2. Primary Education
According to Gopal Krishna Gokhle- “An illiterate and
ignorant nation can never make any solid progress and
must fall back in the race of life”
Important phase in a child’s educational career
Lays the foundation for his/her learning and overall
development
Instills moral and humanistic values in a child, key for
grooming him/her as a responsible adult
Focuses on developing a child’s thinking process and
communication skills
Current Scenario
Out of approximately 1.2 billion in India, 26% live below
$1/day and 35% are illiterate
About 20% of Indian Children between ages of 6 to 14
are not enrolled in school out of which 60% are girls
Among enrolled students, attendance rates are very low
26% of enrolled pupils in primary school drop out before
grade 5
Schooling of all children till they achieve adulthood leads to many substantial positive effects- better family health, low
birth rate, higher productivity, higher earnings and at the top of it improved economy of the country as a whole
3. Constituting A Committee For Assessing And
Promoting Primary Education
[ We have targeted our solution for rural areas. If it gets success than our model can easily be improvised and
implemented for cities]

Executive
• Gram Pradhan shall be appointed by Block Development Officer (BDO) as
president of the committee
• Supervise the selection of executive officer and other committee members
• Planning of meetings with parents and teachers
Structure of committee and work distribution
Members
• Selected by Gram Sabha on the basis of educational background and his
motivation for social welfare
• Link between Block Development Office and committee
• Age limit ≤ 45 years
• Members will be selected on the basis of merit / educational qualifications
• Members can also be selected from locally active NGOs having expertise in
primary education
• Play active role in conducting rallies/campaigns for motivating parents ,
conducting tests for assessment of students
• Taking feedbacks from students and parents regarding consistency of
teachers
• Age limit ≤ 45 years

Block Development Officer Committee will work at Gram Panchayat level . It will
collect information regarding performance of primary
school teachers and students of every village under the
Gram Panchayat, and then report it to the concerned
BDO
BDO will examine all the complains and problems sent by
committee .He must attend gram sabhas along with
committee members to give suggestions/warnings to
teachers. If in case, he finds out that the committee is not
performing their tasks properly then he may submit a report
to the DIoS against the committee members.
DIoS will be submitted list of all the primary school teachers
in a district who are not performing their job well. Dy. DIoS
will assist him in all his works. He may pay visit to schools
,with pretty poor performance and take appropriate actions.
In extreme cases, suspension or transfer can be done by him.

Government do not see the viability of funding this model
The committee members may not properly enact their
responsibilities
DIoS officers feel that its their responsibility and power
that is being diluted
Corruption and bribery might be a factor
Searching and qualifying the right candidates might take
some good amount of effort
There is already a shortage of skilled professionals in India
even for teaching in Primary Schools. If the committee
finds out, a big lot out of the working set, that most of
them are not executing their job adequately and decides to
take a strict action, then it will lead to a further shortage of
labour
The entire budget under this project at National level will
be about ₹ 6492 crore. Also, initially, Government may
try to implement it in some targeted locations, if it
reflects success then it can be gradually improvised as a
National Project.
The DIoS can be made the reviewing in charge of this
committee. It will ensure proper disposal of power and
regulate the working of the committee.
Selection of the committee must be done by district level
officials. This may cut-off corruption and provide for
unbiased selections from the candidates
