5. • Family Start is an intensive programme aimed at pregnant mothers
and families with pre-school aged children at risk of adverse outcomes
• Operates in selected regions only
• Expanded to 14 new areas between 2005-07
• Quasi-experimental evaluation of impacts
• Reduced overall infant mortality by 0.5 -2.6
per 1,000 children in the first year of life

• Incremental progress
• Impact evaluation is still very constrained by the lack of admin data on
who participated in most social services & programmes delivered by
NGO’s under contract to government agencies
