In the week February 27 to March 4, 40,137 tons of Italian paddy were purchased, including: 17,056 tons of
Long A; 12,968 tons of Long B; 9,219 tons of round grain varieties; and 894 tons of medium grain rice. The
most sold varieties were Loto and Ariete at 8,555 tons week, followed by Arborio-Volano, with 3,139 tons.
Since September 2013, 826,943 paddy tons (about 57% of production) has been sold. Last year at this time,
bout 876,042 tons (53% of production) was sold. There are about 7 months until the next harvest.
Beginning paddy availability (including stocks) for 2013 amounted to 1,447,783 tons, down from 1,646,103
tons in 2012.

A Quick Look at Italy Paddy Production, Price Trends
Over the last 3 years, paddy production in Italy has fallen slightly as the rise in yields has been overshadowed by a
decline in acreage. Also, high paddy prices in 2011 which dampened paddy demand, have since moderated in 2012 and
2013, allowing sales to rebound, according to data from Ente Nazionale Risi, the National Agency for rice.
Italy‟s rice acreage was 246,653 hectares in 2011; 235,052 hectares in 2012 (down 5% y/y); and 216,019 hectares in 2013

(down 8% y/y).
The nation‟s paddy production was 1,560,128 tons in 2011; 1,551,272 tons in 2012 (down 5% y/y); and 1,471,291 tons in
2013 (down about 5% y/y).
Average paddy prices were 405 euros (about $561) per ton in 2011; 324 euros (about $449) per ton in 2012 ( down about
25% y/y); and 330 euros (about $457) per ton, ( up about 2% y/y).

Oryza Rice Currency Analysis for Today – Pakistan RupeeRallies More than 2%

U.S. dollar index was up +0.06% from the open today, when it traded at 79.766 at the close.
Euro was weaker -0.03% by the close, trading around 1.3870 by end of day, after trading between an intraday
high of 1.3898 and low of 1.3862.
Thai baht was weaker -0.21%, trading at 32.380 at the close of business.
Indian rupee was +0.40% stronger at 60.8425.
Brazilian real was -0.52% weaker at the close of trading today, trading at 2.3530 reais per dollar.
Pakistan rupee was +2.18% stronger at 100.9975.
Vietnamese dong was unchanged at 21100.
Mexican peso was weaker -0.28% today, when it traded at 13.2241 pesos per dollar by the close of business.

The Rice Department in Thailand has partnered with the National Electronics and Computer Technology Center
(NECTEC) in order to develop a new rice-testing instrument using Photonics Technology. The instrument will
sort rice seed by class and quality.The new technology is considered to be accurate and reliable and test results
are provided instantly. It uses a combination of testing models in the process, including the Red Kernel Tester,
Glutinous Kernel Tester, C-Rice Non-glutinous kernel tester, A-Rice germ layer tester, and S-rice
tester. Because the process uses a combination of tests and because the instrument is cheaper than similar
imported ones, this new device makes testing more convenient.The photonics technology is now ready to be
patented, and the Rice Department hopes to make the equipment available throughout the country soon.

Cambodia Rice Federation (CRF) Launched to Help Nation Reach AnnualRice
Export Target of One Million Tons by 2015

Cambodia officially announced the creation of the Cambodia Rice Federation (CRF) to improve
competitiveness, promote trade, and increase investment in the rice sector, according to comments from the
Prime Minister. Board elections are expected to take place Mrch 24 and the chairman is limited to one term of
two years.
The hope is to “allow new blood circulating among top leadership for better productivity and proactive
behavior,” according to the deputy secretary general of the Alliance of Rice Producers and Exporters of
Cambodia (ARPEC).
CRF will represent Cambodia‟s rice producers, rice export associations, and federations in dealings with the
Royal Government of Cambodia. The federation will also be able to work with the government in negotiating
government to government contracts with international buyers, and can also work directly with international
buyers (private or state-owned) to negotiate sales of Cambodian rice.Cambodia is targeting export one million
tons of rice annually by 2015. Cambodia exported 378,856 tons of rice in 2013, up 84% from 201,899 tons in
2012.

