered its capac-
ity in building ventila-
tors amid the COVID-19
pandemic. “The coun-
try which has the capa-
bility to reach planet
Mars, was fully capable
of producing modern
weapons. But import-
ing weapons was the
easy way out, which we
took,” he added.
PM said that India is
working in full swing
towards increasing its
capacity  capabilities
in the defence sector.
“From 2014, we have
tried to inculcate trans-
parency, predictability
and ease of doing busi-
ness in the sector. We
have taken several
strong steps in this sec-
tor including delicens-
ing, deregulation, ex-
port promotion  liber-
alisation of foreign in-

within two years and
to promote private

defence sector.

There is a clear focus
of the government on
‘Ease of Doing Busi-
ness’ to encourage for-

ment Manufacturer

in India, develop joint
ventures and promote

in the defence sector.”

working on bringing
down the delays in
timelines of capital
acquisition. We will
make efforts to com-

existing 3-4 years be-

YOUNG GUNS ‘FIRING’
TOO SOON?
Every young IAS dreams of
becoming a district Collector and
if some exceptions are left out, then
most of the young babus are given
the charge of district at least once.
But then there are those young IAS
who are chosen as Collector, only
once or twice in their career!
We are hinting at young IAS who
are carrying out the responsibility
of Collector, continuously for the
past six years. They were appointed
as Collectors during the previous
government and have continued
on the post since, albeit in different
districts. Both these officials hail
from the 2010 batch.
Inderjeet Singh became Dungarpur
Collector for the first time in career
during the previous government’s
rule and then of Chittorgarh in April
2016. After the Gehlot government
was formed, he was transferred to
Alwar in December 2018 and in July
2020 when a major transfer list was
released by the state government,
he was transferred to CM’s home
district Jodhpur. Inderjeet has
served as Collector of four districts
in six years’ time.
The second IAS in the same
category is Prakash Rajpurohit
who was appointed collector of
Banswara in October 2014 and then
of Hanumangarh in 2016, Alwar
in 2018 and after seven months
of Alwar appointment, he was
transferred to Jodhpur in December
and in July 2020 he was transferred
to Ajmer as Collector. In the past
six years, Prakash has served as
Collector of five districts, who in the
current times is the only IAS with
this distinction.
It would be prudent to mention 2011
batch IAS Anupama Jorwal who has
been serving as Pratapgarh collector
for the past fifteen months. However
in the past four years, she has
served in three districts as Collector
and proved to be a failed Collector
in all three districts. She had to
be removed from Banswara and
Jaisalmer merely after three months’
time while she managed to stay a
little longer in Sirohi, for about seven
months. Anupama’s example is one
of its kind wherein an IAS is given
four chances in four years.
There is a tradition in the state
government that promotee IAS
- those who promoted into IAS
cadre from RAS - are appointed as
district collectors, however, of the
14 RAS from 2008 batch who were
promoted in 2019, only three have
been appointed as Collector wherein
13 new IAS promoted in 2020 are
also waiting to be given the reins of

the Supreme Court for
repealing of all three
agricultural laws. The
Supreme Court has con-
stituted a three-mem-
ber committee to study
agricultural laws.
The committee had
invited objections re-

al laws. On behalf of
the Public Against Cor-
ruption, general secre-
tary of the institution
PC Bhandari, Advocate
Indrajit Kathuria and
secretary Dr TN Shar-
ma , while giving a de-
tailed explanation of all
the three laws, has ad-
vised repealing all the
three laws.
According to institu-
tion, a change in the
Law of Essential Com-
modities Ordinance
1955 will only promote
black marketing of all
food items and it will
not benefit anyone.
While big corporate
would get an exclusive
crop from farmers as
per their rates, the
farmers too would be
forced to sell at the de-
manded rate due to no
MSP guarantee.

