Elements of successful RIA strategy
1. Create a vision of success, fuel the ambition to achieve it within
Govnt & the pressure to deliver
2. Gain the highest level political commitment to RIA & make line
ministers & highest civil servants accountable
3. Create a highly skilled and enthusiastic unit to implement RIA:
i. Staff with a mixture of expertise, backgrounds and network to act as credible
counterparts across Govnt & the private sector
ii. Mixture of skills – credible communicators & influencers, analytical,
adaptable, resilient, problem solving
iii. Develop a clear remit, measure success and allocate roles & responsibilities
to staff
iv. Reward your staff: they will not be liked by their colleagues across
Government
v. Appoint a person to lead the relationship with a line ministry - account
manager
The recipe for successful RIA
4. Create an organisation to champion RIA as an
Independent part of policy making process & hold Govnt to
account
5. Design & deploy menu of options to work with line
ministries:
i. Build relationships – know when to deploy collegiate or
directional approach, escalate tricky issue to highest level, for
swift resolution & to maintain working relationships
ii. Develop capacity & build confidence: provide dedicated support
through training, seminars, case studies, written guidance
iii. Establish a point of contact on RIA issues in each line ministry to
act as advisors & a gateway for RIA related issues – meet
regularly – create ongoing dialogue, not broadcast
iv. Hand hold in Year 1, set harder targets as years progress
Independent body = thought leadership
• The Better Regulation Task Force report (1998) set out Five Principles
of Good Regulation from policy development to implementation.
These are:
1. Proportionality: Regulators should only intervene when necessary.
Remedies should be appropriate to the risk posed, and costs
identified and minimised
2. Accountability: Regulators must be able to justify decisions and be
subject to public scrutiny.
3. Consistency: Government rules and standards must be joined up
and implemented fairly.
4. Transparency: Regulators should be open and keep regulations
simple and user friendly.
5. Targeting: Regulation should be focused on the problem and
minimise side effects.
The recipe for successful RIA
6. Map and manage stakeholders– map attitudes, view and
influence of stakeholder. Appoint a single point of contact for
each highest ‘value’ stakeholder
7. Build productive relationships with them, to enable constructive
challenge, learn about their issues & problems, seek evidence
that can be used to challenge and amend the legal framework
about regulation
8. Create forums for ongoing dialogue
9. Reward stakeholders: national award scheme for local authorities
and a category within a prestigious awards scheme for business

  • 3. RIA introduction “The introduction of RIA can be a challenging task in institutional and fiscal terms. Therefore, there needs to be a general agreement within the administration on two elements: when to commence RIA implementation and the pace at which implementation should take place” Building an institutional framework for RIA, OECD 2008
  • 4. To implement RIA successfully, treat it as a change management process 4
  • 5. Elements of successful RIA strategy 1. Create a vision of success, fuel the ambition to achieve it within Govnt & the pressure to deliver 2. Gain the highest level political commitment to RIA & make line ministers & highest civil servants accountable 3. Create a highly skilled and enthusiastic unit to implement RIA: i. Staff with a mixture of expertise, backgrounds and network to act as credible counterparts across Govnt & the private sector ii. Mixture of skills – credible communicators & influencers, analytical, adaptable, resilient, problem solving iii. Develop a clear remit, measure success and allocate roles & responsibilities to staff iv. Reward your staff: they will not be liked by their colleagues across Government v. Appoint a person to lead the relationship with a line ministry - account manager
  • 6. The recipe for successful RIA 4. Create an organisation to champion RIA as an Independent part of policy making process & hold Govnt to account 5. Design & deploy menu of options to work with line ministries: i. Build relationships – know when to deploy collegiate or directional approach, escalate tricky issue to highest level, for swift resolution & to maintain working relationships ii. Develop capacity & build confidence: provide dedicated support through training, seminars, case studies, written guidance iii. Establish a point of contact on RIA issues in each line ministry to act as advisors & a gateway for RIA related issues – meet regularly – create ongoing dialogue, not broadcast iv. Hand hold in Year 1, set harder targets as years progress
  • 7. Independent body = thought leadership • The Better Regulation Task Force report (1998) set out Five Principles of Good Regulation from policy development to implementation. These are: 1. Proportionality: Regulators should only intervene when necessary. Remedies should be appropriate to the risk posed, and costs identified and minimised 2. Accountability: Regulators must be able to justify decisions and be subject to public scrutiny. 3. Consistency: Government rules and standards must be joined up and implemented fairly. 4. Transparency: Regulators should be open and keep regulations simple and user friendly. 5. Targeting: Regulation should be focused on the problem and minimise side effects.

  • 9. The recipe for successful RIA 6. Map and manage stakeholders– map attitudes, view and influence of stakeholder. Appoint a single point of contact for each highest ‘value’ stakeholder 7. Build productive relationships with them, to enable constructive challenge, learn about their issues & problems, seek evidence that can be used to challenge and amend the legal framework about regulation 8. Create forums for ongoing dialogue 9. Reward stakeholders: national award scheme for local authorities and a category within a prestigious awards scheme for business
