Losses due to disaster have shown growing trend in terms of
lives and property throughout the world due to urbanization,
increasing population and increasing degradation of
environment.
The global efforts to manage disaster are not matched with
the frequency and magnitude of disaster.
However, for the last 15yrs or so some new thinking on
disaster management has emerged at global level which
pleads for proactive and preventive approach and integrates
disaster management with ongoing development activities
that is sustainable development.
Disaster management at the individual and organizational
level deals with issues of planning, coordination,
communication and risk assessment.

3. NATIONALEVENTSFOR DISASTERMANAGEMENT
• NDMA, is an apex body of government of India, with a mandate to
lay down policies for disaster management . NDMA was established
through the disaster management act enacted by the government of
india on 23december 2005. NDMA is responsible for forming
policies, laying down guidelines and best practice for cordinating with
state disaster management authorities(SDMAs) to ensure a holistic
and distributed approach to disaster management.
•NDMA has a vision to build a safer and disaster reliant india by a
holistic, pro-preparedness and mitigation.

4. Functions and responsibilities :-
NDMA, as the apex body is mandated to lay down the policies,
plans and guideliness for disaster management to ensure timely and
effective response to disaster.
Towards this, it has the following responsibilities :-
1. Lay down policies on disaster management
2. Approves the national plan
3. Approves plan prepared by the ministries or department of the
government of india in accordance with the national plan.
4. Cordinate the enforcement and implementation of the policy and
plan for disaster management.
5. Take such other measures for the prevention of disaster, or the
mitigation and capacity building for dealing with the threatening
disaster situation or disaster as it considered necessary.
5. • A national executive committee is constitutedunder section 8of DM, act
2005 to assist the national authority in the performance of the functions.
NEC consists of home secretory as its chairperson, ex-officio, with
other secretories to the government of india in the miniseries or
departments having administrative control of the agriculture,atomic
energy defence, drinking,water supply environment,finance,rural
development.
• The chief of integrated defence staff of the chiefs of staff committee,ex-
boyfriend officio is also its member.For the conduct of NEC, disaster
management national executive committee rules, 2006 has been
issued. NEC has been given the responsibility to act as the cordinating
and monitoring body for disaster management to prepare a national
plan, monitor the implementation of national policy etc. vide section
10 of the DM act.

• In the backdrop of the international decade for natural disastersreduction
(IDNDR), a national centre for disaster management was established at the
indian institute for public administration (IIPA) in 1995.the centre was
upgraded and designed at the national Institute of disastermanagement
(NIDM) on 16th October 2003.it has now achieved the status of a statutory
organization under the disaster management act, 2005.section of
42chapter VII the disaster management act 2005entrust the institution
with numerous responsibility namely to develop training modulea,
undertake researches and documentation in disastermanagement.
Management structure : The union home minister is the president of the
institute, it was constituted on 23rd feb, 2007 has a general body of forty
two member comprising of secretories of the various ministries,
departments of the union government and head of national level scientific,
researches and technical organizations.
7. GLOBALEVENTFORDISASTERMANAGEMENT
• Increased vulnerability is reflected in current disaster trends.In addition the
activities of human beings in the globe also become a cause because of which
nature at times changes its routine course,. All these geological disaster
biological and other form man made disaster effect people, of various regions
and nations. There is a danger that disaster may one or other day destroys the
globe or all the life in globe. In such circumstances every government has the
responsibility to plan on issues, strategy etc.
The policy need to address in the following :
• Developing an international disaster management policy and strategy.
• Strengthening human and financial resources for disaster management
• Ensuring strong disaster management structures.
8. PRESENT DISASTER MANAGEMENT SCENARIOUS
AT GLOBAL LEVEL
• The SAARC centre set up in October, 2006 at new delhi in india india has the
vision to be recognized as a vibrant centre of excellence for knowledge,
researchers and capacity building on disaster management in south asia and in
the rest of the world.
• In 1998UN had set up intergovernmental panel on climate change to collate and
analyze evidence on global warming. In 1992 UN earth summit has created frame
work convention on climate change and in 2009 UN declared new climate change
treaty.
• Every country has a national disaster authority of all national disaster authority
need to be chanilzed by the global disaster authority. Powers of the authority in
their fields and penalties for the offence relating to disaster need to be uniformly
you made same almost in all the countries. The cost involved in disasters
management require huge amounts. Pooling of money at global level need to be
given a thought. Orphanages, schools, hospital, police stations, fire stations, other
system centres of early warning etc, need to be financially supported by the GDA.
