Vietnam Rice Quotes Mixed Today; India, Pakistan Rice Sellers Lower Some of

Vietnam rice sellers lowered their quotes for 5% broken rice, 25% broken rice and 100% broken rice by about
$5 per ton each to about $405 - $415 per ton, $380 – $390 per ton and $360 - $370 per ton respectively, but
increased their quotes for jasmine rice by about $5 per ton to about $610 - $620 per ton. India rice sellers
lowered their quotes for 100% broken rice by about $5 per ton to about $300 - $310 per ton, while Pakistan rice
sellers lowered their quotes for parboiled rice by about $10 per ton to about $415 - $425 per ton. Thailand rice
sellers kept their quotes unchanged today.
5% Broken Rice
Thai 5% rice (of new crop) is quoted around $420 - $430 per ton, about a $15 per ton premium over Viet 5%
rice shown around $405 - $415 per ton, down about $5 per ton from yesterday. Thai 5% rice of the old crop is
shown around $370 - $380 per ton.
Indian 5% rice is quoted around $410 - $420 per ton, about a $30 per ton premium over Pak 5% rice quoted
around $380 - $390 per ton.
25% Broken Rice
Thai 25% rice (of new crop) is quoted about $375 - $385 per ton, about a $5 per ton discount to Viet 25% rice
shown around $380 - $390 per ton, down about $5 per ton from yesterday. Thai 25% rice of the old crop is

Thailand Hopes to Export 10 Million Tons of Rice in 2014

Thailand‟s rice exports may surge to around 8 - 10 million tons in 2014, the director- general of the Department
of Foreign Trade told local sources today.The DFT DG says that rice exports by Thailand in 2013 are expected
to decline to around 6.68 million tons, down about 16% from the targeted 8 – 8.5 million tons. However,
interest in Thai rice is growing due to low prices and demand among rice importers is also likely to increase
next year due to weather disturbances in 2013. The DG also says that Thailand‟s rice exports may increase to
around 8 – 10 million tons in 2014, with government-to-government deals accounting for around 60% of
exports.Meanwhile, the Finance Ministry says that the government has sufficient funds to pay farmers under the
rice mortgage program and delayed payments will be done by January 15, 2014. According to the ministry, the
government will spend up to 90 billion baht (about $2.75 billion) to pay farmers in the 2013-14 rice mortgage
program on January 15, 2014.

Oryza Rice Currency Analysis for Today – India Rupee Down 0.6%

U.S. dollar index was down -0.09% from the open today, when it traded at 80.487 at the close.
Euro was stronger +0.10% today by the close, trading around 1.3694 by end of day, after trading between an
intraday high of 1.3702 and low of 1.3664.
Thai baht was weaker -0.18%, trading at 32.840 at the close of business.
Indian rupee was -0.59% weaker, trading at 62.1637.
Brazilian real was +0.16% stronger than the open at today‟s close, when it ended at 2.3536 reais per dollar.
Pakistan rupee was -0.45% weaker at 105.5750.
Vietnamese dong unchanged at 21095.
Mexican peso was -0.29% weaker today, when it traded at 13.0663 pesos per dollar by the close of business
today.
Chinese yuan was -0.03% weaker at 6.0733.

Oryza Afternoon Recap – Chicago Rough Rice Futures Pull-back from Nearby
Technical Resistance as Trade Activity Remains Seasonally Slow

