It finds 26 new entrants across 41 states, with comprehensive filings for 20 states and partial information for the remaining states. Carrier participation is still subject to change as carriers can withdraw until 2016. The document provides charts on the breakdown of new entrants by type and experience, as well as carrier participation trends from 2014 to the preliminary 2016 figures.

We have identified new entrant participation across 41 states,
have comprehensive filings for 20 of those states, and have

not include off-exchange participation.
