Hawaii's dealings (or lack thereof) with Sex traffiking. Hawaii is the only state without a comprehensive sex traffiking laws. They deal with it very little and are a major hub for it.

2. Sex traffiking
• What it is and How it begins
• What happens and what’s the deal
• What has Hawaii done?
3. • Sex trafficking is using sex to get money. I this case, it refers to using
others to get money.
4. • This is the “pimp and their ‘merchandise’” Scenario.
• That is to say, a person (usually a man) will have several girls for which
he sends out to make money by selling their body.
5. • There are a couple of ways that it begins.
• Blackmail
• “Boyfriending” which is sweet talking them until they force them to
prostitute
6. • Promises. They promise fame, fortune, and then offer everything
which is wrong in the world.
• Other. “And finally, I cannot tell you all the things whereby ye may
commit sin; for there are divers ways and means, even so many that I
cannot number them” Mosiah 4:29
7. • Why don’t they stop?
• Because they will be beaten, raped, threatened, blackmailed, or a
combination of all of them if they don’t just disappear.
8. • When do they start?
• Some girls are dragged into the industry as soon as 11 or 12.
• As long as they are considered young and pretty, any age.
9. • Whats the deal?
• They sell their bodies for money, which they give to their “owner”.
The girls are often referred as in their “pimps” “stables”.
10. • More of the deal
• One reported case
• For 15 with a child prostitute = 100$
• Often required quota = 1000-1,200+
Another Case
2000-3000$ a night for a “regular”
Most have 10+ girls “in the stables”
11. • Whats being done?
Hawaii is the only state without Comprehensive Sex Trafficking laws
12. • HB1902 HD2 SD1 CD1 is the current law that was enacted in 2016
• This puts sex trafficking as a class A Felony
• Requires proof of negligence
• If a minor, also a class C Felony
• Access to victims for criminal jury compensation
13. • Hawaii state laws states in sex and battery crimes “Criminal sexual
contact without a weapon that involves only force or coercion can be
a misdemeanor”
• Which conveniently disregards the whole sex trafficking issue (not to mention
other)
• Don’t offer protection
• Don’t offer witness protection program
• Require definitive evidence and testimony, pointing a a big red arrow
at the victim
• Most don’t follow through out of fear of being known
14. • No Title 9 for the United State Citizens who are being abused
continually in the worst kind of manner.
• UNIFORM ACT ON PREVENTION OF AND REMEDIES FOR HUMAN
TRAFFICKING* Drafted by the NATIONAL CONFERENCE OF
COMMISSIon
• Was approved and recommended to be enacted in all states.
• This would actually give authority and protection, would be Comprehensive
protection, not useless like Hawaii gov.
15. • Hawaii is a big transfer area between Asian continent and the US
• It’s a literal form of “modern day slavery” and torture
• Hawaii fails to do anything substantial to solve or prevent this
problem.
• And their police are an awful and useless division.
16. • My take.
• Minimum a decade in prison
• All assets taken (from the criminal activity)
• All victims given witness protection and further laws to keep them safe
• If the “pimp” does it again
• Double the time
Same with Rapists.
