BIM Machine is happy to share its Scan to BIM EIR template (also available in .docx upon request at https://www.bim-machine.com/scan-bim-eir/).
EIR - aka Employer Information Requirements - is a cornerstone document describing the information that will be needed by the employer from its own team and from external suppliers for the development of the Scan to BIM project and for the operation of the completed built asset.
The way to avoid "over-engineering".
Scan to BIM EIR needs to be in place from the outset of a project so that the appointed team knows the levels of service to provide the Client. Teams working without EIRs in place will struggle to ensure that the right information is issued at the right time to support decision making. Worse, they’ll be creating excessive amounts of information just for the sake of it, rather than efficiently focusing on what’s needed.
