• HUD employees’ standard of conduct rules can be found at 5 C.F.R. parts 2635 and

• Subpart 2403.2 – Contractor Gratuities to Government Personnel
• Suspected violations of the gratuities clause (FAR 52.203-3) shall be reported to the
Head of the Contracting Activity (HCA) in writing. Once the violation is reported, the
OIG will investigate and submit a report to the HCA. The HCA then determines if there
was a violation, and, if so, refers it to the Senior Procurement Executive, who will
process violations according to FAR 3.204.