Jaipur: Rajasthan Gov-
ernment has decided to
bring legislation to
check irregularities in
the process of sealing
and unsealing a build-
ing in the state.
After receiving sev-
eral complaints about
irregularities in sealing
and unsealing under-
construction buildings
or commercial estab-
lishments, the state gov-
ernment has constitut-
ed a committee, which
submitted its report to
the government.
Based on the feed-
back of the committee,
the state government
decided to introduce
Rajasthan laws
(amendment) bill-2021,
which has got the Cabi-
net approval through
circulation.
The bill would be in-
troduced in the budget
session. Sources said
that amendments have
been made regarding
the provisions of un-
sealing a building. The
officers can seal a build-
ing but they will not be
authorised to unseal
and for this purpose, a
competent authorised
officer will be appoint-
ed separately for this
purpose. Only after the
permission of the com-
petent official, the seal
can be removed.

years of age, the Chief
Secretary instructed
the officers to work
with a plan.
He instructed the
Health Secretary that
during deliveries in
hospitals, it should be
ensured that prepara-
tions are made to link
the infant with Aad-
haar enrollment.
In the meeting, Prin-
cipal Secretary, Depart-
ment of Information
Technology Ajitabh
Sharma said that due to
the health concerns of
the children owing to
Covid-19 pandemic,
their Aadhaar enrol-
ment had been stopped
in the past eight
months.
“Due to this, Aadhaar
enrollment in the cate-
gory of 0 to 5 years of
age was reduced,” he
said.
Meanwhile, CS said
that all departments
must upload all their
information on the Pub-
lic Information Portal
by February 28.

the statue of her hus-

over as the Lok Sab-
ha Speaker Om Birla
has sent the statue to
Kota from his resi-
dence in New Delhi.
The statue was
prepared with the ef-
forts of Birla and it
will be erected in Vi-
nod kalan, the vil-
lage of Hemraj Mee-
na. Birla had sanc-
tioned a fund of Rs 10
lakh for the statue
which was built by
sculptor Naresh Ku-
mawat in Gurugram
after nearly three
months of hard work.
The statue is about 7
feet high and weighs
300-kg.
The park where
the statue of Hemraj
Meena will be erect-
ed, has also been de-
veloped with an fi-
nancial aid of Rs 20
lakh.
In the meanwhile,
LS Speaker Om Birla
paid homage to the
martyr and sent the
statue to Kota.

ing attacks at the Modi
government. “Agricul-
ture is being ruined by
the Centre’s black laws.
If the country’s youth
suffers, there will be a
revolution. Through
these laws, the Central
Government has put a
question on ‘roti’ of
the poor, labourers and
farmers. Industrialists
like Adani and Amba-
ni are working to cre-
ate inflation, unem-
ployment and hunger
in the country. When
the revolution of poor
and famished will
come, it will ruin the
rule of these robbers,”
Tikait charged.
“Irrespective of the
government creating
lakhs of barriers, farm-
ers have the solution to
every problem. We will
continue the fight mak-
ing our tractors, our
tanks. Until a law is en-
acted for the minimum
support price, our fight

six months after Chief
Whip Mahesh Joshi
moved Supreme Court,
filing an SLP seeking
disqualification from
Rajasthan Assembly
of former Deputy
Chief Minister Sachin
Pilot and his eighteen
‘supporting’ MLAs,
the Chief Whip has
now initiated ‘proceed-
ings’ to withdraw the
petition. For this, he
has written to his law-
yer and preparations
have started to present
the application in the
Supreme Court.
On February 12, the
Supreme Court had
sought a reply from the
19 MLAs, Centre and 6
other parties within
four weeks on SLP
filed by Joshi and As-
sembly Speaker Dr CP
Joshi. This again cre-
ated a political conun-
drum in Rajasthan, af-
ter which, the Con-
gress High Command
interfered. The High
Command spoke to
Chief Minister Ashok
Gehlot and pressur-
ised Chief Whip Joshi
to withdraw the SLP.
After this, Joshi
reached Delhi on Mon-
day where he handed
over the letter to his
lawyer expressing his
intention to withdraw
the SLP. In the letter,
Joshi said that since
now the situation has
changed and he wants
to withdraw this SLP.
On Joshi’s instruction,
his lawyer has expe-
dited the withdrawal
of SLP.
The Congress High
Command no longer
wants to see the inter-
nal fighting of the par-
ty, come out in the
open. This is the rea-
son that while the SLP
filed against the Pilot
camp is being with-
drawn, the ‘rebel camp’
has been instructed to
give preference to
Chief Minister Ashok
Gehlot. As a result of
High Command’s in-
tervention, Chief Min-
ister Gehlot was invit-
ed by MLA Vedprakash
Solanki to join the ‘Ma-
hapanchayat’ held in
Chaksu last week.
Also, for the first time,
a photo of Gehlot and
State Congress Presi-
dent Govind Dotasra
was put on the stage on
behalf of the Pilot
camp during the farm-
er rallies.
Notably, during the
political crisis of Ra-
jasthan last year, the
then Deputy Chief Min-
ister Sachin Pilot and
his supporters did not
attend the Congress Leg-
islature Party meeting.
Upon this, Chief Whip
Joshi had presented an
application for cancella-
tion of their member-
ship in front of the
Speaker of the Legisla-
tive Assembly under the
10thScheduleof theCon-
stitution, describing it as
akin to the separation of
MLAs from the party.