Chicago rough rice futures for March delivery settled 5.5 cents per cwt (about $1 per ton) lower at $15.345 per
cwt (about $338 per ton). Rough rice futures slipped slightly today as the market reopened following a midweek holiday break. Despite the reopening of trading in Chicago, futures and physical activity remains
seasonally slow and is likely to remain so into the first few weeks of January. Technically prices bounced off of
nearby resistance around $15.415 per cwt (about $340 per ton), provided by the 10-day moving average. This
point will continue to come into play if the market attempts to move higher tomorrow. The other grains finished
lower as well today; soybeans finished the day about 1.3% lower at $13.0525 per bushel; wheat finished about
0.1% lower at $6.0600 per bushel; and corn finished the day about 1.9% lower at $4.2625 per bushel.
U.S. stocks rose on Thursday, with Wall Street continuing its record-setting advance after data had fewer
Americans than expected filing applications for jobless benefits last week, casting a positive light on the labor
market. The Dow Jones Industrial Average climbed. The S&P 500 gained, with energy and consumer
discretionary leading sector gains and utilities the weakest performer among its 10 major industry groups. The
Nasdaq also rose, touching its highest level since Sept. 1, 2000. After briefly surpassing 3%, the yield on the 10year Treasury note was up 1 basis point at 2.99%. U.S. stock markets are currently trading about 0.7% higher,
gold is trading about 0.6% higher, crude oil is seen trading about 0.3% higher, and the U.S. dollar is seen
trading about 0.1% lower at about 2:00pm Chicago time.
Tuesday, there were 490 contracts traded, up from 484 contracts traded on Monday. Open interest – the number
of contracts outstanding – on Tuesday increased by 83 contracts to 7,243.

Bali Package on Foodgrain Stockpiling Against WTO Ideals, Claim Pakistan Rice
Growers

The recent WTO Bali Package is being hailed as a historic deal that respects the need of food grain stockpiling
in developing countries such as India, but it has miffed other rice exporting countries which believe that
allowing food subsidies in an unbridled manner will ultimately distort international rice trade.On December 10,
2013, Oryza reported that WTO in its ninth ministerial conference in Bali allowed developing nations to
continue stockpiling rice and other food grains without limits in an interim solution until 2017 when the
eleventh WTO ministerial conference is likely to take place. However, WTO announced some key additions on
December 11, 2013. It said, developing nations can stockpile food grains only if it is a staple, and added that the
interim solution will continue until a permanent one is not agreed upon by all members. It is expected that rice
sector in countries such as Pakistan will be worst affected by these changes.
According to Pakistan‟s Basmati Growers Association (BGA), the Bali package goes contrary to WTO ideals
and fails to protect other developing countries from the exports of subsidized staple crops like rice wheat and
cereals of countries like India. The BGA chief Choudhry Hamid Malhi says that food subsidies were never on

the agenda of WTO and the Agreement on Agriculture. “The Doha Round emphasized on reducing production
and export subsidies and not what Bali has approved,” he says.Allowing the interim solution until a permanent
one is agreed by all members effectively means that the interim arrangement could continue indefinitely. “It
could be a win-win situation for India at the cost of smaller economies whose farmers would be at a loss to
compete and would be forced into poverty by a continuous onslaught of such cheap exports or production which
also limits their chances of exporting these agriculture products to such countries,” he adds.
The BGA chief also says that allowing India to stockpile rice for its food security program will ultimately lead
to lower global prices which will in turn harm rice farmers. He says, “This is basically a non-basmati issue, but
the flexibility will certainly push down prices as has the Thai mortgage scheme done, which buys paddy from
Thai farmers at 40% higher prices and has flooded the lower end market (because Thai government could not
export or sell at that higher price) where earlier on only India, Pakistan and Vietnam were selling in the range of
$350 - $450 per ton.”There is an ongoing discussion in WTO circles regarding the legality or binding nature of
the Bali declaration which was not voted on by the members and was perceived to be agreed by all, the BGA
chief says.

Australia SunRice Increases Paddy Purchase Prices

Australian rice industry‟s food company SunRice has increased the paddy purchase price of the 2013 crop by 20
Australian dollars (about $18) per ton, which means the indicative full year paddy price has now increased to
around 280 Australian dollars (about $250) per ton, according to local sources.
The Ricegrowers „Association of Australia (RGA) says the move will result in a one-off supplementary
payment of 15 Australian dollars (about $13) per ton for all rice varieties which is payable to growers
immediately. The RGA adds that the benefits of the company‟s strong performance in the first six months of the
current financial year (April – March) will flow into local communities and boost the 2014 rice crop.
RGA President, Les Gordon, says, “Growers are about half way through the season and approaching a critical
time for the crop when it needs additional nutrients and precise water management. The supplementary payment
will provide a welcome boost to growers‟ cash flow for the start of 2014.” He adds that other associated
communities such as transport and fertilizer companies will also benefit from around 17 million Australian
dollars (about $15 million) in supplementary paddy payments alone in the next few months.
Australia‟s paddy rice production is expected to reach around 1.16 million tons in 2012-13 (about 840,000 tons,
milled basis) and forecast at around 944,000 tons (about 680,000 tons, basis milled) in 2013-14, according to
the USDA. Australia‟s 2012-13 rice exports are estimated at around 500,000 tons, while 2013-14 rice exports
are projected to reach around 520,000 tons.

