The Capability Manager (CM) follows acquisitions from ‘cradle-to-grave.’ While project managers manage cost, schedule, and performance,
the CM builds the roadmap, advocates for the upfront funding, and oversees any acquisition changes throughout the lifecycle.

Checked Baggage
Goal: Enhance future threat detection and architecture compatibility capabilities.
Aim: Efficiently and effectively increase threat detection and decrease false
alarms while moving toward a universal platform.
Capability Maturation Roadmaps
CMs develop traceable and robust requirements with clear roadmaps for their capabilities. Roadmaps depict the functions and efforts
required to achieve the overall goal and outline phases to reach the maturation aim.

Announcement
The Innovative Demonstrations for Enterprise Advancement (IDEA) Broad
Agency Announcement (BAA) is the solicitation method traditionally used by
ITF. The IDEA BAA seeks to identify emerging people, process, and
technology capabilities for demonstration in live airport environments. The
BAA serves as the formal, competitive intake method for ITF-led solution
demonstrations to capture operational data and inform future requirements.

How can TSA conduct primary screening of employees and passengers across various areas in
the airport environment using portable solutions?

screening, perform alarm resolution via secondary screening without the need to physically pat-

Solicitation Toolkit
Targeted Broad Agency Announcement (BAA)
Accelerate the solution intake cycle for ITF’s traditional BAA submission process by using a more targeted and defined scope, with
the intention of reducing the cycle time by half. By implementing multiple targeted BAA solicitations, ITF can better respond to the
agency’s immediate needs and priorities. Targeted BAAs will be supplemented by additional intake methods.
Hackathon
Engage with broad Information Technology (IT) communities, including both the general public and the aviation security
enterprise, to quickly develop or assess IT products and systems that meet capability needs.
Prize Challenge
Organize research and prize challenges that facilitate the accelerated development of necessary technology solutions into prototype
systems that can be assessed and demonstrated. Challenges may involve monetary awards or incentives for their winners.
DHS Science & Technology Directorate (S&T)
Identify projects currently in the DHS S&T pipeline which are suitable for ITF demonstration and could help meet an identified
capability need. Suitable projects and solutions can be transferred to TSA without the need for an open solicitation.