The Oryza White Rice Index, a weighted average of global white rice export quotes, ended the month of
February at $461 per ton, down about $3 per ton from the end of January and down about $33 per ton from
February of last year. Most rice quotes remained stable in February.
Five states under the Association for Southeast Asian Nations (ASEAN), which include Myanmar, Thailand,
Laos, Vietnam, and Cambodia, finalized an agreement on the formation of the ASEAN Rice Federation (ARF)
in a meeting in Myanmar. The terms of the agreement will be presented in the upcoming August 2014 meeting.
Separately, a study by the International Food Policy Research Institute (IFPRI) has found that new agricultural
practices and technologies could increase global rice production by up to 43% and reduce food prices by nearly
half by the year 2050.
Meanwhile, the USDA projects that global rice production will reach at 471.5 million tons in 2013-14, up about

90,720 tons from an estimated 471.02 million tons produced in 2012-13, due to an anticipated record rice
production in Southeast Asia.
Thailand
Thailand 5% broken rice ended the month at $430 per ton, down about 2% from about $440 per ton recorded a
month ago, and down about 22% from a year ago. While Thailand rice export quotes are stable there are
conflicting outlooks on price – some suggest prices should fall as rice stocks are dumped on the market while
others say the end of the rice mortgage scheme and the lack of support for paddy prices will damped paddy
production in the coming months.
Thailand's controversial rice pledging scheme ended on February 28, 201, and cannot be extended until at least
a new government is formed in the country. According to some unofficial reports, Thailand farmers pledged
more that 11 million tons of paddy under government's pledging program during October 1, 2013 to February
26, 2014 and many are still awaiting payments.
The Thailand government auctioned about 700,000 tons of rice in February and has been working on accessing
funds to pay farmers including more rice sales, and money from the nation‟s central budget.
According to a local survey, Thailand's rice pledging scheme failed due corruption. No surprise. Meanwhile,
Thailand‟s caretaker prime minister says that the government rice mortgage program has proven to be a success,
and blamed the opposition and banks for delays in payments to rice farmers under the program.
Separately, Thailand‟s caretaker prime minister is facing criminal charges for losses related to the Thailand rice
mortgage scheme. While, Thailand's Caretaker Prime Minister has denied corruption charges in the
government-led rice mortgage program, and insists that the program benefited farmers.
Meanwhile, citing complaints about both the quality and the weight of rice sent to Iraq from Thailand, Iraq says
it will not buy Thai rice again unless the quality improves, according to Bloomberg.
Thailand shipped about 690,000 tons of rice in January 2014, up about 20% from about 575,000 tons shipped in
January 2013. In 2013, Thailand shipped about 7 million tons of rice, a pace equivalent to a monthly average of
about 580,000 tons per month.
India
India 5% broken rice ended the month at $420 per ton, up about 1% from a month ago and down about 7% from
a year ago. Meanwhile, average monthly wholesale rice prices in India increased to about Rs. 2,731 per quintal
(about $440 per ton) in February 2014, up about 1% from about Rs. 2,702 per quintal (about $429 per ton) in
January 2014, and up about 4% from about Rs.2,627 per quintal (about $448 per ton) seen a year ago in
February 2013. Meanwhile, India‟s Commission on Agricultural Costs and Prices (CACP) says that the
government should release about 15-20 million tons of rice and wheat in to the domestic market to reduce prices

as India tries to battle rampant food price inflation.
India‟s rice stocks in the central pool as of February 1, 2014 declined to about 31.27 million tons (including a
milled equivalent of about 22.054 million tons of paddy), down about 12% from about 35.38 million tons
recorded during the same time last year, which is more than double the required buffer and strategic reserve
norms of about 13.8 million tons at this time of the year, according to the Food Corporation of India.
The Indian government has procured about 24.66 million tons rice so far in this year, down about 10% from
about 27.3 million tons procured during the same time in last year. Meanwhile USDA expects that India rice
procurement will decline to about 32 million tons in My2013-14, down about 6% from about 34 million tons
rice procured in last year. For now, the Indian government is targeting to procure about 34.3 million tons in
MY2013-14.
India is expected to export about 10 million tons rice during current calendar year, while rice exports are
expected to decline about 8 million tons in next year, according to the USDA.
The Indian government projected that India will produce about 106.19 million tons rice in 2013-14, the highest
ever on record and up from an estimated 105.24 million tons produced in the previous year. However, the
USDA expects that India will produce about 104 million tons rice in 2013-14, up about 1 million tons from last
year.
Separately, India is likely to resume future trading in rice via the National Commodity and Derivatives
Exchange Limited in March. India had banned future trading in rice in 2007 due to high prices.
Vietnam
Vietnam 5% broken rice ended the month at $400 per ton, down about 1% from a month and a year ago.
Vietnam exported about 637,756 tons of rice in first two month of current calendar year, down about 14% from
about 744,279 tons rice exported during same time in last year, according to the Vietnam Food Association.
Asian countries were the major rice exporting destinations for Vietnam rice in February 2014, accounting for
about 285,539 tons or almost 86.4% of total rice exports.
According to some local sources, Vietnam is expected to export about 1.5 million tons of rice to Philippines and
1 million tons of rice to Indonesia this year. Vietnam is targeting to export about 7 million tons rice in CY2014.
The Vietnam Ministry of Industry and Trade hopes to increase the country's exports to African countries over
the next few years, according to Vietnam government news sources. Exports to Africa comprise of nearly 30%
of Vietnam‟s total exports and Africa is the second largest importer of Vietnamese rice after China.
Pakistan
Pakistan 5% broken rice ended the month at $400 per ton, up about 1% from a month ago and down about 8%

