Introduction
Illiteracy:
Illiteracy is a state whereby one is unable to read and write.
In its simplest form, it can be defined as lack of any or basic
education.
Who is literate?
 A literate person as ‘one who with understanding can both read
and write a short simple statement on his or her everyday life’.
 It goes on to state: ‘Yet, there are many people who are literate in
this restricted sense, but who none the less suffer serious
problems with more complex reading and writing tasks. These are
the functionally illiterate’.
Literacy Rate:
 The country’s literacy rate declined from 60 percent to 58
percent, revealed the Economic Survey of Pakistan (2016-2017).
 NER indicates that amongst the provinces, only Sindh remained
stable with 48 percent while Punjab and Khyber Pakhtunkhwa
declined from 64 percent to 59 percent and 54 percent to 53
percent.
Causes of illiteracy:
Illiteracy among parents
Unemployment of the educated
Lack of awareness
Social barriers
Lack of affordable education facilities

Harder for girls to go to school
Girls mostly drop out of school to help with work

Causes of illiteracy:
There are so many reasons why an individual can be
illiterate. These are some of the causes of the inability to read or
write:
Illiteracy among parents:
Many illiterate parents do not put much emphasis on the
importance of education. Several of those born to parents who can
neither read nor write end up being illiterate.
Unemployment of the educated:
Without the promise of employment, education is not a
necessity to them. In a country where many of the educated are
unemployed, there may not be enough motivation for the illiterate
to go to school.

Lack of awareness:
In places where several members of the local population do
not understand why it is important for them to go to school, the
level of illiteracy may be high.
Social barriers:
Many social barriers such as restrictions on girls’ education
in some societies lead to illiteracy among the affected segment of
the population. Education of the girl child has been an issue in some
parts of the world leading to the formation of different
organizations focused on championing the education of women.

Lack of affordable education facilities:
Those who live in very remote areas with few or no
education facilities may remain illiterate. The nearest school might
be found several miles away.
Poverty:
Poor parents with low incomes
find it difficult to pay school fees.
They are forced to choose between
providing basic needs such as food,
shelter and clothing and taking their
children to school.

Major factors that hinder

Most of the people (about 68%) live in rural areas of
Pakistan and majority of them are attached with different fields of
agriculture. Some are cultivators and some are helpers to the
cultivators.

Consequences of illiteracy:
Hinders economic and social progress:
Illiteracy greatly inhibits the economic and social progress of
an individual as well as that of the country. Education gives one the
power to seek opportunities and pursue them.
Poverty:
Illiteracy leads to poverty.
Education equips one with the
right skills and expertise for
gainful employment. If you
do not even have enough to eat,
how can you dream of going
to a school?

Child marriage:
This is also a problem that may come about due to illiteracy.
Parents may fail to recognize the benefits of taking children to
school to learn how to read and write.
Difficult life:
An illiterate person can lead a difficult life in so many ways.
The inability to find gainful employment can subject one to a life of
poverty with poor living conditions. There can be a lack of basic
necessities such as good shelter, clothing and decent meals.

Through education, a person can cultivate some civic sense
and develop behavior patterns that are socially acceptable. Illiterate
people may engage in unlawful acts in the society due to lack of
employment or simply as a result of being uncultured.

The most unfortunate are those whose physical or mental
conditions do not allow them to educate themselves easily. Disabled
children find it exceedingly difficult to read, write, absorb and
remember information.

Prevalence:
The UK government's Department for Education reported in
2006 that 47% of school children left school at age 16 without
having achieved a basic level in functional mathematics, and 42%
fail to achieve a basic level of functional English. Every year,
100,000 pupils leave school
functionally illiterate in the UK.

War on Terror:
Pakistan’s engagement in war against terrorism also affected
the promotion of literacy campaign. The militants targeted schools
and students; several educational institutions were blown up,
teachers and students were killed in Balochistan, KPK and FATA.

Intergenerational Illiteracy:
The issue of illiteracy can cut across generations within a
family. It can become cyclic in such a way that even the third or
fourth generation family members suffer the same fate.
The most unfortunate are those whose physical or mental
conditions do not allow them to educate themselves easily. Disabled

Summary:
The research is based upon finding the cause of low literacy
rate of Pakistan. Literacy is very effective and important parameter
of measuring social development of society.
Literacy is also the ground reason for many other social
problems such as crime rate, political unawareness and terrorism
which off course turned into a cancer the research survey was based
upon the literature review result.
A number of previous studies and analysis mostly are
converging on a number of definitions for low literacy rate. They
include

 Lack of awareness
 Gender discrimination
 Government mismanagement
Conclusion

  • 5. Introduction Illiteracy: Illiteracy is a state whereby one is unable to read and write. In its simplest form, it can be defined as lack of any or basic education.
  • 6. Who is literate?  A literate person as ‘one who with understanding can both read and write a short simple statement on his or her everyday life’.  It goes on to state: ‘Yet, there are many people who are literate in this restricted sense, but who none the less suffer serious problems with more complex reading and writing tasks. These are the functionally illiterate’.

