15. The essentials
Based on a claim of future benefit
Contribution to realisation of future benefit
Logical programme of work
Evidential outcomes
Demonstration of progress towards goal
22. ISTAR Concepts and Solutions
• Five-year research programme
(started July 2011) funded by DST
Programme Office’s C4ISR Domain
• Role is to develop and validate
credible options for future ISTAR
systems at the Enterprise level
– Demonstrate the future art-of-the
possible in ISTAR
– Provide evidence based advice to key
decision makers
– Bringing coherence to ISTAR research
across all environments
• Supporting capability interventions

28. Future character of conflict
• Global trends indicate increasing instability and growing opportunity for
confrontation and conflict
• The character of conflict will continue to evolve, in many of our future operations we
are likely to face a range of simultaneous threats and adversaries in an anarchic
and extended operating area. Hybrid threats combining conventional, irregular and
high-end asymmetric threats in the same time and space are likely.

30. ISTAR
In practice:
• Massive complexity
• Multiple, simultaneous,
complex systems
operating
• Multiple, interrelated and
parallel decision cycles
taking place
Need to maximise:
• Depth and breadth of understanding
• Timeliness, accuracy and flexibility of decision making

41. What do we want?
Innovative solutions to ISTAR challenges
• At Technology Readiness Level 3 → 5
• Looking for step-changes in capability rather than incremental
developments
• Demonstration at ICS experiment Sep – Nov 2014
– DEFCON 703 applies to experiment data
Guidance
• 12-18 month duration
• Cost: more likely to fund lower-cost (<£80k) proposals
• Partnership between Industry and academia encouraged
What do we not want?
• Market surveys
• Requirements capture
• 3-year PhDs