Iraq Tenders to Buy Minimum 30,000 Tons of Rice

Iraq has issued an international tender to purchase a minimum of 30,000 tons of long-grain rice sourced from
Thailand, the U.S., Argentina or Uruguay. The last date for submission of applications is January 13, 2014, and
offers must remain valid until January 17, 2014.

Oryza Overnight Recap – Chicago Rough Rice Futures Prepare to Reopen Following
Mid-Week Holiday Break

Agricultural futures have been closed since Tuesday afternoon and are scheduled to reopen at 8:30am Chicago
time this morning.U.S. stock index futures added to modest gains on Thursday after the government reported
jobless claims fell more than expected last week, casting a favorable light on the labor market. The Labor
Department reported claims fell by 42,000 to 338,000 last week. Economists had projected state unemployment
benefits would total 345,000 for the week ended December 21, with claims for the prior week revised to show
1,000 more applications received than previously reported. The markets continue in Santa-rally mode, with
major market indexes hitting highs.
The Dow industrials have been on a tear following the Federal Reserve's decision last week to cut back on its
$85 billion a month bond-buying program. The Dow Jones Industrial Average rose 62.94 points, or 0.4 percent,
on Tuesday to a record close of 16,357.55, while the S&P 500 also touched an all-time closing high, up 5.33
points, or 0.3 percent, to 1,833.32. U.S. stock index futures are currently trading about 0.2% higher, gold is
currently trading about 0.5% lower, crude oil is seen trading about 0.2% higher, and the U.S. dollar is currently
trading marginally lower at 8:00am Chicago time.

