Lateral Meaning of Actor
● A person whose profession is
acting on the stage, in films, or on
television
Meaning of Actor in IR
● Actor can be defined as a person
or entity with the capacity of
having an impact in international
relations.
Lateral Meaning of State
● The particular condition that
someone or something is in at a
specific time.
Meaning of State in IR
● Max Weber's, which describes the
state as a compulsory political
organization with a centralized
government that maintains a
monopoly of the legitimate use of
force within a certain territory.
State Actors Definition
The most widely used
definition of a State Actor
in the field of Foreign
Policy is drawn from Article
1 of the Montevideo
Convention of 1930 on
Rights and Duties of States.
The Article reads:
“The state actor as a person of international law should
possess the following qualifications:
a) a permanent population;
b) a defined territory;
c) government; and
d) capacity to enter into relations with the other states”
Non State Actors
An individual or organization that has
significant political influence but is not
allied to any particular country or
state.

TYPES of Non-States
1. NGOs
Non-governmental organizations
● A non-governmental organization
(NGO) is a non-profit, citizen-based
group that functions independently
of government. NGOs are organized
on local, national and international
levels to serve specific social or
political purposes.
2. INGOs
International non-governmental organizations
● INGOs is to provide relief and
developmental aid to developing
countries. In relation to states, the
purpose of INGOs is to provide
services that the state is unable or
unwilling to provide for their people.
These organization's projects in
health, like HIV/AIDS awareness and
prevention, clean water.
3. MNCs
Multi National Corporations
● A multinational corporation
or worldwide enterprise is a
corporate organization that
owns or controls production
of goods or services in two or
more countries other than
their home country.
4. VNSAs
Violent Non-State Actors
● These actors include armed
groups, including groups
such as Al-Qaeda or criminal
organizations
