3. JA WBL Procurement Project
• Project is funded by Dept of BIS and started in
December 2011.
• It aims to support the work based learning sector
which does not have access to consortia type
purchasing agreements which are widely
available to colleges, schools and universities.
• The goal is to establish agreements for wbl
providers to facilitate cost savings and access to
best value contracts.

Project has three key objectives-
•To establish a consortium based approach to
purchasing for the work based learning sector.
•To provide an electronic market place GeM, for
WBL providers.
•To negotiate agreements for high value items such
as Awarding Organisations.

5. How much can you save ? consider these price
variations from the Green Report on Procurement
by Government Departments in 2010, for the same
spec items:
Box of paper £8-£73
Printer cartridges £86-£398
Laptop computers £353-£2000
Car hire daily rate £27-£119.

6. • The Project is looking to make available a
number of supplier agreements from early 2013
to providers in the WBL sector.
• To deliver the Project we are working in
partnership with several organisations in the
sector which include Greater Manchester
Learning Provider Network (www.gmlpn.co.uk)
AELP and @ukplc.
• Spend analysis exercise has given us a shopping
list of high spend items.

7. • National contract agreed with Office Depot to
commence January 2013. Discussions underway
with Pearson (Edexcel/EDI) and other awarding
organisations regarding possible national
agreement.
• Our own website is built by @UK PLC with a
January 2013 start. (they built www.gem.ac.uk
for Universities).The website will host our
contracts database, electronic market place and
request for quotation functions.

• This service is provided on a free and no
obligation basis.
• First contract with Office Depot now live on the
website.
• About 12 other suppliers will be added to website
marketplace in next few weeks.
• Can present this information to your groups or
organisations.