lenged in HC by the pro-
pilot legislators. The HC

draw the SLP and this
development is being

that will bring the two
‘factions’ closer. Prior
to meeting with Mak-
en, Joshi spoke to First

cussion will be held on
development in the
state. Political appoint-
ments does not fall un-
der my purview and
thus, no discussion in
this regard will hap-
pen,” he said. Mean-
while, Joshi stressed
that the Centre should
roll back farm laws 
termed that BJP side-
lines its senior leaders.
Interestingly, sources
reveal that Joshi ap-
prised Maken about
the murmurs among
the Congress workers
demanding that two
district presidents, one
each for Jaipur Herit-
age and Greater, be de-
clared. Word is that
workers are hoping to
see a muslim face for
Jaipur Heritage and
Brahmin face for
Jaipur Greater. Upon
hearing the matter,
Maken also expressed
his views on the issue

Dausa district for de-
manding a bribe of Rs
10 lakh will have to re-
main in jail. A hearing
was held in Jaipur
bench of the High
Court on her bail on
Monday. The defence
counsel sought permis-

bail application seek-
ing an exemption to
present the bail appli-
cation after the charge
sheet was presented in
the case. The court
granted permission
and rejected the bail

The matter was
heard by the single
bench of Judge Inder-
jit Singh. The defence
counsel said that the

against Pinky Meena.
In this case, neither
there has been any re-
covery from Pinky
Meena nor any de-
mand has been made.
She is being falsely
implicated. On the
other hand, the
government lawyer
said that the ACB has
a recording of the de-
mand for bribe. She
can influence witness-
es when she comes out
on bail.

