1. CE Marking
CE Marking: Trade Passport for your products to enter the European Union
CE Marking on a product has now become an essential requirement to enter the European Union. It is a
manufacturer’s declaration that the product complies with all the essential requirements of the relevant
European health, safety and environmental protection legislation.
The letters "CE" are the abbreviation of French phrase "Conformité Européene" which means "European
Conformity". The term initially used was "EC Mark" and it was officially replaced by "CE Marking" in the
Directive 93/68/EEC in 1993. "CE Marking" is now used in all EU official documents.
CE Marking on a product indicates to governmental officials that the product is legally placed on the market
in their country. It also ensures free movement of the product within the EFTA & European Union (EU)
(total 28 countries). CE Marking on a product permits the withdrawal of the non-conforming products by
customs and enforcement/vigilance authorities.
CE Marking affecting the export to European Union
If the new product directives apply to your products and you want to continue to export to the European
market (or introduce new products), then CE Marking is crucial. It is not unusual nowadays that non-EU
manufacturers and exporters have had their product(s) seized by customs officials in the European Union
at the worst or returned to them because they do not have the CE marking affixed to the product(s).

(EU) plus European Free Trade Association (EFTA) market
• There will be only one set of laws and regulations for the designing, manufacturing and labeling of

4. CE Marking
Countries currently requiring products to bear CE Marking
Currently, total 30 (15+10+2+3) countries are requiring the products to bear CE Marking.
Before May 1, 2004, these were the 15 European Union (EU) member countries: Austria, Belgium,
Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxemburg, The Netherlands, Portugal, Spain,
Sweden and United Kingdom (Great Britain) plus the European Free Trade Association - EFTA's 3 member
states: Iceland, Liechtenstein and Norway.
Since May 1, 2004, the following 10 new member states joined the EU, which also adopted the CE-Marking
requirements:
Estonia, Latvia, Lithuania, Poland, Czech Republic, Slovakia, Hungary, Slovenia, Malta, and Cyprus.
Since January 1, 2007, Bulgaria and Romania joined the EU and adopted the CE-Marking requirements.
Responsible authority for affixing the CE Marking
First and foremost, the manufacturer of a product is responsible for ensuring compliance with European
Directives and for affixing the CE Marking – irrespective of whether the manufacturer is located within or
outside the European Union. To do this, manufacturers may appoint an authorized representative
established in the European Union to act on their behalf.
CE marking is essential as it entitles you to offer your products for sale in the EU. You are responsible for
the implementation of the relevant EU Directives in conformity with standards. The manufacturer or
authorized representative must document the product’s conformity with the relevant EU Directives by
affixing the CE marking.
If you fail to deliver the requisite verification in your capacity as a manufacturer or importer, the competent
market surveillance authority may prohibit you from placing your products on the market.