from a year ago.
Pakistan rice production is expected to reach about 7 million tons in 2013-14 because of higher than expected
rabi season rice production this year, according to the Pakistan Space and Upper Atmosphere Research
Commission. While USDA expects that Pakistan will produce about 6 million tons in My2013-14.
Separately, Pakistan has exported about 1.76 million tons of rice (including basmati and non-basmati) during
the first seven months of the FY 2013-14 (July - June), down about 1.4% from about 1.79 million tons rice
exported during the same period in FY 2012-13, according to the Pakistan Bureau of Statistics.
In late February, Russia's phytosanitary authorizes lifted a ban on the importation of Pakistan rice, which was
originally put in place at the end of September 2013.
Cambodia
Cambodia 5% broken rice ended the month at $455 per ton, unchanged from a month ago.
Cambodia has exported about 27,037 tons rice in February 2014, up about 25.5% from about 21,536 tons rice
exported in January 2014 and up about 12% from about 24,089 tons rice exported in corresponding period in
last year.
Brazil
Brazil 5% broken rice ended the month at $665 per ton unchanged from a month ago.
Brazil‟s National Grains Supply Company (Conab) has increased its paddy rice production forecast for 2013-14
to about 12.51 million tons, up about 1% from its previous estimate of about 12.35 million tons, and up about
6% from an estimated 11.82 million tons produced in 2012-13. Meanwhile Brazil paddy acreage is expected to
decline to about 2.37 million hectares in 2013-14, but overall paddy production will increase mainly due to
record high yields. Average paddy yield in Brazil in 2013-14 is projected at 5.27 tons per hectare, up about 4%
from previous estimates of about 5.08 tons per hectare, and up about 7% from about 4.92 tons per hectare
recorded in the previous year.
According to Conab, Brazil‟s paddy rice stocks reached about 904,423 tons in December 2013, down about 5%
from the previous month and down about 19% from about 1.12 million tons recorded in December 2012.
Argentina
Argentina 5% broken rice ended the month at $630 per ton, unchanged from a month ago and up about 3% from
a year ago.
According to the USDA, Argentina‟s rice export is expected to reach at about 650,000 tons of rice in MY2013-

14, up about 13% from previous estimates of about 575,000 tons, due to due to the recent devaluation of the
peso against the USD.
Argentina‟s paddy rice production in 2012-13 is estimated at about 1.39 million tons, down about 8.5% from
about 1.52 million tons produced in the previous year, mainly due to lower yields, according to official source.
U.S.
U.S 4% broken rice ended the month at $580 per ton, down about 2% from a month ago and down about 8%
from a year ago. The front month CBOT rough rice future contract ended the month at $15.635 per cwt (about
($345 per ton), up about 2% from a month ago and up about 1% from a year ago.
With Australia and the U.S. likely to see medium grain production significantly lower, prices have been firm;
California medium grain quotes have been around $1,000-$1,200 per ton, depending on specs.
Nigeria
Nigeria‟s Federal Minister of Agriculture hopes the increase in the milling capacity of rice in the country will
help the nation become a net exporter of rice by 2017. The minister says that rice-milling capacity has increased
by about 300% in 2013 and growing local investments in the country‟s rice sector would boost rice production
and help the nation become self-sufficient in rice as well as become a net exporter of rice by 2017. Separately,
the Nigeria federal government has approved the reduction of the duty on legally imported rice from $570 per
ton to $190 per ton within the stipulated time of two months to reduce smuggled rice entering into the country
through the Benin border.
China
According to the USDA, China rice imports are expected to reach about 3.2 million tons in MY2013-14, down
about 6% from about 3.4 million tons from previous estimates. While, rice production and consumption is
expected to remain unchanged at 141.5 million tons and 146 million tons respectively.
Separately, China has increased the minimum state purchasing prices for paddy rice by 2.2% to 3.3% this year.
The new paddy rice support price in 2014 for early indica rice is 2.70 yuan per kilogram (about $440 per ton),
for mid-and-late indica rice is 2.76 yuan per kilogram (about $450 per ton), and for japonica rice is 3.10 yuan
per kilogram (about $506 per ton).
Philippines
Total rice stocks in the Philippines declined to about 2.12 million tons on January 1, 2014, down about 16%
from about 2.52 million tons recorded during the same time in last year, and down about 15% from about 24.9
million tons in the previous month; stocks are enough to last for 62 days, according to the Bureau of
Agricultural Statistics.

