 The EU 20-20-20-initiative (2007)
 Reducing greenhouse gas emissions by 20%
 Increasing the share of renewables in the energy mix by 20 %-points;
 Improving energy efficiency by 20%
 is failing.
with regard to its EE-objective: “The Presidency Conclusions of the European Council of 4 February
2011 acknowledged that the 2020 20% energy efficiency objective is not on track”
 A stronger plan is underway:
“On 8 March 2011 the Commission adopted a new Energy Efficiency Plan in order to get the EU on track
of achieving its 20% energy efficiency …”
“Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on energy

 Relevance for ICT
 “Efficiency in Energy Use” (chapter II) includes
• Public bodies shall purchase only products in the highest ee-class
• Public bodies have to set-up and publish inventories of buildings including ee-ratings (by 31
Dec 2012, annually)
• Energy distributors/retailers shall ensure energy-savings of >1.5% of previous year
consumption at their final customers
• Member states shall establish a system of penalties, including financial penalties for non-
compliance with this system
• Member states shall ensure the availability of efficient high-quality energy audits and
incentive schemes (tax credits subsidies) for SME to undergo such audits (by 2014)
 “Efficiency in Energy Supply” /chapter III) is a description of the Smart Grid adoption plan
for the EU in tightened regulatory conditions

10. Immediate Consequences
 Public sector procurement will probably be restricted to Energy Star 6 rated PCs
as soon as this new standard becomes available
 In all sectors, energy-wasting inefficient IT will become embarrassing
 Energy-efficiency management systems will become a normal routine, at least in
large companies and institutions
 Most systems will rely on IT-support by new applications and will comply to EN 16001
 Continuous improvement processes will be part of those systems. As a result, efficiency
improvements in energy-using products, including ICT-products, will be linked to stronger
(financial) incentives than today

16. Summary and Recommendations
 Energy-efficiency in client-PCs has reached a mature level, further progress will be
slow, alternate concepts are existing, particularly the virtualized client
 Server energy-efficiency will continue to grow rapidly (for consolidated
environments). Depreciation-periods should be adapted (shortened) to enjoy
resulting business benefits
 European policy makers are serious about the 20-20-20 target. Be prepared for
EU-initiated laws on taxation and subsidies forcing increase of energy-efficiency
 In electricity distribution, buildings and traffic/transport
 by adoption of energy-efficiency management (obligations and/or financial
“motivations”) to report status and improvement-plans
 Most energy-efficiency increase will be related to the use of advanced ICT-products
and –services. Methodologies for realistic and reliable impact assessment are on
the horizon.
