INTRODUCTION
- Countries across the world agree that monitoring and evaluation
play a strategic role in helping governments make informed
decisions that can transform public services, and consequently,
people’s lives. While a few countries have made significant
headway in legislating and setting up their respective whole-of-
government systems for evaluating major programs and projects,
most other countries have either set up fragments of evaluation
mechanisms for certain sectors like health and education.
