A unique online tracking software system is being used to protect and repatriate victims of human trafficking between India and Myanmar. The Impulse Case Information Centre Software is an online repository of cases that can be used as a transnational referral mechanism to ensure systematic documentation of human trafficking cases and address the issue of internal and cross-border trafficking. It was developed by Impulse NGO Network, an organization based in the northeast of India that has been working to stop trafficking for 20 years. With the support of the Global Development Network, Impulse NGO Network is now scaling up its anti-trafficking tracking system to be used by governments in other neighboring countries, including Bangladesh and Nepal, as part of their anti-trafficking strategies.

2. The Global Development Network (GDN) is supporting
the Impulse NGO Network through the Japan Social
Development Fund (JSDF) Award to scale up a unique
tracking software system to protect and repatriate
victims of human trafficking, on both sides of the
border between India and Myanmar. The JSDF Award
is a category of GDN’s Global Development Awards
Competition, which seeks to recognize innovative
ideas in the implementation of development projects
for vulnerable and disadvantaged communities.
4. In the northeastern states of India, many families –
children and adults – are vulnerable to human trafficking.
This is due to poverty and unemployment, conflict,
migration, displacement. The proximity to
international borders makes it a hotbed for traffickers to
operate in. Myanmar, India’s northeastern neighbor, is a
critical source location for traffickers.
The Impulse NGO network has been recording cases of
trafficking in India for 20 years. They have recently put all
this information online via the Impulse Case Information
Centre Software.
6. Officials from India and Myanmar met at Nay Pyi Taw in
June 2016 to discuss standard operating procedures for
cross-border, anti-trafficking operations.
Law enforcement officers were trained in using
the online anti-trafficking software.

With the Impulse Case Information Centre Software,
case workers, along with the Anti Human Trafficking
Unit (AHTU) of India and Anti Trafficking Task Force
(ATTF) of Myanmar now have access to a systematized
way of recording evidence.

14. For case workers, the AHTU and ATTF, and
governments in India and Myanmar, this new
technology is an effective way to address the
issue of internal and cross-border trafficking
efficiently because it dramatically reduces the
time taken for law enforcement officers to act.

17. Both governments of India and Myanmar have
now adopted the use of the Impulse NGO
Network database system as part of their
anti-trafficking strategies. With the governments’
use, the technology has the best chance of
assisting victims, and those working to stop
trafficking in persons.
19. The aim is to expand and introduce the
system in Nepal and Bangladesh, as well as
other neighboring countries, so that it can be
used by all cross-border teams.
