Plugging the Leaks: Improving reach and
efficiency of the Public Distribution
System
2. WHAT IS PDS ?
Public Distribution System (PDS) is an Indian food security system.
The PDS in INDIA is the world largest food system.
It supplies essential commodities to around 18 millions families.
The PDS covers four commodities namely, rice, wheat, kerosene and sugar.
The benefites of PDS are given to families in the following category –
BPL(below poverty line)
APL(above poverty line)
AAY(antodaya anna yojana)
3. PROBLEM FACED BY PDS
Irregular opening of PDS shops.
Poor quality of food grains.
Diverting of food grains to open market to earn more profit.
The main problem is to identify BPL households and APL family
receive more food grains or profit.
Unequal distribution of ration card in between APL and BPL
family.

In Andhra Pradesh, 28 percent of the rural
households does not have
ration cards. This is 29 per cent in
Chhattisgarh, 23.2 per cent in Jharkhand and
33 per cent in Orissa--states with high tribal
population.

For tribals, public distribution system remains out of reach
the government's public distribution system ( PDS ) is proving to be
ineffective in the tribal areas of the district. Located in places that
are not easily accessible to the poor living in remote hamlets,
the stock supplied too is irregular while the rampant black-marketing
by middlemen is robbing beneficiaries of their rightful quota of essential
commodities.
7. SOLUTIONS
The family belong to BPL when go for voting then an account no. should be
Provided to them in which the profit which is given to them should be transferred
in their account and election commission should monitor this process.
for example: if 35 kg of wheat is to be provided to a BPL family,
let market price = Rs. 20/kg
so total price = 35*20= Rs. 700
but let govt. price = Rs. 6/kg
so total price = Rs. 210
so total of Rs. 490 should be transferred to their account.
now they can purchase the same goods at the market price with better
quality.

ADVANTAGES OF THIS SOLUTION ;
VOTING PERCENTAGE WILL IMPROVE.
BLACK MARKETTING WILL DECREASE.
PEOPLE WILL GET BETTER QUALITY OF FOOD GRAINS.
DECREASE IN SPOILAGE OF FOOD GRAINS IN GOVT.
GODOWNS.
REDUCTION IN TRANSPORTATION COST,
INFRASTRUCTURE COST.
9. Another solution _ _ _
Another solution is that when people go for voting, a
list of items to be given by PDS should provided to them
which contain the details like date of distribution of food
grains by PDS, quantity of item to be given by PDS.
A separate new consumer forum should be made in
which people can complain directly if quality of grain
provided to them is not good or if any shop remain
close on distribution date.

Full quantity will be provided with no black marketing.
Awareness among people will increase.
Voting percentage will increase.
