International Fund For Agricultural Development (IFAD) Vietnam Evaluation, Main Mission, 3 – 24 March 2011 – A Preliminary Review of Findings. The evaluation team concluded, based on the evidence on the ground, that IFAD’s programme is adding substantial value to the Government of Viet Nam’s efforts to reduce rural poverty.

The general extension approach. In contrast to several other approaches, this approach assumes that technology and knowledge that are appropriate for local people exist but are not being used by them. The approach is usually fairly centralized and government-controlled. If statements such as those above are examined more carefully, and if the current ideas and practice of extension are considered, four main elements can be identified within the process of extension: knowledge and skills, technical advice and information, farmers' organization, and motivation and self-confidence.

Over the past decade, economic damages resulting from natural hazards have amounted to USD 1.5 trillion caused by geophysical hazards such as earthquakes, tsunamis and landslides, as well as hydro-meteorological hazards, including storms, floods, droughts and wild fires. Climate-related disasters, in particular, are increasing worldwide and expected to intensify with climate change. They disproportionately affect food insecure, poor people – over 75 percent of whom derive their livelihoods from agriculture. Agricultural livelihoods can only be protected from multiple hazards if adequate disaster risk reduction and management efforts are strengthened within and across sectors, anchored in the context-specific needs of local livelihoods systems. This series of three webinars on Disaster Risk Reduction and Management (DRR/M) in agriculture is organized to: 1. Discuss the new opportunities and pressing challenges in reducing and managing disaster risk in agriculture; 2. Learn and share experiences about disaster risk reduction and management good practices based on concrete examples from the field; discuss how to create evidence and conditions for upscaling of good practices; and 3. Exchange experiences and knowledge with partners around resilience to natural hazards and climate-related disasters. The webinar covers: • Institutional capacity development for DRM for resilience, food security and nutrition • Mainstreaming DRM in agriculture sector planning • Linking planning and capacity development for DRM, resilience and climate change adaptation (CCA)

On the 11th September 2012, SIANI, FAO Norden, Sida and Svenska kyrkan held a seminar called "Cash Transfers, resilience and agriculture development". The role of cash transfers in the context of social protection in stimulating local production and increasing resilience’s of rural communities was discussed as well as a great many other related issues.The seminar was held in Stockholm and also broadcast over the internet.

The adaptation and adoption of conservation agriculture (CA)-based crop management through innovative techniques like reduced soil movement, adequate surface retention of crop residues and economically viable and diversified crop rotations are the way forward to address the emerging challenges mentioned above. This could help in ensuring sustainable food security and offer several environmental benefits in sustainable way. This is relatively a new strategy to deal with food security and environmental degradation in unfavourable agriculture system. The programme supports least developed countries (LDCs) and developing countries to identify and integrate climate adaptation measures in the agriculture sectors (crop, livestock, forestry, fisheries and aquaculture) into relevant national planning and budgeting through the National Adaptation Plan (NAP) process. Hanoi, 26 – 28 September 2011. A training workshop titled Tools and Methodologies for Effective Knowledge Management, was co-organised by the International Fund for Agricultural Development (IFAD), the Rural Development Centre (RUDEC) and the Food and Agriculture Organisation (FAO) in Vietnam. Facilitated by Mr. Pham Vu Bang, a IFAD KM Officer from Mekong Delta’s Tra Vinh province, the workshop gathered Knowledge Management Officers from most of the IFAD-financed projects throughout Vietnam.
