Decommissioning in SE Asia
faces a number of specific
challenges … (1)
Abandonment / decommissioning of onshore wells and offshore facilities is fast
becoming a critical issue in SE Asia. It is estimated that over 100 on-shore wells
currently need to be sustainably abandoned in Sarawak & Borneo alone ; and
over 400 offshore structures and their associated wells are expected to be
decommissioned over the next 20 years in Malaysia and Borneo. Similar needs
are developing across SE Asia.

developing environmentally and economically
sustainable strategies to ensure that this issue
can be managed responsibly.

Developing Regulatory Environment : Multiple stakeholders
at national, state and local level in SE Asia; potential conflicting
interests. Absence of well developed Regulatory frameworks.
Disparate environmental expectations/standards eg from IOCs and
local regulators
Cost Estimation : the paucity of decom project experience in the
region can lead to in-accurate Decom cost estimation
Lack of Decom Experience : this is a relatively new sector for
the industry and local and regional companies lack experience and
capability. Need to build a local decom indutsry
Minimising Cost : Completing the Decom process at minimum

Ecological re-use of abandoned platforms

Challenge
Many old offshore platforms on the North Sea
Continental Shelf must be dismantled. Dismantling
is very expensive and risky. Is there an alternative
with lower risks and costs?
Our idea
Do not dismantle the platforms, but re-use them
ecologically. This will help the Marine Strategy
Directive and is much cheaper and less risky than
dismantling
What’s the ecological advantage?
The North Sea floor is mainly sandy. Several
species benefit of hard substrate environments (e.g.
benthos, fish). On hard substrate spots in the North
Sea, like ship wrecks, you find a wealth of species.
So hard substrate structures in combination with a
sandy environment leads to higher biodiversity.
Changes and risks
The ERAP concept offers a effective solution for
dealing with abandoned platforms. It enhances the
ecosystem diversity and help to obtain a good
environmental status. Next to ecological value a
platform can have multiple uses, like diving, fishing,
research, international cooperation, and
governance.

block, Andaman Sea. Major tasks included:

An important element of the project was oil spill
modelling in the form of OILMAP and HYDROMAP