Separately, Philippine rice farmers are opposing the monopoly of rice importation by the National Food
Authority and say this is the biggest threat to the country's rice industry. According to local source, opposition
and minority lawmakers in the Philippines have accused the National Food Authority (NFA) of striking a
government-to-government deal with Vietnam to import 500,000 tons of rice on November 16, 2013 at higher
prices. Meanwhile, The Philippines Justice Secretary suggests that the government should create a new policy
on rice imports because the existing policy is against World Trade Organization (WTO) rules.
Europe
According to a report, European rice acreage is expected to remain nearly unchanged in the next decade with
imports rising to keep pace with increasing demand. In the near term, milled rice production in EU is expected
increase in 2014 due to higher yield. EU milled rice production is forecasted to reach at about 1.8 million tons
in 2014, up about 6% from about 1.7 million tons rice produced in previous year.
An invasive snail species, island apple snail in the Spanish River delta, Ebro, has destroyed nearly half of the
region's rice-fields since 2009, and could destroy more wetland ecosystems if they spread across southern
Europe, according to local sources. Spain is the second-largest rice producer in the EU. According to Eurostat,
the area under rice cultivation in Spain stood at about 112,700 hectares in 2013, and paddy rice production in
2013 is estimated at about 867,700 tons, down about 3.5% from about 899,600 tons produced in 2012.
Italy, the continent‟s largest rice producer and exporter, exported about 59,574 tons of rice during September 1,
2013 to February 25, 2014, up about 13% from corresponding period in last year, when Italy has exported about
51,976 tons of rice.
Other Markets:
According to USDA, Colombia imported a total of 114,500 tons of rice in 2013, including 82,555 tons of rice
imported from the U.S. under the Tariff-Rate Quota (TRQ); the remaining 32,000 tons of rice were imported
with a 80% duty.
Dominican Republic‟s 2013 rice crop recovered from the 2012 lows and paddy rice production is expected to
grow about 820,000 tons in 2013, up about 8% from about 756,000 tons in 2012, according to the FAO.
USDA expects that Bangladesh will produce about 34.59 million tons of rice in MY2013-14, up about 2%
from about 33.82 million tons produced during same time in last year. Meanwhile, USDA expects that
Bangladesh rice import will decline to about 220,000 tons in MY2013-14, down about 12% from previous
estimates. Separately, The Bangladesh government has increased the Aman crop (May - December) rice
procurement target between December 1, 2013 and February 28, 2014 by 33% to 400,000 tons to replenish
government rice reserves. Bangladesh is expected to not import rice in 2014 despite low prices in International
market, officials said.The Bangladesh Agriculture Minister has urged the Bangladesh Rice Research Institute

(BRRI) scientists to develop stress-tolerant high yield rice varieties (HYV) to increase domestic production
significantly and help make Bangladesh a rice-exporting nation.
Australia is expected to produce about 653,000 tons of rice, basis milled, in MY2013-14, down about 4% from
previous estimates of about 680,000 tons, according to the USDA. Domestic consumption is expected to reach
about 350,000 tons in MY 2013-14, down about 11% from an estimated 392,000 tons in the previous year,
while exports in MY 2013-14 are forecast at about 500,000 tons, unchanged from the previous year.
Meanwhile, Australian Agriculture ministry forecast that Australia's paddy rice production will decline by 22%
to 907,000 tons in FY 2013-14 (April - March) due to unfavorable weather conditions during the summer crop
season.
The Egyptian government may allow rice exports once again due to help revive the country‟s economy. The
Egyptian government suspended rice exports in November 2013 despite having an exportable rice surplus of
800,000 tons a year to ensure supplies for its food subsidy program.
Malaysia’s rice production is expected to reach about 1.75 million tons in MY2013-14, up about 3.5% from
about 1.69 million tons in the previous year, according to USDA data. However, rice imports are expected to
reach about 1.103 million tons, slightly up from previous year. Separately, Agricultural experts in Malaysia are
trying to grow aerobic rice in about 107,000 hectares of abandoned private lands with an aim to grow paddy in
unused land, according to the local sources.
Indonesia's paddy rice production increased to 71.29 million tons in 2013, up about 3% from about 69.05
million tons in 2012, thanks to higher rice acreage and yields, according to government data.
South Korea is likely to end its 20-year long rice import quota and liberalize rice imports in 2014, according to
the country's Agriculture Minister. Currently, South Korea can import rice equivalent to 7.96% of country's
total rice consumption. The WTO agreement on current import quotas is scheduled to end this year and the
South Korean government has to specify to the WTO whether it will open the rice market to foreign rice by
September 2014.

