M4D JIGAWA STATE BRIEF
M4D is working with Government & Communities in
Jigawa State to Improve Local Governance
LOCAL GOVERNANCE MATTERS RESULTS IN JIGAWA SO FAR
State and Local Government, CBOs and
Communitymembershaveallplayedtheirpart.
Planning: M4D is supporting the state to improve
its budgetary processes so as to support improved
service delivery. M4D’s support to 139 policy
makers and service providers in Jigawa has
strengthened their capacity for better service
delivery and accountability in Health, Education,
Agriculture,Water&Sanitationsectors.
Accountability: Innovations like Participatory
CommunityServiceManagementSystem(PCSMS)
brought into the water & sanitation sector has
made it easy for communities in Malam Madori
LGA to channel their complaints for improved
water & sanitation services and has in turn enabled
service providers to respond promptly, leading to
increasedsatisfactionwithservicedelivery.
Service Delivery: Innovation in water & sanitation
has enabled the construction of public-private
toilets in Malam Madori LGA as a solution to open
defecationinpublic.
Inclusion:Providinggirlswithrelevantlifeskillshas
enhancedtheirconfidence.M4D’slifeskillsclubsin
Jigawa has enabled girls to identify and articulate
their demands to parents and decision makers,
bringing about inclusive governance. Providing
People with Disabilities with livelihoods could
potentially reduce street begging. M4D is
supporting this initiative in its 3 focal LGAs in
Jigawa.

Ÿ First,policymakerswhoseabilitytoconnectwiththeircitizenryisenhanced.
Ÿ Second, service providers who are better able to understand the needs of the
citizenry and the best intervention to apply in any given situation, especially
givenlimitedbudgets.
Ÿ Third,communitieswhoexpectdecisionmakerstobringaboutpositiveimpact
on their lives through improvement in the delivery of basic services such as
health,education,waterandsanitation,livelihoods,etc.Foraccountabilityand
participation, governance has to be inclusive, addressing the needs of such
marginalizedgroupslikewomenandgirls(whosevoicesareoftenunheardand
whose needs remain unmet as a result), and people with disabilities, who are
oftentreatedassecondclasscitizens.
CHANGE IS POSSIBLE
Mobilising for Development (M4D) believes that by working together, policy
makers,serviceprovidersandcommunitiescanbringaboutimprovedgovernance
thatdeliversqualityservicesintheareaofhealth,education,waterandsanitation,
and livelihoods. By collaborating with Community Based Organisations (CBOs),
policy makers and service providers, M4D makes this goal a reality through the
introduction of innovative approaches that help ensure communities and
marginalised groups have access to improved services and livelihoods that
contributetoimprovingcitizens’overallqualityoflife.
EVERYONE CONTRIBUTES
CBOs serve as our entry points into communities. Our work with CBOs in Malam
Madori, Ringim and Miga LGAs has led to the identification of a number of priority
needs in service delivery by communities. The response by service providers to
their identified needs has brought about positive engagement with communities.
Continued engagement like this will bring about improved understanding of local
government interventions, leading to better outcomes for all stakeholders. CBOs
also provide representation to marginalized groups like girls and people with
disabilities. CBOs working with girls have provided them with platforms to reach
decision makers. Three CBOs are also working with People with Disability to
identify their priority needs, and provide them with livelihoods that will protect
theirdignityandtakethemawayfromstreetbegging.

planning is intended to enable service providers in
Kaduna to prioritize work that would enable them
meet the demands of their people. The LGA planning
framework has been developed and capacity of
service providers built to roll out LGA development
planning.

for improved educational services and has in turn

improved interest in learning. M4D’s Second Chance
education for girls in Kudan LGA has won the support
ofteachersandparents.

service delivery planning. M4D’s support to Ministry
of Local Government in Kano to pilot a service
compact (SERVICOM) has been demonstrating how
planning and accountability can enhance service
delivery.
· Accountability: Innovations like Participatory
Community Service Management System (PCSMS)
brought into the health sector has made it easy for
communities in Garun Malam LGA to channel their
complaints for improved health services and has in
turn enabled service providers to respond promptly,
leadingtoincreasedsatisfactionwithservicedelivery.
· Service Delivery: Innovation in health care has
enabled communities in Sumaila LGA through the
Drug Supply System to have access to basic medicines
in communityhealth centres. Innovationin education,
like jolly phonics, has improved interest in learning.