Thailand Hopes to Export 10 Million Tons of Rice in 2014 Dec 26, 2013 Thailand‟s rice exports may surge to around 8 - 10 million tons in 2014, the director- general of the Department of Foreign Trade told local sources today.The DFT DG says that rice exports by Thailand in 2013 are expected to decline to around 6.68 million tons, down about 16% from the targeted 8 – 8.5 million tons. However, interest in Thai rice is growing due to low prices and demand among rice importers is also likely to increase next year due to weather disturbances in 2013. The DG also says that Thailand‟s rice exports may increase to around 8 – 10 million tons in 2014, with government-to-government deals accounting for around 60% of exports.Meanwhile, the Finance Ministry says that the government has sufficient funds to pay farmers under the rice mortgage program and delayed payments will be done by January 15, 2014. According to the ministry, the government will spend up to 90 billion baht (about $2.75 billion) to pay farmers in the 2013-14 rice mortgage program on January 15, 2014. Tags: foreign exchange rates Oryza Afternoon Recap – Chicago Rough Rice Futures Pull-back from Nearby Technical Resistance as Trade Activity Remains Seasonally Slow Dec 26, 2013 Chicago rough rice futures for March delivery settled 5.5 cents per cwt (about $1 per ton) lower at $15.345 per cwt (about $338 per ton). Rough rice futures slipped slightly today as the market reopened following a midweek holiday break. Despite the reopening of trading in Chicago, futures and physical activity remains seasonally slow and is likely to remain so into the first few weeks of January. Technically prices bounced off of nearby resistance around $15.415 per cwt (about $340 per ton), provided by the 10-day moving average. This point will continue to come into play if the market attempts to move higher tomorrow. The other grains finished lower as well today; soybeans finished the day about 1.3% lower at $13.0525 per bushel; wheat finished about 0.1% lower at $6.0600 per bushel; and corn finished the day about 1.9% lower at $4.2625 per bushel. U.S. stocks rose on Thursday, with Wall Street continuing its record-setting advance after data had fewer Americans than expected filing applications for jobless benefits last week, casting a positive light on the labor market. The Dow Jones Industrial Average climbed. The S&P 500 gained, with energy and consumer discretionary leading sector gains and utilities the weakest performer among its 10 major industry groups. The Nasdaq also rose, touching its highest level since Sept. 1, 2000. After briefly surpassing 3%, the yield on the 10year Treasury note was up 1 basis point at 2.99%. Tags: Weekly weather report for rice pdf: MDA Weather.pdf Bali Package on Foodgrain Stockpiling Against WTO Ideals, Claim Pakistan Rice Growers Dec 26, 2013 The recent WTO Bali Package is being hailed as a historic deal that respects the need of food grain stockpiling in developing countries such as India, but it has miffed other rice exporting countries which believe that allowing food subsidies in an unbridled manner will ultimately distort international rice trade.On December 10, 2013, Oryza reported that WTO in its ninth ministerial conference in Bali allowed developing nations to continue stockpiling rice and other food grains without limits in an interim solution until 2017 when the eleventh WTO ministerial conference is likely to take place. However, WTO announced some key additions on December 11, 2013. It said, developing nations can stockpile food grains only if it is a staple, and added that the interim solution will continue until a permanent one is not agreed upon by all members. It is expected that rice sector in countries such as Pakistan will be worst affected by these changes. According to Pakistan‟s Basmati Growers Association (BGA), the Bali package goes contrary to WTO ideals and fails to protect other developing countries from the exports of subsidized staple crops like rice wheat and cereals of countries like India.   • 7. the agenda of WTO and the Agreement on Agriculture. “The Doha Round emphasized on reducing production and export subsidies and not what Bali has approved,” he says.Allowing the interim solution until a permanent one is agreed by all members effectively means that the interim arrangement could continue indefinitely. “It could be a win-win situation for India at the cost of smaller economies whose farmers would be at a loss to compete and would be forced into poverty by a continuous onslaught of such cheap exports or production which also limits their chances of exporting these agriculture products to such countries,” he adds. The BGA chief also says that allowing India to stockpile rice for its food security program will ultimately lead to lower global prices which will in turn harm rice farmers. He says, “This is basically a non-basmati issue, but the flexibility will certainly push down prices as has the Thai mortgage scheme done, which buys paddy from Thai farmers at 40% higher prices and has flooded the lower end market (because Thai government could not export or sell at that higher price) where earlier on only India, Pakistan and Vietnam were selling in the range of $350 - $450 per ton.”There is an ongoing discussion in WTO circles regarding the legality or binding nature of the Bali declaration which was not voted on by the members and was perceived to be agreed by all, the BGA chief says. The Ricegrowers „Association of Australia (RGA) says the move will result in a one-off supplementary payment of 15 Australian dollars (about $13) per ton for all rice varieties which is payable to growers immediately. The RGA adds that the benefits of the company‟s strong performance in the first six months of the current financial year (April – March) will flow into local communities and boost the 2014 rice crop. RGA President, Les Gordon, says, “Growers are about half way through the season and approaching a critical time for the crop when it needs additional nutrients and precise water management. The supplementary payment will provide a welcome boost to growers‟ cash flow for the start of 2014.” He adds that other associated communities such as transport and fertilizer companies will also benefit from around 17 million Australian dollars (about $15 million) in supplementary paddy payments alone in the next few months. Australia‟s paddy rice production is expected to reach around 1.16 million tons in 2012-13 (about 840,000 tons, milled basis) and forecast at around 944,000 tons (about 680,000 tons, basis milled) in 2013-14, according to the USDA. Australia‟s 2012-13 rice exports are estimated at around 500,000 tons, while 2013-14 rice exports are projected to reach around 520,000 tons. Iraq Tenders to Buy Minimum 30,000 Tons of Rice Dec 26, 2013 Iraq has issued an international tender to purchase a minimum of 30,000 tons of long-grain rice sourced from Thailand, the U.S., Argentina or Uruguay. The last date for submission of applications is January 13, 2014, and offers must remain valid until January 17, 2014. The Labor Department reported claims fell by 42,000 to 338,000 last week. Economists had projected state unemployment benefits would total 345,000 for the week ended December 21, with claims for the prior week revised to show 1,000 more applications received than previously reported. The markets continue in Santa-rally mode, with major market indexes hitting highs. The Dow industrials have been on a tear following the Federal Reserve's decision last week to cut back on its $85 billion a month bond-buying program.