Nigeria to Encourage Investments in RiceProduction in New RiceTariff Policy

The Federal government of Nigeria will soon review the current rice tariff policy, and is likely to encourage
investments in local rice industry and reduce smuggling of rice into the country, according to local sources.The
Minister of Agriculture and Rural Development says that the government is keen to lower tariff on rice
importation to help improve investments in local production and processing of rice instead of smuggling of rice
into the country. “We want to discourage those that bring rice as traders; we want those that are going to go in
and have commercial farms, produce rice, buy domestic paddy rice and mill it for us," the minister said. He

added that the increase of the rice import tariff to 110% has encouraged farmers to grow more rice, but it also
encouraged smuggling through land borders as the neighboring countries dropped their own tariffs by 10%.
The minister says that the government is keen on setting up more integrated rice mills in the country and
expressed confidence that the country would be self-sufficient in rice by 2016. He said the 2013-14 dry season
farming was going on in 24 states and the country aims to produce 2.1 million tons of rice in this season adding
that the 2014 Dry Season Farming Support Program aims at helping 600,000 farmers benefit from a N14 billion
(around $84 million) grant.Last month, the government agreed to lower the benchmark rate on rice imports
from $570 per ton to $190 per ton, but has so far not implemented the newly agreed rate. Stakeholders in
Nigeria‟s rice sector are demanding immediate implementation of the new rates to curb rice smuggling via land
borders of Benin Republic.Nigeria plans to increase local rice production and ban imports by 2015. The USDA
estimates the country to produce 2.7 million tons of rice in 2013-14, and import 3 million tons to meet a
domestic consumption of 6 million tons.

Myanmar Rice Exports to China DeclineSharply Dueto Falling Prices, Currency

Myanmar rice exporters have reduced rice exports to China by around 29% over the past one month due to
falling prices and the appreciating kyat against both the U.S. dollar and the Chinese yuan, according to local
sources.China accounts to about 60% of unprocessed Myanmar rice exports. Myanmar usually exports about
3,500 tons daily to China, but is now exporting only 2,500 tons. Both the U.S. dollar and the Chinese yuan have
declined against the Myanmar kyat since February 2014. According to sources, the USD depreciated by about
1.5% from K981 in February to K962 on March 10, 2014. Similarly, the yuan depreciated by about 2.5% from
K161 in February to K157 on March 10, 2014.Myanmar rice exporters claim that they are receiving 15-21%
less revenue on export deals to China. Export prices of 25% broken rice have declined to $320 - $330 per ton
from $404 a month ago, while export prices of 5% broken rice have dropped to $405-$415 per ton from $446.
Exporters are also concerned that export prices may further decline as harvest of the second crop begins in
many countries now, and also due to release of rice from government stockpile in Thailand.
Myanmar rice exporters say that exports are hurt due to high transactional toll and unstable prices offered by the
Chinese importers as well. Local sources say that Myanmar rice exporters have reduced rice exports to China
and are looking for other profitable destinations. The Myanmar Rice Federation (MRF) has reportedly finalized
a deal with African countries Ivory Coast and Togo to export 100,000 tons of rice this month.While the
Myanmar government has set an export target of 3 million tons for the 2013-14 fiscal year, rice exports during
the fiscal year are likely to reach only 1.1 million tons, down 47% from 2.1 million tons exported in 2012-13
fiscal, according to the Minister of Commerce. However, the USDA estimates Myanmar's rice exports in 2013-
14 to be stable at the last year's level of 750,000 tons. The country's milled rice production is estimated at 11

million tons against a consumption of 10.25 million tons in 2013-14.The government is in the process of
finalizing a comprehensive rice policy including trade restrictions, taxes, export allowances and insurance
policies.

Philippines JusticeSecretary Supports Removalof QuantitativeRestrictions on Rice

The Philippines Justice Secretary has urged the Agriculture Secretary to remove quantitative restrictions (QRs)
on rice imports as the World Trade Organization (WTO) "special treatment" for the country's rice sector had
lapsed in June 2012, according to local sources.However, in response to the Agriculture Secretary's "request for
opinion" whether the Department of Agriculture (DA) and National Food Authority (NFA) could still enforce
the QRs on rice imports, the Justice Secretary specified that she only sent a letter and not a legal opinion. The
Department of Justice (DJ) would issue a more "definitive legal opinion" after considering varying
interpretations, she said. “Since the Philippines‟s request for the extension of its QR on rice until 2017 is still
pending, and there is thus no existing agreement to „extend‟ such authority [or more accurately, grant a new one
since the first one had already lapsed], the Philippines‟s government should honor and implement the effect of
the expiration of the period granted to it,” she wrote. Rice importers in the Philippines are waiting for the DJ's
legal opinion on the matter, as it would help resolve their petitions in the courts.
The WTO granted a 10-year "special treatment" for the Philippines rice in 1995, and later extended it till June
30, 2012. However, the government's attempts to further extend the "special treatment" were twice denied by
the WTO members.Separately, the Agriculture Secretary said putting an end to rice smuggling would directly
benefit 18,391 farmers and millions of consumers who could buy more quantities of regular milled rice from the
NFA at the current price of P27 per kilogram (around $600 per ton) against the prevailing market price of
P36.74 per kilogram (around $830 per ton). He said the government lost between P8.4 billion (around $189
million) and P10 billion (around $225 million) in 2012 at the rate of P21 per kilogram (around $470 per ton)
and the current duty of 50% for imported rice without NFA permit due to smuggling. He appealed to the Senate
agriculture and Food Committee to allow the NFA to borrow about P8.4 billion (around $189 million) and
procure additional 459,770 tons of rice from 18,391 individual farmers at P17.40 per kilogram (about $393 per
ton).