His successors rule under his shadow. Outside China, many of the third-wave democ- racies that transitioned in the second half of the 20th century have be- come far less liberal. The internet is heavily censored. Mistrust permeates eve- ry aspect of China’s rela- tions with the West. Australia remains a liberal democracy and a staunch defender of free markets and human rights. With 15,000 new Covid-19 cases recorded in the last 24 hours, a second wave of the pandemic seemed to be in the making. The total cases in the country on Monday totalled over 1.10 crore and the toll crossing 1.56 lakh. Compared to the United States and Britain these are small numbers but rising new cases are causing the Centre some worry. Maharashtra, Kerala, Madhya Pradesh, Chhattisgarh and Pun- jab are bearing the brunt of the second wave. Of these, it is Maharashtra where the situation is re- ally alarming. The State reported 7000 new cases, including cabinet minister Chhagan Bhujbal, on Sunday. This is the highest number of Covid-19 cases since October 23. Given the sharp U-turn in positive cases, Union Home Minister Amit Shah presided over a meeting to review the pandemic situation in the country . To deal with the situation BMC sealed 1305 build- ings with five or more cases affecting over 70,000 households and imposed fines on violators of Cov- id-19 protocols. In Pune, only essential services were being allowed in Pune and Nashik after 11 pm. Chief Minister Uddhav Thackeray is not ready to call it a second phase. He was quoted as saying that he was “worried about the severity of a second wave if it hits the state”. The problem lies with the people who decided to throw caution to the wind after relaxations were announced. C IN-DEPTH CONG NOW A PARTY OF THREE STATES wo days before Prime Minister Naren- dra Modi is to reach Puducherry to ad- dress a rally the Congress-DMK govern- ment of Chief Minister V . Narayansamy fell after failing to win a trust vote on the floor of the House. Resignations from the Cong- DMK alliance legislators in the Union territory were much on the lines of developments in Goa, Madhya Pradesh and Arunachal Pradesh where BJP formed governments after engineering defec- tions by exploiting Congress party’s weakening hold on its flock. In Arunachal Pradesh, Chief Minister Prema Khandu first formed a Congress government. Within a few months he joined the People’s Party of Arunachal Pradesh (PPA) and in a month left PPA to join the BJP. He moved quick- ly to prove majority with 33 of 43 MLAs switching over to BJP. Similarly in Madhya Pradesh, Jyoti- raditya Scindia, after being sidelined by the Con- gress, joined the BJP. Along with him over 22 leg- islators quit the Congress to bring down the Kamal Nath government. What happened in Puducherry, which goes to poll in May, was no different as four Congress and one DMK legislators resigned in the last two months to precipitate a crisis. The BJP, which did not win even a single seat in the last assembly elec- tions, is now set to be part of the NR Congress gov- ernment with three of its nominated members likely to ministerial berths. With this the Congress has shrunk to only three states---Rajasthan, Pun- jab and Chhattisgarh. This does not augur well the Cong-DMK alliance in Tamil Nadu where the BJP is using all tricks in the trade to grab power. T f you leave the expressway and move into state highways/vil- lage roads, you will find speed- breakers almost at every KM. Speed-breakers are taken as a symbol of power, where in all passing vehicles slow down to pay obeisance in front of high and mighty . We often find the eight lanes being blocked by po- lice barricades, parked trucks/ buses, protestors, agitators, so- cial processions and vendors, leaving only one lane for traffic, leadingtotrafficjamsandsnarls. But who cares? I find that these speed breakers in India are not only on roads, they are more so in minds. We don’t want anyone to go fast and progress at rapid rate. Interestingly , let’s have a look at some of the speed-break- ers in the growth of our country which have come up in our psy- che, over the last few decades. SPEED BREAKER 01: GOVERNANCE Ourconstitutionhaslegislateda way of Governance for a demo- cratic country . In this, the vot- ers of the country elect their Government, by majority . The Govt is mandated with the duty of makinglawsandgovernance, as deemed fit. If they are not happy , they can vote them out in next elections. I find a new trend in our country , where in the laws made by elected Govt are challenged on the roads. An armed protest, dharna, marches and all kind of defiance maybe abettedbyanti-nationalsandfor- eignhandsismanifestedagainst governance. No Govt can func- tion if the rules and laws are to be made and taken back, by crowds on the roads. The chal- lenging of CAA and farm laws on the roads amplify this speed- breaker in our progress. SPEED BREAKER 02: POLITICAL HARDLINERS The political chaos and quality of principled politics is touch- ing the lowest ebb, each day. Today, any policy or act passed by ruling party is opposed by opposition parties, irrespective of national interest. Actions like guarding the frontiers, ex- ternal aggression, purchase of defence equipment and corona vaccination are also being challenged on political lines. Rather than issue based oppo- sition, today , the lines are clear- ly drawn as WE and THEY. All Govt decisions are supported by ruling party and opposed by opposition parties. Both sides have experts and media, in their teams, to support their narratives. The common public gets confused as to what is right or wrong. SPEED BREAKER 03: JUDICIAL OVERREACH Legislative, Executive and Ju- diciary are three pillars of a stable democracy . Today, every rule and act passed by legisla- tive is challenged in the courts and court not only decides the legality of it but pass orders on execution methods also. I am amused to note that courts which have thousands of seri- ous cases pending with them for years, find all the time for PIL and such cases of judicial dominance. It’s also intrigu- ing for common man to know how poor people don’t even get hearing date for bail, for months, while court are opened at midnight for high and mighty . If one pillar (judiciary) of the tripod becomes larger, the stability of the democracy will be threatened. SPEED BREAKER 04: CASTE BASED RESERVATIONS One of the biggest speed break- ers in the progress of the coun- try is the caste based reserva- tion overriding the merit. The caste based reservation found it’s place in Constitution of In- dia due to disparity in social status, in 1947. Originally, it