Partnerships bring together the European Commission and private
and/or public partners together to tackle pressing challenges.
Types of Partnership:
• Institutional Partnership – Require legislative proposals from the Commission and
are implemented by dedicated structures created for that purpose.
• Co-Funded Partnership – Partnership between national funding agencies and
Commission to jointly fund calls for transnational, collaborative projects.
Country eligibility depends on the national funding agencies involved
• Co-Programmed Partnership – Partnership between the Commission and private
and/or public partners. They are based on memoranda of understanding and/or
contractual arrangements
Partnerships in Horizon Europe
Partnerships in Cluster 5
Why participate in Horizon Europe?
§ Funding source in addition to Innovate UK schemes (e.g., ISCF TFI)
§ High funding rate: 60-100% of eligible costs
§ Increased visibility at European & Global level
§ Build new domestic and international partners/customers (leading to growth &
revenue)
§ First step towards internationalisation & export markets
§ Solving global grand challenges through collaborative R&D
§ Access to cutting edge technologies, infrastructure & talent
§ Influence standards, regulations and research policies
§ Creating UK jobs, growth and stronger supply chains
37
Support services
• National Contact Points (NCPs): main structure to provide guidance, practical information and
assistance on all aspects of participation in Horizon Europe
• UK NCPs and worldwide NCP network - EU Member States, Associated Countries and many
‘third’ countries
• UK Knowledge Transfer Network (KTN): offers deep thematic knowledge and networks, including in
Europe, to help companies identify opportunities and partners. Supports NCPs with thematic activities.
• Innovate UK EDGE: Network around the UK providing local help. First point of contact for UK small
businesses on the European Innovation Council (EIC) and other business support. Also have access to
a large database of UK/other companies seeking collaboration.
• UK Research Office (UKRO):
• UK NCPs for the European Research Council and Marie Skłodowska-Curie Actions
• Regularly updated factsheet on UK participation on EU funded programmes – accessible by all
• Subscribing organisations can get support and register for updates

Information sources
Consortium Building
• Use your existing professional networks
• Search CORDIS for previous, related projects and contact the
participants.
• Join the relevant Partnership if any, ask your NCP for details
• Join the relevant networks and associations
• Brokerage events
• NCP network
• Be an active member
• Volunteer to draft working papers, take notes, send useful
information
• Speak up at workshops
• Show you would be a valuable partner for collaborative projects
Top tips for success
• Start now
• Competitive process – start by looking at what you
want to achieve, not what you want to do, and how this
contributes to what the programme is trying to achieve
• Consortium building – the right partners are key to
success
• Use the services offered by the NCP network – we’re
here to help
