2. Abstract
The Nordic open online Academy (NooA) was established as a private online school and accredited by
the Norwegian Ministry of Education and Research in 2012.
NooA’s aim is to become an international centre for online courses and programs, and it has now bout
75 online courses and 1,000 registered users in 18 countries. The courses are offered through the
multilingual, open source, learning platform Moodle. All courses are completely online and based on
the Theory of Cooperative Freedom and Transparency in Online Education.
The presentation focuses on the opportunities and challenges Campus NooA (www.nooa.no) has
experienced by using Moodle to develop a Nordic open online Academy based on the theory of
cooperative freedom and transparency in online education. This is a theory about flexible and open
online education, which Paulsen has developed over 20 years. The foundation of the theory was
described in the article: “Cooperative Online Education” http://seminar.net/index.php/volume-4-issue-
2-2008-previousissuesmeny-124/100-cooperative-online-education and used as a guideline in the use
of Moodle at Campus NooA.
The theory argues that adult online students often are busy with work and family commitments.
Therefore, online education can help students reach their learning goals through optimal individual
flexibility in a learning community where they can be resources for each other without being dependent
on each other. The theory also argues that transparency provides better quality and more cooperation
in online education.

individual freedom with meaningful cooperation.

introduced my Theory of Cooperative Freedom in 1992.