Literacy Rate:  The country’s literacy rate declined from 60 percent to 58 percent, revealed the Economic Survey of Pakistan (2016-2017).  NER indicates that amongst the provinces, only Sindh remained stable with 48 percent while Punjab and Khyber Pakhtunkhwa declined from 64 percent to 59 percent and 54 percent to 53 percent.

  • 9. Causes of illiteracy: There are so many reasons why an individual can be illiterate. These are some of the causes of the inability to read or write: Illiteracy among parents: Many illiterate parents do not put much emphasis on the importance of education. Several of those born to parents who can neither read nor write end up being illiterate. Unemployment of the educated: Without the promise of employment, education is not a necessity to them. In a country where many of the educated are unemployed, there may not be enough motivation for the illiterate to go to school.

Cont.… Lack of awareness: In places where several members of the local population do not understand why it is important for them to go to school, the level of illiteracy may be high. Social barriers: Many social barriers such as restrictions on girls’ education in some societies lead to illiteracy among the affected segment of the population. Education of the girl child has been an issue in some parts of the world leading to the formation of different organizations focused on championing the education of women.
  • 11. Cont.… Lack of affordable education facilities: Those who live in very remote areas with few or no education facilities may remain illiterate. The nearest school might be found several miles away. Poverty: Poor parents with low incomes find it difficult to pay school fees. They are forced to choose between providing basic needs such as food, shelter and clothing and taking their children to school.
  • 12. Cont.… Girls mostly drop out of school to help with work: Major factors that hinder enrolment rates of girls include poverty, cultural constraints, illiteracy of parents and parental concerns about safety and mobility of their daughters.
  • 13. Cont.… Agrarian Society: Most of the people (about 68%) live in rural areas of Pakistan and majority of them are attached with different fields of agriculture. Some are cultivators and some are helpers to the cultivators.

  • 15. Consequences of illiteracy: Hinders economic and social progress: Illiteracy greatly inhibits the economic and social progress of an individual as well as that of the country. Education gives one the power to seek opportunities and pursue them. Poverty: Illiteracy leads to poverty. Education equips one with the right skills and expertise for gainful employment. If you do not even have enough to eat, how can you dream of going to a school?
  • 16. Cont.… Child marriage: This is also a problem that may come about due to illiteracy. Parents may fail to recognize the benefits of taking children to school to learn how to read and write. Difficult life: An illiterate person can lead a difficult life in so many ways. The inability to find gainful employment can subject one to a life of poverty with poor living conditions. There can be a lack of basic necessities such as good shelter, clothing and decent meals.
  • 17. Cont.… Social crimes: Through education, a person can cultivate some civic sense and develop behavior patterns that are socially acceptable. Illiterate people may engage in unlawful acts in the society due to lack of employment or simply as a result of being uncultured.

  • 19. Cont.… Disability: The most unfortunate are those whose physical or mental conditions do not allow them to educate themselves easily. Disabled children find it exceedingly difficult to read, write, absorb and remember information.
  • 20. Cont.… Prevalence: The UK government's Department for Education reported in 2006 that 47% of school children left school at age 16 without having achieved a basic level in functional mathematics, and 42% fail to achieve a basic level of functional English. Every year, 100,000 pupils leave school functionally illiterate in the UK.
  • 21. Cont.… War on Terror: Pakistan’s engagement in war against terrorism also affected the promotion of literacy campaign. The militants targeted schools and students; several educational institutions were blown up, teachers and students were killed in Balochistan, KPK and FATA.
  • 22. Cont.… Intergenerational Illiteracy: The issue of illiteracy can cut across generations within a family. It can become cyclic in such a way that even the third or fourth generation family members suffer the same fate. The most unfortunate are those whose physical or mental conditions do not allow them to educate themselves easily. Disabled children find it exceedingly difficult to read, write, absorb and remember information.

  • 24. Summary: The research is based upon finding the cause of low literacy rate of Pakistan. Literacy is very effective and important parameter of measuring social development of society. Literacy is also the ground reason for many other social problems such as crime rate, political unawareness and terrorism which off course turned into a cancer the research survey was based upon the literature review result. A number of previous studies and analysis mostly are converging on a number of definitions for low literacy rate. They include  Poverty  Lack of awareness  Gender discrimination  Government mismanagement
  • 25. Conclusion Literacy is very effective and important parameter of measuring social development of society. Literacy is also the ground reason for many other social problems such as crime rate, political unawareness and terrorism which off course turned into a cancer the research survey was based upon the literature review result.
