• A system in which invoices are registered
with IRP of Indian Government. A unique
IRN and a QR code is generated per invoice
by IRP. Relevant Invoice information will be
sent by IRP to GST and e-way bill portal in
real-time.
• All invoice information will be transferred
from this portal to both the GST portal and
e-way bill portal in real-time

What is e-Invoice & e-Way Bill
• The e-Way bill is an electronically
generated document which is required for
the movement of goods of value more
than INR 50000, from one location to
another.
• This document is generated online on the
National Informatics Centre (NIC) portal for
transportation of goods
• The process involves a registered tax payer
generating the e-Way bill for their outward
supply document on the NIC.
• A unique e-Way bill number (EBN) is
generated for each e-Way bill and it is
available to the supplier, recipient and
transporter
3. • The proposed system envisages upload of each document on a central portal i.e. Invoice
Registration Portal (IRP) or Registrar for authentication to render the document as a valid
document
• Documents covered under e-Invoicing include – Invoice (including exports invoice and stock
transfers), Credit Note, Debit Note, ISD invoice, ISD Credit Note
• The documents have to be transferred to IRP in JSON format
• IRP will authenticate by means of allocating / validating the hash, allocating a Unique Invoice
Reference Number (IRN), generate a QR code and digitally sign e-Invoice for each valid document
• This data will be returned from IRP in JSON format
• This data can be changed within 24 hours; after that, a credit or debit note needs to be generated
• This data will be held with IRP for 24 hours only
• This data will also be transferred to GSTN for ANX-1 and ANX-2
• This data will be transferred to e-waybill system for the e-waybill generation process

12. Important facts for e-invoicing
• QR code needs to be printed on the e-Invoice by the business.
• Cancellation allowed only fully (within 24 hours on IRP after which on GSTN) and not partially.
But the same invoice number can not be used again to generate another e-Invoice.
• Amendments if any could be possible only on GSTN portal.
• IRP will provide JSON payload of both e-Invoice & QR code (which will contain relevant
information about the Invoice and the IRN).
• Printing of invoice (including logo and other information) would be possible same as today.
• Signature of seller would not be mandatory requirement
• Transporter ID parameter will be created in the e-invoice schema. Part A of the e-way bill will be
populated from the e-invoice schema data itself.
• Type of Documents covered under e-Invoicing - Invoices, DN, CN (including ISD invoice and CN).
