This document discusses how countries can pursue gender-responsive National Adaptation Plan (NAP) processes based on lessons from Côte d'Ivoire. It outlines key aspects of the NAP process and highlights Côte d'Ivoire's efforts to integrate a gender perspective, including conducting a gender analysis, establishing a national gender and climate change platform, and securing funding from the Green Climate Fund that includes gender considerations. The document concludes with lessons learned, emphasizing that opportunities exist to adopt gender-responsive approaches throughout the NAP process and that engaging gender experts and analyses is important.

2. The National Adaptation Plan
(NAP) process
• A different way of doing adaptation >
strategic, coordinated, and iterative
approach
• Putting in place the systems and
capacities needed to make adaptation
part of business as usual
• Opportunity for countries to move
forward on gender-responsive climate
action.
3. • Aims to support country efforts to
pursue a gender-responsive NAP
process
• Primarily addressed to government
actors coordinating the NAP process
• Gender mainstreaming guidance
specific to the NAP process

Process to Formulate and Implement
NAPs
4. 1.What is the aim of
adopting a gender-
responsive approach
at that step/for this
activity?
2.Why is it important?
3.What concrete actions
you can take? (Key
resources, country
example)
5. October 2021 – Signature of a
Memorandum of Understanding
between the Ministry of Environment
and the Ministry of Women in Côte
d’Ivoire.
6. Entry Point in Côte d’Ivoire’s NAP Process
Assessing vulnerabilities in priority sectors to
inform the identification of priority adaptation
measures
• Gender-responsive principle: Analyze and address gender
differences in adaptation needs and capacities
• Gender-responsive approach :
Development of a standardized approach to vulnerability
assessment taking gender equality into account.
Mapping of secondary sex-disaggregated data and
information at the national level
7. Enabling
activities for a
gender-
responsive
NAP process in
Côte d’Ivoire
Securing finance
• Approval of the GCF funding proposal, which includes gender
considerations, for the development of the country NAP process from
2019 to 2022
Stakeholder engagement
• Establishment of a National Gender and Climate Change Platform to
promote networking among the relevant stakeholders
Capacity development
• Implementation of a capacity-building plan for national actors on the links
between climate change and gender
Information sharing and advocacy
• Presentation of an advocacy note to the Cabinets of the Ministry of
Environment and the Ministry of Women to make them aware of the need
for coordinated actions on the gender-climate nexus
8. Key tools for gender-responsive
approaches
Gender analysis
• A gender analysis was conducted in 2018 to
provide recommendations for the mainstreaming of
gender considerations into the NAP funding
proposal submitted to the GCF.
Involving gender experts
• Two national gender advisors have been assisting
the Ministry of the Environment over the long term
to support the application of a gender lens to the
NAP process.

9. Lessons from applying the NAP
Gender Toolkit
1. Opportunities exist to adopt a gender-responsive approach
at any point in the NAP progress.
2. Taking a gender-responsive approach to the key enabling
activities for the NAP process is as important.
3. Gender analysis works. Several countries where we have
supported targeted gender analyses for the NAP processes
are actively working to implement the recommendations.
4. Most countries have capacities in the area of gender.
These should be engaged as early as possible in the
process.
