Great opportunity…HOMELAND SECURITY FORUM….greatly value partnership with LA TECHNOLOGY COUNCIL and appreciate their support on a number of Louisiana initiatives that will be discussed today.
In the brief time I have this morning, I want to talk about some of our major programs and initiatives, and with Louisiana apparently having a “bulls eye” for disasters as demonstrated over the last five years, what the future is for homeland security for our great State with resources becoming more limited at the Federal and State levels.
Start presentation with this vision statement….really a vision for our entire state as it relates to emergency management and homeland security….(Read Statement)This statement was developed with input from our personnel and other stakeholders….and demonstrates how far we have come in the aftermath of the largest natural and environmental disasters, and every disaster in between, to hit our Country.….and who would have thought that we would be talking about “best practices” for emergency management in Louisiana and the possibility of us being a “Center of Excellence” just five years after Hurricane Katrina; I am here to tell you today that this Vision for our State is possible, and in many ways, we have already become a “center of excellence” due also to partnerships with our parishes and stakeholders such as Louisiana Technology Council….AND MOST OF THESE INITIATIVE ARE DIRECTLY RELATED TO NEW TECHNOLOGY
In 2008, the State had no strategic plan to promote resiliency and create a culture of preparedness. GOHSEP relied heavily on Red Cross evacuation , which are still important, but do not reach a wide audience. Seeing the gap that existed….(slide)
Several components of this campaign that continues to grow.Public Service Announcements….all hazards, just not hurricanes…take advantage of Louisiana’s affinity for sports…engaged sports and other celebrities such as David Toms, Les MilesAnd New Orleans Saints to promote a culture of preparedness. Also PSA’s for mitigation and specifically for kids.Public/Private partnerships….Walmart/Drug Stores….Louisiana Bankers Association…Interstate signs, Movie Theaters, Gas Station Placards….See other opportunities….
Interactive website…website includes all the information you need for individuals, families, pets, businesses…everything Louisiana citizens need to know to be prepared and to promote a culture of preparedness.Website got over 2.0 million hits during Gustav…also utilized twitter and facebook…great tools to communicate during Oil Spill and for future disasters
Get a Game Plan for Kids….promote a culture of preparedness beginning at a young age….Get A Game Plan Gator…interactive activity books and video for all kids grades 1st through 4th…….Worked with LSU Students on design of a board game
SIAA AFuture Initiatives…preparedness aps for families and businesses…National Insurance Carrier wants to utilize as well as Department of Homeland Security….. “Get A Critter Plan”Bottom line….trying to find creative ways to encourage Louisiana to prepare for all hazards….FEMA’s Whole Community….We are having some success: Poll conducted in 2010 showed 80% of Louisiana hurricane impact parishes are prepared for hurricanes including kit, plan, and evacuation…and according to poll, many of those surveyed utilized information from Get A Game Plan…in contrast to a Mason Dixon Poll in 2010 showing 53% of coastal residents from Atlantic and Gulfcoast hurricane states who said they weren’t prepared. and believe it or not, received positive editorials from both the Times Pic and Baton Rouge Advocate Preview of Get A CritterPlanward
In 2008, while there had been much accomplished in improving radio interoperability in the aftermath of Katrina, RadioInteroperatbility had a governance structure that was weighted heavily toward State agency with the perception of it being a “State Program.”
Another area Louisiana is becoming a leader is Public/Private Partnerships.In 2008, met with business and industry groups to get their feedback as to how we could improve the State’s support before, during, and after a disasterCommon theme….lack of communication….lack of coordination of resources that could have been utilized during a disaster. Example, during Katrina, companies wanted to donate “goods and services” but did not know who to contact or no follow through…also had problems with re entry Based on this feedback and a directive from the Governor to fix it….
State has been working with ULL NIMSAT, LED, and LSU SDMI in the establishment of the Country (maybe even the world’s) first, full operational emergency operation center for business and industry.This facility located on the South Campus of LSU, is state of the art, interconnected with the State’s EOC, and can be activated virtually if Baton Rouge were to go down.Based on business and industry that is critical before, during and after a disaster, we identified 34 trade association and organization to have representation at the LA BEOC. Organizations such as Louisiana Banker’s Association, Oil and Gas, Small Business, and Louisiana Technology Council and the stakeholders and sectors they represent now have a primary role in disaster preparedness, response, and recovery.LABEOC also includes a web portal where any business can register and be connected to the LABEOC.
The four major missions are:Business Preparedness….working through the trade associations and the “Get A Game Plan” Campaign to make sure businesses have continuity of operations plans and that their employees are prepared so that they can return to work.Two-way Communications….Louisiana business and industry now have a direct line of communication to the Governor and the State’s EOC before, during, and after a disaster through their representation at the BEOC or the webportal… For example, grocery stores will be able to get information in real time as to when evacuations during a hurricane will occur so as to make plans for taking care of refrigerated goods such as fueling up and testing a generator, which would reduce costs by minimizing spoilage….or LaFourch Parish would be able to begin reentry for its citizens sooner by information provided by the Louisiana Bankers Association as to what banks have emergency power and are ready to reopen….or gas stations that are open.Resource management….utilizing Louisiana businesses to help solve problems during a disaster such as providing goods and services versus the federal government and other organizations outside of Louisiana….Gustav….80%....mobile food kitchenss….tasted better, put money back in to Louisiana’s economy….$4 versus $8 for MRE’s…SAVES TAX PAYERS….$1.5 millionFinally, get economic impact information in real time that will help us in getting federal assistance….AND begin the recovery of our parishes sooner.
We have received a number of accoladesOther States are looking at….DHS looking at a modified Louisiana model to implement nationallyHelping with Economic Development…. Based on our success, DHS is close to designating Louisiana and LSU SDMI as a laboratory for national small business preparedness initiatives…would test new programs here in our State….new opportunities for Research and Development.

Amazing on how far we have come thanks to the efforts and partnerships with organizations such as the Louisiana Technology Council. Last week, we were asked by the US Consulate for Japan to host senior officials from the Japan’s Ministry of Land, Infrastructure, Transportation, and Tourism to put on a two day workshop on lessons learned….again, center of excellence for recoveryThe parishes and the State will never rest on its laurels….we will continue to find new ways of preparing for, responding to, and recovering from disasters….this will not be possible without technology
