3. “Looking ahead, governments need to be thinking
strategically. The less attractive the teaching profession
becomes, the greater the risk of recruiting a generation of
candidates with poor qualifications, less confidence and a lower
willingness to innovate. The long‐term effects of a poor cadre of
teachers are difficult to reverse.”
EFA Global Monitoring Report team, 2015
4. Improved status of the profession
motivation, job satisfaction, teacher
retention, student learning
5. Focus on the organisation and management of
teacher careers
6. Research questions
What can be learnt from selected country policies to
equitably widen career opportunities for teachers?
• How are teacher career schemes in selected country cases
structured and how are promotion modalities organized?
• What are implementation challenges of these different
teacher career schemes?
• How do teachers perceive these career schemes and the
effects on their work and profession?
7. Make available information on the organisation and
management of teacher careers by mapping out
strategies used in countries that have innovative
teacher career schemes in place or innovative aspects
of specific interest
Assess implementation challenges and perceived
effects on teacher motivation, retention and
attraction
Provide policy options for policy makers and
governments on the organisation and management of
teacher careers
Objectives of the research
