Schools of Government

President of IIAS
KU Leuven Public Governance Institute
2. Public Governance Institute
Developing new frameworks
What we do not want:
-future supply for extrapollated past demand
-the current public sector shapes teaching/training and
research (too much single loop)
What we do want:
-PA Teaching and Training pro-actively shapes our future
public sector: this implies voluntarism to change realities,
innovation, shaping sustainable practices, producing instead
of re-producing new realities
3. Public Governance Institute
Developing new content
Four principles derived from four facts:
1.Service delivery: from public sector to public service:
-Implication: blurred borders, chain of delivery, partnerships,
shared services, cloud sourcing, cooperation, data sharing,..
2.From Monopoly to Oligopoly: Hierarchy plus Market and
Networks:
-Implication: tools and techniques to coordinate, to compare
models and performance, across countries/languages.
4. Public Governance Institute
3.Next to existing services, also new services, and crises:
-Implication: offering three types of functioning: innovative
current routine service delivery; new delivery; coping with
crises.
4.Complex societal demands:
-Implication: less purely discipline related teaching; more
case based teaching involving mutiple disciplines;
caleidoscopic approach of delivery, new services, crises.
5. Public Governance Institute
Developing new teaching and training
Some measures to be taken:
1.Connect Schools to the research community
2.Develop case-databases within regions and cultures
3.Accreditation based on networks of peers
4.Share supply capacity of schools
