  • 2. EOEA  Office  of  Technical  Assistance   •  Confiden0al  assistance.       •  We  will  not  tell  enforcement  agencies  (MA  DEP   or  US  EPA)  what  we  see  at  a  facility  unless  it’s  an   emergency.    We  have  visited  1400  facili0es  and   have  kept  confiden0ality  with  all  of  them.   •  OTA  is  a  strictly  voluntary  program  –  no  one  is   required  to  use  our  help.     •  OTA  does  not  do  enforcement!
  • 3. A  Strong  Business  Case  for  Greening      •  The  true  cost  of  pollu.on  and  waste  is  o4en  much  larger  than   assumed,  because  many    costs  are  hidden  in  overhead  or  the  EHS   department,  are  unquan2fied,  or  are  con2ngent  or  infrequent.       •  Hidden  costs:    0me  spent  understanding  requirements,  cost  of   waste  disposal,  protec0ve  equipment,  right  to  know  training,  filing   permits  and  reports,  self-‐monitoring.      Improperly  aZributed  to  EHS   department,  not  the  department  that  ordered  the  bad  chemical   causing  all  these  costs.     •  Unquan0fied:  loss  of  produc0vity  from  an  unhealthy  workplace,   loss  of  marke0ng  power  from  reputa0onal  deficiency,  increased   scru0ny  by  enforcement  agency,  opportunity  costs,  good  will.       •  Con0ngent  or  infrequent:    Incident  response,  cleanup,  lost   produc0on  from  shut  down,  higher  insurance,  fines  and  suits,   neighbor  complaints,  bad  press.
  • 4. Pollu0on  and  waste  (unwanted   outcomes)  are  resources  that  haven’t   been  effec0vely  used.         •  The  existence  of  an  environmental,  health  or   safety  issue  is  a  clue  that  some  kind  of   inefficiency  is  happening.       •  Each  unwanted  outcome  is  an  opportunity  for   improvement  and/or  innova.on.
  • 5. Energy   •  Efficiency  First.    Is  anyone  monitoring  costs/use,   are  there  controls  in  place?    Ask  your  u0lity   about  ge_ng  online  real  0me  data.   •  Ligh0ng,  hea0ng,  cooling.    Furnaces,  dayligh0ng,   occupancy  sensors,  night-‐0me  setback,  humidity,   LEDs,  fluorescents,  boilers).   •  Fans  and  pumps,  vents,  computers,  “vampires”,     fuel-‐efficiency,  refrigerators,  appliances,  motors,   compressed  air,  spot  ven0la0on.     •  Insula0ng  capacity  of  the  building  envelope/loss   and  gain  of  heat  -‐  windows,  roof,  doors.    Heat   exchange.
  • 6. Water  Conserva0on   •  Is  anyone  monitoring  costs/use,  are  controls   in  place?   •  Low  flow  fixtures  and  devices,  laminar  flow,   aerators,  flow  restrictors.     •  Cooling  towers.   •  Rainwater  capture  for  irriga0on.   •  Intelligent  watering,  natural  landscaping.   •  Efficient  cleaning  and  rinsing.
  • 7. Toxics  Use  Reduc0on   •  Know  what’s  in  things  –  MSDS,  labels,  specs,   inquiries,  right-‐to-‐know,  ROHs  compliance.   •  Cleaners,  solvents  –  alterna0ves  that  aren’t   hazardous  waste,  air  pollutants,  workplace   dangers.   •  Acids  –  capture  and  regenerate.   •  Contaminants  (lead,  mercury,  arsenic)  –  order   without:  higher  price  for  purity  but  avoid   problems.   •  If  can’t  avoid,  pull  fumes  away  from  the  nose,   consider  where  it  goes  when  used  and  used  up.     Long  term  liabili0es  –  toxic  torts.
  • 8.   Process  Redesign  to  ensure  you  are  not  losing  the   chemical  at  some  point  –  (to  air,  water);  ensure  you  are   not  using  more  than  needed.     Func:onal  Analysis  to  find  subs0tutes  by  thinking   about  what  it  is  the  bad  chemical  does.    Just  because  it   is  necessary  to  have  that  func0on  performed  doesn’t   mean  the  bad  chemical  is  the  only  way  to  do  it.         Product  redesign  to  possibly  eliminate  the  process  step   that  uses  the  chemical.
  • 9. Environmentally  Preferable  Purchasing   •  Consider  whole-‐life  cycle  and  various  impacts,  not  just   carbon  or  recycled  content.       •  Consequences  of  extrac0on  and  transport,  risk  of  accidents,   toxicity  in  use   •  Exposure  of  the  vulnerable  (children,  sensi0vi0es),  aqua0c   toxicity  if  goes  down  drain   •  Persistence,  effect  on  hormones  or  reproduc0on,   carcinogenicity   •  Burden  on  community  at  end  of  life,  buildup  in  indoor  air   (VOCs)  as  well  as  atmosphere,  dusts  created  when  sanded  or   cut  (lead,  asbestos).   •  It’s  not  just  each  exposure  but  the  cumula:ve  impact.
  • 10. Material  Conserva0on   •  Paper,  plas0c,  metal   •  Wood,  pallets,  yard  wastes   •  Food   •  Appliances,  furniture   •  Clothing   •  BaZeries,  medical,  electronics,  fluorescents   •  If  you  can’t  recycle  medicines,  don’t  flush  them!   •  Books,  publica0ons,  informa0on.
  • 11. Experience  with  hundreds  of   companies   Companies  we’ve  worked  with  have  saved  an   average  $20,000  –  Conserva.ve  Es.mate   Companies  who  have  done  TUR  plans  have  reduced   toxics  use  hundreds  of  millions  of  pounds  and   saved  more  money  than  it  cost  them  to  comply   with  the  law.   Companies  are  saving  lots  of  money  now  on  energy   efficiency.   Companies  that  start  conserving  water  now  will   save  more  and  more  as  .me  goes  on.
