 Jointly develop the DRBM Plan
 EGs and TGs meet several times a year to discuss, advance and

 EG coordination and facilitation by one Technical Expert
 Permanently staff of the ICPDR Secretariat in Vienna
 Coordinates all work for the basin-wide/regional level
 Works in close/direct cooperation with the country representatives
 Prepares documents that are discussed in the EG meetings

GENERAL TROUBLE SHOOTING:
Issue 1: Countries collect data with different methodologies
Issue 2: Data is not shared on basin-wide level
Issue 3: Country has reporting obligations to several bodies
(e.g. ICPDR & EU) and formats vary
Issue 4: Data does not exist e.g. due to lack of resources
Issue 5: Data is there, but country objects to publication
Each issue has its causes and solutions.
However, all issues have in common:
Perfect is the enemy of good! Perfection needs time...
Data sharing is a delicate issue in any large basin

 Most large river basins cross borders: inter-state or international !
 A ‘simple’ river basin does not exist – all are complex
 Each river basin holds specific
 Natural characteristics
 Water uses and pressures
 Impact patterns
 Cooperation frameworks
 River Basin Management issues, approaches and challenges
 Integration of factors and features is important BUT
 Focus on most important issues for management and implementation
 Often: The more issues, the more diffuse is the outcome
There is not ONE single rule or template for RBM of large basins
Tailor made approaches for each basin are needed – use inspiring examples

Conclusions
 Cooperation between the international and national level is crucial
 Can make RBM successful on both sides
 Realise joint benefits
 Clear strategies and cooperation mechanisms need to be in place
 Identify joint aims and management issues for basin-wide level
 Define clear aims and management objectives to be achieved
 Implementation: Ideally set priorities for basin-wide scale
 Check achievement status over time
 Bring together the two groups of
 decision/policy makers and
 technical experts through international expert groups

However, all issues have in common: Perfect is the enemy of good! Perfection needs time...   1. ICPDR and its 15 countries used to be supported by UNDP GEF Danube Regional Programme (2 phases until end 2006; about 25 mio US$). Today the ICPDR is fully funded through the Danube Countries and no development partner supports on a regular level. The ICPDR, its Secretariat and its countries in general operate via five technical Experts Groups (EG) Report twice a year to the ICPDR Plenary consisting of the Heads of Delegations of the Danube Countries - resolutions Each group meets 2 times a year; only RBM 3 times a year Each EG consists of 2 national technical experts from each ICPDR contracting party/Danube country. Those national experts are nominated via each Head of Delegation to the ICPDR Secretariat. The experts usually come from respective national Ministries, line agencies but sometimes also from Universities dealing with water management. The link to the implementing competent authority for water management is always ensured. - Expertise of the MA EG members: The expertise of the national experts is highly technical on monitoring aspects. Usually one country representative holds a background in biological monitoring and the other in chemical monitoring. Coordination/facilitation: Coordinated and facilitated via the Technical Expert for Monitoring and Assessment (MA TE) at the ICPDR Secretariat. The MA TE prepares all meeting documents including the monitoring chapter of the DRBM Plan. Chair: The MA EG is chaired by a country representative that is proposed by the EG and confirmed by the ICPDR Heads of Delegation. The background of the MA EG chair is technical with good administrative as well as policy knowledge. Meeting venues are rotating between the 15 ICPDR contracting parties. Meeting costs are usually fully covered by the respective hosting country Former reimbursement was granted through the UNDP GEF’s Danube Regional Project that ended in February 2007. Reimbursement: The costs for meeting participation of the national experts are fully covered by each Danube country itself as ICPDR commitment. The ICPDR Secretariat has not reimbursed any member of any expert group since the year 2007. Reimbursement phased out applying a transition arrangement that has been agreed between the Danube countries. Reimbursement for EU Member States phased out fairly soon whereas the Non EU Member States (e.g. lower economic GDP) have been financially supported up to 2007.
