Background
• Vision -“Dual-use” scientific institutes and individual scientists in
priority countries are engaged in sustainable, good quality,
legitimate science, working in a safe, secure and transparent
manner …in a culture of integrity, accountability and
responsibility. Dangerous pathogens are secured, stored and
handled in accordance with international standards in order to
minimise the risk of acquisition and use by terrorists and to avoid
accidental releases
• Since 2003 UK BEP has managed >£15M of projects

courses, study tours, support to on-going research initiatives

Proposals must include……
• a clear statement of which requirement the project
will aim to address
• a clear statement of the programme of work that
would be carried out and the outputs (deliverables)
from the work
• a clear statement of the expected outcome(s), how
this will be proven (metrics of success) or
demonstrated and how it will provide evidence that
the outputs can be exploited/sustained within country

Proposals must also include…….
• a statement on the anticipated practicality of adopting
the proposed project
• an outline of any data/equipment requirements of the
proposal, and how these will be met. Any
dependencies on the supply of data/equipment from
MOD must be stated

on health/aid/environmental issues eg infant
health, HIV/AIDS, water quality, smoking-related
diseases, diabetes, global warming

by MOD/FCO/Dstl/AHVLA subject matter experts
