For organizations with fewer than 250 computers, the Microsoft Open Programs provide volume discounts for a minimal up-front cost and are widely available through the worldwide partner channel. Open Programs provide the following three purchasing license options for commercial businesses:
Open Value is for organizations with as few as five desktop PCs and offers the advantages of Software Assurance, simplified license management, and an annual payment structure. The Open Value program offers three options: Company-wide, Non–Company-wide, and Open Value Subscription.
Open Value Subscription is for customers who want to subscribe to, rather than acquire, Microsoft product licenses. Available in select regions, Microsoft Open Value Subscription provides the lowest up-front costs of the Open Programs with the flexibility to reduce your total licensing costs in years when your desktop PC count declines.
Open License is for customers who want a minimum initial purchase of only five software licenses. This program is ideal if you prefer to pay-as-you-go and change your licensing program as your business grows. You can qualify for volume purchasing under the volume feature of Open License. Open volume purchasing is for customers who can meet minimum purchase levels using a system of product pools and points. With an entry minimum of 500 points from a single product pool, this program offers deeper discounts for a greater savings.
For organizations with 250 or more desktop PCs, Microsoft offers the following options:
Select Plus is for midsize and large organizations with 250 or more desktop PCs with multiple affiliates that want to license software and services at any business unit level while still getting the price saving advantages of being a single organization.
Enterprise Agreement (EA) is for larger organizations that want to standardize their desktop IT across the enterprise, but retain the flexibility to purchase Microsoft software licenses and cloud services for different types of users. Based on a three-year enrollment term, it provides the deepest pricing discounts and the advantages of Software Assurance.
Enterprise Subscription Agreement (EAS) is a Volume Licensing program for large organizations that want to subscribe to—rather than purchase—Microsoft software licenses. This program provides similar advantages as the Enterprise Agreement with a lower initial cost based on a three-year subscription, and the ability to increase or decrease subscription counts on an annual basis. However, unlike the Enterprise Agreement where you retain perpetual use rights for the licenses you purchase, with this subscription agreement you gain access to Microsoft software for only as long as you maintain your subscription.

Microsoft Software Assurance for Volume Licensing offers customers 24×7 support, deployment planning services, end user and technical training, and the latest software releases and unique technologies, all through one program. Open License Volume Purchase Option: If you are purchasing larger volumes of Microsoft software licenses but still prefer to pay as you go, the volume option is a two-year term commitment with product pools and points. It provides deeper per-unit discounts, resulting in significant savings if the volume of software licenses is high enough.
To participate in the Open License Volume Purchase option, you must meet a minimum purchase level of 500 points. Points are determined by the software product mix and license quantity you plan to purchase. Because the volume option uses product pools and points to calculate the 500-point minimum purchase, it is important to understand the product pools and points formula.
Product pools group similar Microsoft software products to achieve deeper volume pricing discounts. Some examples are:
The applications pool includes products such as the Microsoft Office 2010 suites, Microsoft® Project 2010, Microsoft Visio® 2010 drawing and diagramming software, and the Microsoft Visual Studio® development system.

During this term, you can get attractive volume pricing for Microsoft core PC and device products, namely Windows 7 Enterprise, Office Professional Plus 2010 and applicable client access licenses, in exchange for your enterprise-wide licensing commitment.
You also get the added flexibility to transition from these on-premises licenses to comparable cloud services like Office 365 and Windows Intune. Should you add new users or devices during the term of your Enterprise Agreement, you can equip them with software and cloud services you are already using and then account for these changes once a year through an annual reconciliation process known as True-up.
Finally, you can spread the cost of your Enterprise Enrollment across three annual payments, helping you predict future budget requirements.

Over the last several years, the Core CAL Suite has included access licenses to the four servers you see listed here – specifically Exchange Server, Sharepoint Server, System Center Configuration Manager, and Windows Server.

