  5. 5 Checked Baggage Goal: Enhance future threat detection and architecture compatibility capabilities. Aim: Efficiently and effectively increase threat detection and decrease false alarms while moving toward a universal platform. Capability Maturation Roadmaps CMs develop traceable and robust requirements with clear roadmaps for their capabilities. Roadmaps depict the functions and efforts required to achieve the overall goal and outline phases to reach the maturation aim. Aim: Efficiently and effectively enhance TSA’s security baseline with respect to identity proofing and enrollment, vetting, and verification. On-Person Screening Goal: Enhance future On-Person detection capabilities. Aim: Screen at speed, improve threat detection, and ensure compatibility across screening checkpoints. Alarm Resolution Goal: Enhance future trace, liquid, and bulk detection capabilities. Aim: Resolve all alarms from accessible property screening.   7. 7 I T F O V E R V I E W The Innovation Task Force Foster innovation by integrating key stakeholders to identify and demonstrate emerging solutions that increase security effectiveness and efficiency, improve passenger experience and the flow of commerce, and deliver solutions that secure the freedom of movement throughout the nation’s transportation system.   11. 11 I N D U S T R Y E N G A G E M E N T Industry Exchange ITF collaborates directly with industry stakeholders through both traditional and innovative means in order to share information with vendors, identify new solutions/solution providers for future identification efforts, and to support global aviation security innovation efforts. QUICK PITCH SESSIONS TRADITIONAL BRIEFINGS EXHIBITION BOOTHS WORKSHOPS AND FACILITATIONS INDUSTRY DAYS ITF regularly briefs stakeholders throughout the aviation ecosystem to provide updates on key projects and activities ITF establishes booths at large industry events to share information about ongoing projects and solution identification efforts During open solicitation periods vendors pitch their solution to ITF at conferences or events, and ITF provides real-time feedback ITF hosts events for the aviation security community, focused on specific solicitations or on a certain solution/topic ITF facilitates collaborative working sessions and co-creation opportunities with cross-industry stakeholders at events Past Engagements: ECAC Innovation Panel, UK FASS Program Support, AAAE Innovation Workshop, ITF Industry Day, Las Vegas Future Travel Experience, London Passenger Terminal Expo

  13. 13 B R O A D A G E N C Y A N N O U N C E M E N T The IDEA Broad Agency Announcement The Innovative Demonstrations for Enterprise Advancement (IDEA) Broad Agency Announcement (BAA) is the solicitation method traditionally used by ITF. The IDEA BAA seeks to identify emerging people, process, and technology capabilities for demonstration in live airport environments. The BAA serves as the formal, competitive intake method for ITF-led solution demonstrations to capture operational data and inform future requirements. The IDEA BAA seeks solutions that: Align to the TSA Mission Address TSA Capability Gaps Improve Security Effectiveness Improve Screening Efficiency Enhance the Passenger Experience
  14. 14 Industry Exchange Whitepaper Submissions Whitepaper Reviews Vendor Pitches Selection for Demo Planning Engage with industry stakeholders at TSA industry days, events and conferences Inform vendors about solicitation opportunities and current problem statements Vendors submit whitepapers that summarize their TRL 6+ solution ITF accepts: • Whitepapers up to 5 pages • Slide decks up to 15 slides • Videos (with transcript) up to 5 minutes Vendor whitepapers are subject to a technical and a panel review Submissions are assessed for potential impact, feasibility, and problem statement alignment Selected vendors will be notified Selected vendors pitch their solution via phone or video conference A question-and-answer session with TSA subject matter experts follows the pitch TSA leadership and subject matter experts review all submission information to determine the solution’s suitability for ITF demonstration Selected vendors will be notified BAA Submission & Selection Process 01 02 03 04 05 B R O A D A G E N C Y A N N O U N C E M E N T

Alarm Resolution | On-Person, Accessible Property, and Checked Baggage How can TSA, while conducting on-person, accessible property, and checked baggage screening, perform alarm resolution via secondary screening without the need to physically pat- down passengers or directly collect a trace/particulate sample of the alarmed item/substance?
  18. 18 ITF Future Solicitation Toolkit Targeted Broad Agency Announcement (BAA) Accelerate the solution intake cycle for ITF’s traditional BAA submission process by using a more targeted and defined scope, with the intention of reducing the cycle time by half. By implementing multiple targeted BAA solicitations, ITF can better respond to the agency’s immediate needs and priorities. Targeted BAAs will be supplemented by additional intake methods. Hackathon Engage with broad Information Technology (IT) communities, including both the general public and the aviation security enterprise, to quickly develop or assess IT products and systems that meet capability needs. Prize Challenge Organize research and prize challenges that facilitate the accelerated development of necessary technology solutions into prototype systems that can be assessed and demonstrated. Challenges may involve monetary awards or incentives for their winners. DHS Science & Technology Directorate (S&T) Identify projects currently in the DHS S&T pipeline which are suitable for ITF demonstration and could help meet an identified capability need.
