Basis for development: Sustainable Urban Mobility Plan for Lviv (2019)

GIZ implements the TUMIVolt project on behalf of the Federal
Ministry for Economic Cooperation and Development (BMZ).

Lviv's path to the Electric Mobility Development Plan
• 2019 - the development of electric mobility is envisaged as part of the goals in the
Sustainable Urban Mobility Plan (SUMP), including public transport.
• 2020 - Lviv is selected as a participant in the TUMIVolt project and a pilot city to develop
an Electric Mobility Plan. The project is implemented by Deutsche Gesellschaft fuer
Internationale Zusammenarbeit (GIZ) GmbH.
• 2021 (August-December) - research, consultation meetings, workshops, data
collection, analysis, development of scenarios for the integration of renewable energy
sources, conducted by the involved consultants on behalf of GIZ.
• 2022 (April-December) - the consultants completed the analytical part, develop a list of
proposed strategic projects and measures for the development of electric mobility.
• 2023 - the Lviv City Council Mobility Department, with the participation of consultants,
structurally combined the Electromobility Plan with the Sustainable Urban Mobility
Plan, reformulated strategic goals, and developed the current version of the
Electromobility Development Plan.

The Electromobility Plan is a continuation of the Sustainable Urban Mobility Plan (similar to
the Cycling Infrastructure Development Program), so it builds on the vision and principles
defined in the Sustainable Urban Mobility Plan (rather than proposing its own).

Sub-objective 1.1. The fleet of electric contact
transport is 100% compliant with modern
standards of energy efficiency and accessibility,
in particular, it has a low floor and uses the
function of energy recovery during deceleration.
Objective 1: 100% of Lviv's electric transport rolling stock meets modern
standards of environmental friendliness, energy efficiency, and accessibility.
Sub-objective 1.2. "Clean" buses: gradual
decommissioning of diesel buses and
replacement with electric buses with dynamic
charging (hybrid trolleybuses) and battery
electric buses. In line with European Union trends
and strategies, Lviv aims to explore the potential of
hydrogen buses.

A battery trolleybus is a modern low-
floor electric bus equipped with both
current collectors for constant contact
with the overhead line and batteries that
allow it to run in areas without overhead
lines or in the event of a power outage.
A battery electric bus is a modern low-
floor electric bus consisting of 1, 2,
sometimes 3 sections, which is driven
by an electric motor and receives
energy from batteries located on board.
A battery tram is a modern low-floor
tramcar consisting of several sections
(from 2 to 9) and equipped with batteries
to enable movement in areas without a
contact network or in the event of a power
outage.

Objective 2: New generation transport infrastructure: for public transport, energy
supply, maintenance and service.
Sub-objective 2.1. Eliminate delays in public
transport (PT) along the main corridors,
achieve an average PT route speed of 20 km/h
(from the current level of 11.9 km/h for trams and
13.3 km/h for trolleybuses) by 2025.

power supply lines and traction substations
(20 substations available in total in 2022).

Objective 3: Low-carbon urban logistics with a focus on electric bicycles and
electric car vans.
Sub-objective 3.1. Delivery of goods, mail and
services in the city center is carried out by electric
vehicles. These vehicles include electric bicycles
(regular and cargo), electric bicycle vans (with a load
capacity of up to 350 kg), and small electric car vans
(with a load capacity of up to 1.5 tons). Gradual transfer
of delivery services to such vehicles.
Sub-objective 3.2. Gradual conversion to electric
energy of public service vehicles, including
municipal emergency and support services,
cleaning and repair services, control and law
enforcement services. Gradual abandonment of the
purchase of new vehicles that are not electric,
instead purchasing electric vehicles and investing in
charging infrastructure for their use.

Sub-objective 3.3: Plan and prepare for the introduction of low-emission zones and zero-emission zones,
in particular in the central part of the city, and possibly in other areas, in accordance with the best European
practices. Lviv aims to be ready for the systematic and rational introduction of these zones as soon as
Ukrainian legislation allows it.

Objective 4: Shared electric mobility
Sub-objective 4.1: Encourage the operation of car
sharing systems, a significant part of which should
be electric (initially 10%, with a gradual increase to
100%). The city aims to have at least 1000 cars
available for users in Lviv by the end of the year (as of
December 2022, there was one operator with 5 cars,
none of which were electric).
Sub-objective 4.2. Development of bicycle
sharing services and electric scooters, with a
significant share of electric bicycles and cargo
electric bicycles available. The city aims to have at
least 1000 sharing bicycles (of which at least 200 are
electric) and at least 2000 electric scooters available
to residents.

Objective 5: Developed charging infrastructure
Sub-objective 5.1. Assist private companies
(investors) in developing charging
infrastructure on municipal land plots. The city
aims to increase the supply of charging stations
and increase the number of charging points to
300, of which at least 50% are high-speed (over
50 kW).
Sub-objective 5.2. Establish multifunctional
charging stations (electric mobility hubs)
based on the municipal energy distribution
network of electric transport, in particular,
near the traction substations of the tram and
trolleybus networks.

Next steps
1. Consultations with interested Lviv City Council members who participated in the
previous stages of the Plan, taking into account their comments.
2. Approval of the Electromobility Development Plan by the decision of the Lviv City
Council session.
3. Development and approval of the Action Plan.
4. Start implementation of measures that do not require budget funding.
5. Inclusion of measures in other city documents (programs, procurement plans, etc.).
6. Inclusion of measures in grant applications and post-war recovery plans.
7. Annual monitoring of implementation by the same working group responsible for
monitoring the implementation of the Sustainable Urban Mobility Plan.