Thailand Government to Auction 1.2 Million Tons of Rice in March 2014

The Thailand government is planning to auction about 1.2 million tons of rice in March 2014, including around
516,000 tons of rice auctioned through the Agricultural Futures Exchange of Thailand (AFET) today, according
to the Caretaker Deputy Commerce Minister.The government is planning to auction 244,000 tons of rice on
March 12; about 247,000 tons on March 26, and the remaining 200,000 tons of rice twice within the month in
the upcountry provinces. Today's rice auction through the AFET will include 5% white rice and 100% jasmine
rice, according to local sources.The Deputy Commerce Minister, along with the representatives from the Public
Warehouse Organization (PWO) and the Department of Internal Trade (DIT), is inspecting rice stocks in
various warehouses ahead of the auctions. The minister says that the inspections were aimed at building
confidence among investors ahead of forthcoming rice auctions.

Thailand rice sellers lowered their quotes for 5% broken rice, parboiled rice and A1 super rice by about $5 per
ton each to about $410 - $420 per ton, $430 - $440 per ton, and $305 - $315 per ton respectively, and increased
their quotes for Hommali rice by about $5 per ton to about $960 - $970 per ton today.
Vietnam rice sellers lowered their quotes for 5% broken rice , 25% broken rice and 100% broken rice by about
$5 -$10 per ton and increased their quotes for Jasmine rice by about $5 per ton.
India rice sellers increased their quotes for 5% broken rice and parboiled rice by about $5 per ton each to about
$420 - $430 per ton and $405 - $415 per ton respectively. Pakistan rice quotes are not available today.
5% Broken Rice
Thai 5% rice (of new crop) is quoted around $410 - $420 per ton, down about $5 per ton from Friday and about
a $35 per ton premium over Viet 5% rice shown around $375 - $385 per ton, down about $10 per ton from
Friday.
Indian 5% rice is quoted around $420 - $430 per ton, up about $5 per ton from Friday and about a $25 per ton
premium over Pak 5% rice last quoted around $395 - $405 per ton.
25% Broken Rice
Thai 25% rice of the old crop is quoted about $350 - $360 per ton, on par with Viet 25% rice shown around
$350 - $360 per ton, down about $5 per ton from Friday.
Indian 25% rice is quoted about $360 - $370 per ton, about a $10 per ton premium over Pak 25% rice last
quoted around $350 - $360 per ton.
Parboiled Rice
Thai parboiled rice of the old crop is quoted around $430 - $440 per ton, down about $5 per ton from Friday.
Indian parboiled rice is quoted around $405 - $415 per ton, up about $5 per ton from Friday, on par with Pak
parboiled rice last quoted around $405 - $415 per ton.