…As of August 1st of this year, Microsoft has now included access to two additional capabilities in the Core CAL.
The first is to Lync Server with Instant Messaging and Presence – as well as pc-to-pc voice and video capability.
Second is Forefront Endpoint Protection as an anti-virus and anti-malware protection tool.
These access licenses were previously offered individually or as part of the Enterprise CAL Suite offering, which is a super-set of what is included in Core CAL. So, for customers who have already licensed the Enterprise CAL Suite, there is no impact with this change, as these components still remain as part of the overall suite.
Let’s now have a look at the benefits to Core CAL customers….
First, Instant messaging and presence are more and more being considered core capabilities that today’s information workers are demanding - and that greatly benefit communications and collaboration within organizations. Lync Server is tightly integrated into both Exchange and Sharepoint, in that it “lights up” those tools with integrated presence and IM capability. So, it makes a lot of sense to bring this into the Core CAL offering.
And with Forefront Endpoint Protection, we provide important anti-virus protection as well as device management from a single console within System Center. So again, it makes a lot of sense to bring that into Core CAL as part of an integrated offering.
The great news for our existing Core CAL customers with active Software Assurance as of August 1, 2011 is that you now have access to these new capabilities without any incremental cost under your current Agreement.
And for those Core CAL customers who wish to transition at some point to Office 365 and/or Windows Intune, these changes make it easier to both make this transition and to also flexibly manage hybrid environments where some users or devices are in the cloud and some remain on-premise.
Cloud services provide new choices to optimize IT for different priorities and situations.
For example, many employees benefit from being able to access information, such as email, from multiple locations and on multiple devices – such as mobile phones.
For IT Infrastructure, cloud services enable applications to be hosted on-premises or off premise in the cloud. As cloud services have matured rapidly, users can expect highly functional and available services – even on a world-wide basis.
Microsoft recognizes that one size does not fit all, and that every customer is unique & will evaluate and deploy the right blend and timing for cloud services with their existing IT. Our approach is to offer licensing that embraces the flexibility needed to mix and match cloud with on-premises over time and by workload and user type.
Microsoft also delivers a comprehensive set of cloud services and enterprise applications for user productivity, customer management, communication services and custom business applications with the reliability, security, and global reach you should expect for your business. Microsoft Cloud services include Office 365, Windows Intune, Windows Azure, and Dynamics CRM Online.
Now with the Enterprise Agreement, customers will enjoy greater flexibility for cloud and on-premises licensing procurement under a single agreement. Customers can sign a single company-wide agreement for cloud services, on-premises software, software enrollments and additional products and realize price advantages based on their organization size. Designed for customers with a minimum of 250 qualified users or devices, the EA allows the flexibility to match and adjust workloads to different types of users; utilize a grace period when transitioning to cloud services and enable broader per-user licensing options.
For smaller organizations interested in online subscription services, Microsoft provides the Microsoft Online Subscription Program (MOSP). Through this program, organizations are offered standard, non-negotiable pricing and transact their subscription online versus directly through Microsoft Direct Sales Channel or through Partners. The subscription is suitable for companies with 5 or more users and the term length varies depending on service chosen.
Programs for Public Sector and Other Organizations
For public sector organizations with fewer than 250 PCs, Microsoft offers customized versions of the Open Programs: Open License, Open Value, and Open Value Subscription. The Open License for Academic and Open License for Government programs are similar to the commercial Open License program, but with different pricing and partner channels. In some regions, government organizations can also participate in the Open Value for Government and Open Value Subscription for Government programs. In some regions, charitable organizations can participate in the Open License for Charities program. Check with your Microsoft reseller for availability.
Government and education organizations with more than 250 PCs can participate in the Select Plus program. Government organizations can also participate in the Enterprise Agreement program.
For education institutions that prefer to license their software on an annual subscription basis, Microsoft offers two unique programs: Microsoft Campus Agreement for higher education and Microsoft School Agreement for primary and secondary education institutions.
