Build in ‘adaptability / re-usability” from the start;
- Use opensource programs
- Low adaption costs

Make it easier to add third party support / services
- Translation support
- English as a second / foreign language support

stimulating community of practices
New recommendation: Stimulating (European) community of
practice
Institutions involved in OER/OEP development in small
languages should make use of large European Initatives to
reach a larger audience: e.g. EMMA, ECO and OpenupED
New recommendation: Make it easier / stimulate third party
support / services
