“Governance Assessment Tool”  GAT
Existing tool, further refined for the DROP project
Research based at University of Twente
Applied in DROP by 5 international knowledge partners
Lead partner DROP: Water authority Vechtstromen
DROP is about drought – but GAT can be applied for
entire field of water governance and has also been aplied
in Canada, Iran, Vietnam, Turkey, Romania and Mexico!

GAT is not about ‘good governance’ as a normative
assessment.
GAT is about finding supportive or restrictive
governance conditions for implementing water policies
and realizing water projects.
And about providing recommendations based on these
discoveries.
It aims to provide insights for practitioners and create
more effective action perspectives ‘on the ground’.
It can be applied both by researchers and practitioners,
