Every year, Govt. sanctioned budget for school building
School building construction were not allowed.
UNICEF started running schools in tents
• People from affected villages used to live in camps
• Schools of these villages were closed
• Teachers ran these schools in small tents in these
camp areas
• Later Govt. decided to open resedential schools on
roadside safer areas
• It was decided that once peace is estblished these
schools will run again in their respective villages
• Thus the idea of portable cabin schools- porta cabin
came into existence
• These schools are made from bamboo structure
Government initiatives
• Relaxation in the norms for opening new
schools- Gyanjyoti schools
• Additional seats in existing hostels
• New residential hostels in tribal areas
• Materials developed for Education in
mother tongue
• Improved facilities- Eklavya hostels/
Prayas
• Hostels for naxal affected children
• Special coaching programs

Strategy: Training of at least one teacher from each of the 80 schools
Training of all Community sports coach’s (CSCs) (now called Khel Mitra)
Supply of Sports Kits to the selected schools
Regular follow up of schools and community visits
 Build up capacity of teacher through refresher training & review meetings.
Development of village/school level indicators for all locations
INDICATORS:-

1.Children
•Every child (in school, out of school, boy or girl, including children with special
needs) has an opportunity for age appropriate play/sports activities in school and
in the community
•Children are able to identify that one of the things they like about school is that
they can play everyday.
2.Teachers
•Teachers are aware of the importance of sports and physical education in the
school curriculum and routines and have made space for this
•Teachers are aware of age appropriate activities (games and physical education
activities) and they ensure that every child gets a chance
•Teachers and Community Sports Coaches (Khel Mitra) are working with each
other, collaborating to develop a culture of inclusive sports in their respective
schools and villages
INDICATORS:3. Schools
Schools have adequate facilities (play spaces, sports materials which get replenished and
adequate storage) for sports and physical education.
The culture of sports exists in each school, where every child gets a chance to take part in
age and ability appropriate sports and physical education activities – this is also reflected in
well planned activities that are integrated within the school routine.
One play ground should be happen in Every Primary School.
4.Local communities
There is evidence of their regular support, contribution (cash/kind) and involvement both
in the school and the community

Strength of the program
•Integrated into classroom routine through Physical
Education Cards (PEC)
•Meaningful engagement of children residing in
residential schools
•Emotional support in conflict areas & improved the
morale of children
•Improve hand-eye coordination, general health and
overall development
•Khel mitras- ensuring local support from community
Weaknesses of the program
•The cost of Sports kit was too high to scale up by
Govt. in all schools
•No provision for replacement of items in sports kit
•Only two experts to support 80 schools
•Negligence on the part of teachers to run the
program on a daily basis
•No proper mechanism for regular support and
monitoring
•No incentives to retain khel Mitras
Opportunities
•Compliance of RTE is possible
•Sports officials could be engaged properly
•Textbook revision should take care of sport element
•School-community linkage is possible effectively
•Out of school children could be brought back
•Pre-service and In-service should use sports issues
•Link PYKA with this Program
•Explore possibilities of CSR funds for the supply of sports
kit in schools & services of experts in sports
•Could start with local sports & locally available materials
Threats
Lack of
•Continuous support from the top
•Proper roadmap and policy
•Sustainability plan in hand
•Coordination with different departments and
organizations
•Sufficient space for sports activities in schools
•Strong monitoring mechanisms and measurable
indicators
Why sports is essential in conflict areas?
Children are soft targets and easier to change or mould.
They are being used by the naxals for different vested
interests. Its easier to change their mindset. They are
used as shield.
Sport alone cannot prevent conflict or build peace.
However it could be used as a medium of effective peace
building by –
•Meaningful engagement of children in creative activities
•Encouragement and support for orphans & other
vulnerable children
•Breaking down negative community perceptions of
excluded groups
Why sports is essential in conflict areas?
•Engage parents and youth in different programs
•Sports create an environment in which the people come
together and share with each other
•Sports provide a forums to learn skills such as
confidence, discipline etc.
•Sports is also a powerful vehicle for public education.
•Sports provides an opportunity for recreation
•It help to create the healthy atmosphere among the
societies.
•To reduce anti social and uncooperative behavior
including violence.
•It supports in acquiring gender equity

Role of youth in post-conflict reconstruction
•Village youth can join as Khel Mitras in schools
•Community engagement in school activity is a catch
word but never used properly because of its limited
vision of how to engage semi-literate community in
academics. Sports could be the best option.
•Teaching traditional sports could be an entry point in
schools
•Their services could be taken to develop local sport
materials and equipments as well
•They can join livelihood colleges and learn different
useful skills to become earning members and become
role models instead of remaining unemployed after
getting education & demotivate others from getting
education
Role of women in post-conflict reconstruction
Role of women in post-conflict reconstruction

•In our state ,women are much stronger and powerful
•Women can play helpful roles for sustainable peace in
post-conflict reconstruction
•Women can form their own self-help groups to improve
the economic conditions of the communities
•They become a strong force to shut down many illpractices when mobilized properly
•Health department take their services as MITANINs to
provide primary health services
•They also run pre-primary/ECCE centres
•They are the best one to be engaged in cross-community
trust & confidence building programs
•Management of trauma and trauma counseling
Govt. plan for scaling in post-conflict areas