was planned for 10 years. How- ever, due to vote bank politics, no political party has dared to remove this speedbreaker of caste based reservations. Due to this reservation Policy of our country, the deserving can- didates do not get their due and talent is not recognized in se- lection/promotion. Resultant- ly, the mediocrity prevails over excellence and quality of gov- ernance suffers. SPEED BREAKER 05: PSEUDO SECULARISM The architects of Constitution of India thought of a secular India, wherein people with dif- ferent religious faiths could live peacefully together and work in harmony, furthering progress of the country . The real secularism soon came under vote bank politics and political parties started minority appeasement to gar- ner votes. The backlash result- ed in hardliners from other communities also responding in similar manner and thereby taking mutual hatred to higher levels. This slowly resulted in the polarization of society on religious grounds. If India has to prosper as a country and ex- hibit it’s soft power, these speed breakers of religions divide will have to be removed from the path of exponential growth. WAY AHEAD I want to sincerely ask the highest authority in the coun- try ( hope someone answers) as to “What do we want?” We want to go slow or fast?? If slow, then why make express- ways and if fast, then why make speed breakers. Let all agencies move towards one goal that Nation wants to pur- sue- slow/fast. Speed-breakers in India are more in minds then on roads. To take the country on the fast track of growth, I exhort upon the countrymen to think of NA- TION FIRST and take a more disciplined approach to nation building. Every young IAS dreams of becoming a district Collector and if some exceptions are left out, then most of the young babus are given the charge of district at least once. But then there are those young IAS who are chosen as Collector, only once or twice in their career! We are hinting at young IAS who are carrying out the responsibility of Collector, continuously for the past six years. They were appointed as Collectors during the previous government and have continued on the post since, albeit in different districts. Both these officials hail from the 2010 batch. Inderjeet Singh became Dungarpur Collector for the first time in career during the previous government’s rule and then of Chittorgarh in April 2016. After the Gehlot government was formed, he was transferred to Alwar in December 2018 and in July 2020 when a major transfer list was released by the state government, he was transferred to CM’s home district Jodhpur. Inderjeet has served as Collector of four districts in six years’ time. The second IAS in the same category is Prakash Rajpurohit who was appointed collector of Banswara in October 2014 and then of Hanumangarh in 2016, Alwar in 2018 and after seven months of Alwar appointment, he was transferred to Jodhpur in December and in July 2020 he was transferred to Ajmer as Collector. In the past six years, Prakash has served as Collector of five districts, who in the current times is the only IAS with this distinction. It would be prudent to mention 2011 batch IAS Anupama Jorwal who has been serving as Pratapgarh collector for the past fifteen months. However in the past four years, she has served in three districts as Collector and proved to be a failed Collector in all three districts. She had to be removed from Banswara and Jaisalmer merely after three months’ time while she managed to stay a little longer in Sirohi, for about seven months. Anupama’s example is one of its kind wherein an IAS is given four chances in four years. Sources said the ac- cused committed fraud of ITC worth Rs. 85.27 crore without paying GST. The fraud was done by generating fake bills. CGST officials have claimed that this case can be the biggest GST scam in the country in terms of fake bills. First India Bureau Jaipur: The Public Against Corruption has sent objections to the committee formed by the Supreme Court for repealing of all three agricultural laws. The Supreme Court has con- stituted a three-mem- ber committee to study agricultural laws. The committee had invited objections re- garding the agricultur- al laws. After receiving sev- eral complaints about irregularities in sealing and unsealing under- construction buildings or commercial estab- lishments, the state gov- ernment has constitut- ed a committee, which submitted its report to the government. Based on the feed- back of the committee, the state government decided to introduce Rajasthan laws (amendment) bill-2021, which has got the Cabi- net approval through circulation. The bill would be in- troduced in the budget session. Sources said that amendments have been made regarding the provisions of un- sealing a building. The officers can seal a build- ing but they will not be authorised to unseal and for this purpose, a competent authorised officer will be appoint- ed separately for this purpose. Only after the permission of the com- petent official, the seal can be removed. In the meeting, Prin- cipal Secretary, Depart- ment of Information Technology Ajitabh Sharma said that due to the health concerns of the children owing to Covid-19 pandemic, their Aadhaar enrol- ment had been stopped in the past eight months. “Due to this, Aadhaar enrollment in the cate- gory of 0 to 5 years of age was reduced,” he said. The statue was prepared with the ef- forts of Birla and it will be erected in Vi- nod kalan, the vil- lage of Hemraj Mee- na. For this, he has written to his law- yer and preparations have started to present the application in the Supreme Court. On February 12, the Supreme Court had sought a reply from the 19 MLAs, Centre and 6 other parties within four weeks on SLP filed by Joshi and As- sembly Speaker Dr CP Joshi. This again cre- ated a political conun- drum in Rajasthan, af- ter which, the Con- gress High Command interfered. The High Command spoke to Chief Minister Ashok Gehlot and pressur- ised Chief Whip Joshi to withdraw the SLP. After this, Joshi reached Delhi on Mon- day where he handed over the letter to his lawyer expressing his intention to withdraw the SLP. In the letter, Joshi said that since now the situation has changed and he wants to withdraw this SLP. On Joshi’s instruction, his lawyer has expe- dited the withdrawal of SLP. The Congress High Command no longer wants to see the inter- nal fighting of the par- ty, come out in the open. This is the rea- son that while the SLP filed against the Pilot camp is being with- drawn, the ‘rebel camp’ has been instructed to give preference to Chief Minister Ashok Gehlot.
