Title Technical Assistance for Roads Authority in Sierra Leone
Subtitle Give support to SLRA for an effective and efficient Management of the Road
Network
Abstract The objective of the EU Cooperation is to develop the road infrastructure to
reduce poverty and improve the living standards of all Sierra Leones.

Context Technical cooperation
The technical assistance shall support the institutional capacity of Roads
Authority. Hence the Technical Advisors serve as mentors and trainers to
SLRA engineers and managers to transfer project management skills in
general and technical, contractual, procurement, supervision, and
administrative knowledge in particular, to improve the human resource
capabilities to enhance the socio-economic development of Sierra Leone.
Objectives o Improve the Institutional Capacity to plan, develop, supervise, maintain
the national road network
o Benefit from a multi-donor Sector Policy Support Programme
o Devolve Feeder Roads and Urban Roads to the District / Local Councils

Impact Project Results in Knowledge / Technology Transfer:
o Application of EU-Project Cycle Management Methodology
o Importance to review Tender Documents / Design at an early stage
o Improvement of Procurement Procedure and Evaluation Committees
due to Team Works
o Follow up in Site supervision on a regular basis
o Awareness of Contract and Claim Management
o Deliveries like Road and Bridge Design Manual, Technical
Specification, GiS-System, Road Condition Survey, Pavement
Maintenance Management System, Budgeting
o Use of additional Communication Tools like Internet have been
improved and 12 workshops have been carried out for transfer of
technology and knowledge / skills.