Tofa LGA has been utilizing jolly phonics to impart
literacy and has won the support of teachers and
parents.

M4D JIGAWA STATE BRIEF M4D is working with Government & Communities in Jigawa State to Improve Local Governance LOCAL GOVERNANCE MATTERS RESULTS IN JIGAWA SO FAR State and Local Government, CBOs and Communitymembershaveallplayedtheirpart. Planning: M4D is supporting the state to improve its budgetary processes so as to support improved service delivery. M4D’s support to 139 policy makers and service providers in Jigawa has strengthened their capacity for better service delivery and accountability in Health, Education, Agriculture,Water&Sanitationsectors. Accountability: Innovations like Participatory CommunityServiceManagementSystem(PCSMS) brought into the water & sanitation sector has made it easy for communities in Malam Madori LGA to channel their complaints for improved water & sanitation services and has in turn enabled service providers to respond promptly, leading to increasedsatisfactionwithservicedelivery. Service Delivery: Innovation in water & sanitation has enabled the construction of public-private toilets in Malam Madori LGA as a solution to open defecationinpublic. Inclusion:Providinggirlswithrelevantlifeskillshas enhancedtheirconfidence.M4D’slifeskillsclubsin Jigawa has enabled girls to identify and articulate their demands to parents and decision makers, bringing about inclusive governance. Providing People with Disabilities with livelihoods could potentially reduce street begging. M4D is supporting this initiative in its 3 focal LGAs in Jigawa. Improvedlocalgovernancebenefitsthreegroups. Ÿ First,policymakerswhoseabilitytoconnectwiththeircitizenryisenhanced. Ÿ Second, service providers who are better able to understand the needs of the citizenry and the best intervention to apply in any given situation, especially givenlimitedbudgets. Ÿ Third,communitieswhoexpectdecisionmakerstobringaboutpositiveimpact on their lives through improvement in the delivery of basic services such as health,education,waterandsanitation,livelihoods,etc.Foraccountabilityand participation, governance has to be inclusive, addressing the needs of such marginalizedgroupslikewomenandgirls(whosevoicesareoftenunheardand whose needs remain unmet as a result), and people with disabilities, who are oftentreatedassecondclasscitizens. CHANGE IS POSSIBLE Mobilising for Development (M4D) believes that by working together, policy makers,serviceprovidersandcommunitiescanbringaboutimprovedgovernance thatdeliversqualityservicesintheareaofhealth,education,waterandsanitation, and livelihoods. By collaborating with Community Based Organisations (CBOs), policy makers and service providers, M4D makes this goal a reality through the introduction of innovative approaches that help ensure communities and marginalised groups have access to improved services and livelihoods that contributetoimprovingcitizens’overallqualityoflife. EVERYONE CONTRIBUTES CBOs serve as our entry points into communities. Our work with CBOs in Malam Madori, Ringim and Miga LGAs has led to the identification of a number of priority needs in service delivery by communities. The response by service providers to their identified needs has brought about positive engagement with communities. Continued engagement like this will bring about improved understanding of local government interventions, leading to better outcomes for all stakeholders. CBOs also provide representation to marginalized groups like girls and people with disabilities. CBOs working with girls have provided them with platforms to reach decision makers. Three CBOs are also working with People with Disability to identify their priority needs, and provide them with livelihoods that will protect theirdignityandtakethemawayfromstreetbegging. We are also helping LGAs in developing strategies for budget execution Strengthening: M4D strengthens relationship between government and citizens at the local level Planning: M4D supports states on LGA development planning which will enhance service delivery at the local level. We also support states on corporate planning for the LGAs and development of service charters.