The most sold varieties were Loto and Ariete at 8,555 tons week, followed by Arborio-Volano, with 3,139 tons. Since September 2013, 826,943 paddy tons (about 57% of production) has been sold. Last year at this time, bout 876,042 tons (53% of production) was sold. There are about 7 months until the next harvest. Beginning paddy availability (including stocks) for 2013 amounted to 1,447,783 tons, down from 1,646,103 tons in 2012. The instrument will sort rice seed by class and quality.The new technology is considered to be accurate and reliable and test results are provided instantly. It uses a combination of testing models in the process, including the Red Kernel Tester, Glutinous Kernel Tester, C-Rice Non-glutinous kernel tester, A-Rice germ layer tester, and S-rice tester. Because the process uses a combination of tests and because the instrument is cheaper than similar imported ones, this new device makes testing more convenient.The photonics technology is now ready to be patented, and the Rice Department hopes to make the equipment available throughout the country soon. Tags: Thailand rice exports, Thailand rice production, rice sorting, rice quality Cambodia Rice Federation (CRF) Launched to Help Nation Reach AnnualRice Export Target of One Million Tons by 2015 Mar 10, 2014 Cambodia officially announced the creation of the Cambodia Rice Federation (CRF) to improve competitiveness, promote trade, and increase investment in the rice sector, according to comments from the Prime Minister. Board elections are expected to take place Mrch 24 and the chairman is limited to one term of two years. The hope is to “allow new blood circulating among top leadership for better productivity and proactive behavior,” according to the deputy secretary general of the Alliance of Rice Producers and Exporters of Cambodia (ARPEC). CRF will represent Cambodia‟s rice producers, rice export associations, and federations in dealings with the Royal Government of Cambodia. The federation will also be able to work with the government in negotiating government to government contracts with international buyers, and can also work directly with international buyers (private or state-owned) to negotiate sales of Cambodian rice.Cambodia is targeting export one million tons of rice annually by 2015. Most rice quotes remained stable in February. Five states under the Association for Southeast Asian Nations (ASEAN), which include Myanmar, Thailand, Laos, Vietnam, and Cambodia, finalized an agreement on the formation of the ASEAN Rice Federation (ARF) in a meeting in Myanmar. The terms of the agreement will be presented in the upcoming August 2014 meeting. Separately, a study by the International Food Policy Research Institute (IFPRI) has found that new agricultural practices and technologies could increase global rice production by up to 43% and reduce food prices by nearly half by the year 2050. Meanwhile, the USDA projects that global rice production will reach at 471.5 million tons in 2013-14, up about

While Thailand rice export quotes are stable there are conflicting outlooks on price – some suggest prices should fall as rice stocks are dumped on the market while others say the end of the rice mortgage scheme and the lack of support for paddy prices will damped paddy production in the coming months. Thailand's controversial rice pledging scheme ended on February 28, 201, and cannot be extended until at least a new government is formed in the country. According to some unofficial reports, Thailand farmers pledged more that 11 million tons of paddy under government's pledging program during October 1, 2013 to February 26, 2014 and many are still awaiting payments. The Thailand government auctioned about 700,000 tons of rice in February and has been working on accessing funds to pay farmers including more rice sales, and money from the nation‟s central budget. According to a local survey, Thailand's rice pledging scheme failed due corruption. No surprise. Meanwhile, Thailand‟s caretaker prime minister says that the government rice mortgage program has proven to be a success, and blamed the opposition and banks for delays in payments to rice farmers under the program. Separately, Thailand‟s caretaker prime minister is facing criminal charges for losses related to the Thailand rice mortgage scheme. While, Thailand's Caretaker Prime Minister has denied corruption charges in the government-led rice mortgage program, and insists that the program benefited farmers. Meanwhile, citing complaints about both the quality and the weight of rice sent to Iraq from Thailand, Iraq says it will not buy Thai rice again unless the quality improves, according to Bloomberg. Thailand shipped about 690,000 tons of rice in January 2014, up about 20% from about 575,000 tons shipped in January 2013. In 2013, Thailand shipped about 7 million tons of rice, a pace equivalent to a monthly average of about 580,000 tons per month. India India 5% broken rice ended the month at $420 per ton, up about 1% from a month ago and down about 7% from a year ago. Meanwhile, average monthly wholesale rice prices in India increased to about Rs. 2,731 per quintal (about $440 per ton) in February 2014, up about 1% from about Rs. 2,702 per quintal (about $429 per ton) in January 2014, and up about 4% from about Rs.2,627 per quintal (about $448 per ton) seen a year ago in February 2013. Meanwhile, India‟s Commission on Agricultural Costs and Prices (CACP) says that the government should release about 15-20 million tons of rice and wheat in to the domestic market to reduce prices

