Nepal has made progress on REDD+ through developing an Emission Reductions Program Document and Forest Investment Program. However, gaps remain around fully endorsing the national REDD+ strategy, integrating adaptation into forestry, and ensuring sub-national coverage of REDD+ programs. REDD+ in Nepal supports several Sustainable Development Goals and Nationally Determined Contribution targets through community forestry management, sustainable forest management activities, and emission reduction programs. Improving benefit sharing mechanisms, private sector engagement, and monitoring protocols can help Nepal further advance REDD+ and its linkages to climate and development goals.
2. Country context in forest resources
• Forest cover: 6.4 million ha (44.75%)
• Mean growing stock 164.8 m3/ha
• Change in forest cover:
1990-2000 annual loss of 0.53%
2000-2010 annual increase of 0.8%
China
India
•20,000 CBFM groups manage 2 million ha (34% of total forest
area) –40% of households
•Forest sector contributes 9.4% of GDP
3. Federal Democratic Republic
• Federal, provincial (7) and local
(753) government
The new Constitution (2015) –a major
transformation for Nepal
• Forest -concurrent right across 3 levels. Forest management
responsibility at local level
• States and local governments can develop their own policies,
laws and regulations and raise taxes

Government contribution is based on 5 year plan for 12 districts for DoF
13.1- Strengthen resilient/adaptive capacity to climate related hazard
13.2- integrate climate change related measure in national policy, strategy and planning
13.3- improve education and awareness, and institutional capacity on CC, mitigation, adaptation, impact reduction and early detection
13.3 a and b : develop climate related planning and management, and develop absorptive capacity of resources through mobilization of GEF fund
Nationally accredited entity to access the GEF fund has been developed in the country (UNDP, NTNC and WWF)..
* NPC has developed climate code budget and gender code budget
Goal 15: Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reserve land degradation and halt biodiversity loss
All these activities will be implemented through mobilizing internal and external financial resources, including FCPF, UN REDD, and GCF)
*Nepal’s Nationally Determined Contribution (NDC), submitted in October 2016, is more ambitious than its Intended Nationally Determined Contribution (INDC) submitted earlier this year. While the INDC contained a list of ten targets, Nepal has added four more targets to its NDC.
*Nepal's NDC don't have clear target
