Adaptation and development have theoretically been considered to have an apparent relationship, in which adaptation to minimize the adverse impact of climate variability will facilitate development process and development, in its turn, will maximize resources to benefit resilience from natural catastrophe. In particularly, climate change adaptation often focuses on the poor and the most vulnerable population. These groups are characterized by extremely weak adaptive capacity, most seriously impacted status, and severely lack of appropriate resource for recovery. This paper will evaluate two mangroves restoration and rehabilitation projects in Vietnam to discover the embedded inter-linkages of adaptation and development. The main argument is that Vietnamese government practically do not favor development via adaptation although they recognize the importance and support that harmonization in theory. The following sections will review the theory of adaptation as/ and development and adaptation for the poor and poorest people, analyze the coincidence of climate change adaptation and livelihood improvement in some mangroves restoration and rehabilitation. Based on these frameworks, the last sections will assess two mangrove planting and protection in Vietnam in term of adaptation – development linkages, represent the root causes, and propose some recommendation.

The main strands of International Relations theory naming realism, liberalism, regime theory and constructivism, have embedded elements of cooperation for environmental challenges in a various range of ways and perspectives. These days, it is widely recognized that the cooperation of riparian countries in transboundary river basin management can significantly tackle climate change extremes such as floods, seasonal droughts, and saltwater intrusion. Increasing variation across the basin puts more pressure on transboundary cooperation in terms of sharing the burden and relief assistance. Dams operated with a climate perspective can reduce the intensity of potential flood impacts and increase dry season water levels under drought. Sharing information, risk management and support systems is also a common climate change adaptation measure to try to reduce vulnerability to climate variability. The paper will analyze the case of Greater Mekong Region, focusing in the worst drought in a century hit Vietnam in early 2016 and cooperative attempts of all related countries to deal with this natural disaster under the cooperative mechanism of Mekong River Commission and the Lancang-Mekong Cooperation Mechanism. Three main findings are: (1) River Basin Cooperation between all countries in a transboundary river basin can be a potential solution for climate change adaptation; (2) The rise of China as an upstream superpower may hinder risk for weaker countries in the lower basin and maintaining solid lower Mekong coalition can facilitate these riparian states to smartly deal with their neighboring hegemon; (3) River Basin Cooperation should focus on information sharing for warning system of extreme events like flood and drought.

“ARTE TEXTIL” es una exposición itinerante que recoge piezas de varios talleres artesanales de Castilla y León, y de las regiones Centro y Norte de Portugal: Carbajales de Alba, Moralina de Sayago, Sendim y Alcañices. Gracias a los proyectos transfronterizos “Territorios ibéricos” y “Lime Norte”, el Ministerio de Cultura portugués y la Junta de Castilla y León, con apoyo del programa Interreg, revitalizaron estos talleres. El trabajo de estos artesanos del textil se expone con una mirada renovada. Los tejidos se distribuyen en pequeñas instalaciones, recreando espacios de una vivienda-escaparate en la que el visitante puede acercarse y tocar. Los artesanos quieren ser conocidos en otros territorios, satisfaciendo la mirada del público y, tras su comercialización, aportando a su vida prendas y textiles orgánicos de manufactura artesanal.

Walter Gropius: Bauhaus (1919-1933): Escuela alemana de arte y arquitectura que promovía el funcionalismo, el racionalismo y el uso de materiales modernos como acero, vidrio y hormigón. Movimiento Moderno (1920s-1950s): Estilo internacional que buscaba soluciones arquitectónicas simples y funcionales, con énfasis en la eficiencia, estética minimalista y espacios abiertos. En resumen: Wright: Pionero de la Escuela de la Pradera y la Arquitectura Orgánica, con énfasis en la naturaleza y la artesanía. Gropius: Fundador de la Bauhaus y figura clave del Movimiento Moderno, promoviendo el funcionalismo, el racionalismo y la estética minimalista.