India‟s rice stocks in the central pool as of February 1, 2014 declined to about 31.27 million tons (including a milled equivalent of about 22.054 million tons of paddy), down about 12% from about 35.38 million tons recorded during the same time last year, which is more than double the required buffer and strategic reserve norms of about 13.8 million tons at this time of the year, according to the Food Corporation of India. The Indian government has procured about 24.66 million tons rice so far in this year, down about 10% from about 27.3 million tons procured during the same time in last year. Meanwhile USDA expects that India rice procurement will decline to about 32 million tons in My2013-14, down about 6% from about 34 million tons rice procured in last year. For now, the Indian government is targeting to procure about 34.3 million tons in MY2013-14. India is expected to export about 10 million tons rice during current calendar year, while rice exports are expected to decline about 8 million tons in next year, according to the USDA. The Indian government projected that India will produce about 106.19 million tons rice in 2013-14, the highest ever on record and up from an estimated 105.24 million tons produced in the previous year. However, the USDA expects that India will produce about 104 million tons rice in 2013-14, up about 1 million tons from last year. Separately, India is likely to resume future trading in rice via the National Commodity and Derivatives Exchange Limited in March. India had banned future trading in rice in 2007 due to high prices. Vietnam Vietnam 5% broken rice ended the month at $400 per ton, down about 1% from a month and a year ago. Vietnam exported about 637,756 tons of rice in first two month of current calendar year, down about 14% from about 744,279 tons rice exported during same time in last year, according to the Vietnam Food Association. Asian countries were the major rice exporting destinations for Vietnam rice in February 2014, accounting for about 285,539 tons or almost 86.4% of total rice exports. According to some local sources, Vietnam is expected to export about 1.5 million tons of rice to Philippines and 1 million tons of rice to Indonesia this year. Vietnam is targeting to export about 7 million tons rice in CY2014. The Vietnam Ministry of Industry and Trade hopes to increase the country's exports to African countries over the next few years, according to Vietnam government news sources. Exports to Africa comprise of nearly 30% of Vietnam‟s total exports and Africa is the second largest importer of Vietnamese rice after China. Pakistan rice production is expected to reach about 7 million tons in 2013-14 because of higher than expected rabi season rice production this year, according to the Pakistan Space and Upper Atmosphere Research Commission. While USDA expects that Pakistan will produce about 6 million tons in My2013-14. Separately, Pakistan has exported about 1.76 million tons of rice (including basmati and non-basmati) during the first seven months of the FY 2013-14 (July - June), down about 1.4% from about 1.79 million tons rice exported during the same period in FY 2012-13, according to the Pakistan Bureau of Statistics. In late February, Russia's phytosanitary authorizes lifted a ban on the importation of Pakistan rice, which was originally put in place at the end of September 2013. Cambodia Cambodia 5% broken rice ended the month at $455 per ton, unchanged from a month ago. Cambodia has exported about 27,037 tons rice in February 2014, up about 25.5% from about 21,536 tons rice exported in January 2014 and up about 12% from about 24,089 tons rice exported in corresponding period in last year. Brazil Brazil 5% broken rice ended the month at $665 per ton unchanged from a month ago. Brazil‟s National Grains Supply Company (Conab) has increased its paddy rice production forecast for 2013-14 to about 12.51 million tons, up about 1% from its previous estimate of about 12.35 million tons, and up about 6% from an estimated 11.82 million tons produced in 2012-13. Meanwhile Brazil paddy acreage is expected to decline to about 2.37 million hectares in 2013-14, but overall paddy production will increase mainly due to record high yields. Average paddy yield in Brazil in 2013-14 is projected at 5.27 tons per hectare, up about 4% from previous estimates of about 5.08 tons per hectare, and up about 7% from about 4.92 tons per hectare recorded in the previous year. According to Conab, Brazil‟s paddy rice stocks reached about 904,423 tons in December 2013, down about 5% from the previous month and down about 19% from about 1.12 million tons recorded in December 2012. The minister says that rice-milling capacity has increased by about 300% in 2013 and growing local investments in the country‟s rice sector would boost rice production and help the nation become self-sufficient in rice as well as become a net exporter of rice by 2017. Separately, the Nigeria federal government has approved the reduction of the duty on legally imported rice from $570 per ton to $190 per ton within the stipulated time of two months to reduce smuggled rice entering into the country through the Benin border. China According to the USDA, China rice imports are expected to reach about 3.2 million tons in MY2013-14, down about 6% from about 3.4 million tons from previous estimates. Philippines Total rice stocks in the Philippines declined to about 2.12 million tons on January 1, 2014, down about 16% from about 2.52 million tons recorded during the same time in last year, and down about 15% from about 24.9 million tons in the previous month; stocks are enough to last for 62 days, according to the Bureau of Agricultural Statistics.

The Department of Justice (DJ) would issue a more "definitive legal opinion" after considering varying interpretations, she said. “Since the Philippines‟s request for the extension of its QR on rice until 2017 is still pending, and there is thus no existing agreement to „extend‟ such authority [or more accurately, grant a new one since the first one had already lapsed], the Philippines‟s government should honor and implement the effect of the expiration of the period granted to it,” she wrote. Rice importers in the Philippines are waiting for the DJ's legal opinion on the matter, as it would help resolve their petitions in the courts. The WTO granted a 10-year "special treatment" for the Philippines rice in 1995, and later extended it till June 30, 2012. However, the government's attempts to further extend the "special treatment" were twice denied by the WTO members.Separately, the Agriculture Secretary said putting an end to rice smuggling would directly benefit 18,391 farmers and millions of consumers who could buy more quantities of regular milled rice from the NFA at the current price of P27 per kilogram (around $600 per ton) against the prevailing market price of P36.74 per kilogram (around $830 per ton). He said the government lost between P8.4 billion (around $189 million) and P10 billion (around $225 million) in 2012 at the rate of P21 per kilogram (around $470 per ton) and the current duty of 50% for imported rice without NFA permit due to smuggling.
