We would like to congratulate International Launch Services (ILS) of Reston, Virginia, and Khrunichev
State Research and Space Production Center (Khrunichev) of Moscow, on the 20th
Anniversary of the Proton
vehicle’s commercial introduction to the market and comprehensive launch services offered in this successful
U.S.-Russia venture. This anniversary marks a great milestone in the continued partnership between the
United States and Russia in offering launch services to the commercial satellite and telecommunications
industry, as well as the continued growth of the commercial space market in Virginia.
The development of the commercial Proton launch vehicle was a historic step in the economic
relationship between the United States and Russia, and it has continually set the standard for Russian-
American space cooperation. ILS offers a premier commercial launch vehicle using the Proton launcher, and
provides critical mission management and launch services important to the strategic security interest of both
countries.
ILS and Khrunichev have made significant contributions to the global economy and space industry by
providing timely and reliable access to space. The ILS-Khrunichev partnership has enabled companies around the
world to deploy new and innovative technologies in telecommunications. Today the ILS-Khrunichev partnership
has yielded contracts for nearly 100 successful commercial Proton launches worth over $7.5 billion dollars.
ILS is to be commended on its continued and critical working relationships with the Department of
State allowing for secure export of commercial satellites and technology to the Russian launch base. ILS’
mission management has led to the launch of nearly 60 U.S.-manufactured satellites over the last 20 years. This
service has been instrumental in growing strong businesses both in Russia and throughout the U.S.
Again, we congratulate ILS and Khrunichev on this milestone in commercial space launches and
pioneering a market through this unique venture. The ILS-Khrunichev partnership remains one of the most
successful ventures between Russian and American companies of its kind. We hope to see this business

Congratulations to International Launch Services and the Khrunichev State Research and Space Production Center
on the 20th Anniversary of your joint venture in launch services, and the 20th anniversary of the Proton vehicle’s
commercial introduction to the market. Your effort is the standard for U.S.-Russian economic cooperation and is a
tremendous example for the growing commercial space market and other industries.
The ILS- Khrunichev partnership also is an excellent example of globalization. In conducting almost 100 Proton
launches for companies and agencies around the world, ILS and Khrunichev have facilitated economic growth and a
higher standard of living for billions of people.
I am particularly proud of the role that Fairfax County has played in the success of the joint venture. ILS is based in
Fairfax County and has been able to tap the well-educated and technically skilled workforce that makes this one of
the world’s best business locations. I was delighted to see that ILS was selected by Intelsat, the international satellite
services firm that will relocate its U.S. headquarters to Fairfax County in 2014, for two future satellite launches.
I am also proud that ILS is part of a growing cluster of aerospace-related assets in Fairfax County and the
Commonwealth of Virginia. This cluster includes U.S. and international companies that produce rockets and their
components, develop commercial and government payloads, conduct and service the launches, and conduct
aerospace research and development. The cluster also includes government agencies that fund and conduct
aerospace research, and launch facilities. According to the Virginia Department of Aviation, these employers directly
and indirectly accounted for almost 29,000 jobs in Virginia in 2009 – and these are high-skill, high-paying
technology jobs coveted by all states and locality.
In 1958, Wernher von Braun said, "Don't tell me that man doesn't belong out there [in space]. Man belongs wherever
he wants to go – and he'll do plenty well when he gets there." Your joint venture is an example of how well
humankind can do when given the freedom to innovate and develop solutions. Congratulations again on the 20th
anniversary of the partnership.
