2. Beneficiary needs must be clearly
urgent or the problem or situation must
be clearly critical.
– Reason: This results in a useful proposal.
– Tip 1: If the urgency is unclear, add an in-text
citation that is hyperlinked to a website that
proves the urgency. (Example)
– Tip 2: If the website is long, add a paragraph
number: Author last name, year, para. #
(Example).

countable or quantifiable in terms of
time, steps, units, outputs, etc.

success, progress, or development if the

or development.

Beneficiary needs must be clearly urgent or the problem or situation must be clearly critical. – Reason: This results in a useful proposal. – Tip 1: If the urgency is unclear, add an in-text citation that is hyperlinked to a website that proves the urgency.
