• Established in the Communication from the
Commission on a monitoring framework for the
circular economy (2018)
• Most data sourced Eurostat (statistics) but also
other providers
• Indicators using already available data
• Exceptions: food waste and green public
procurement
• Only indicators for EU and national level
• No cities nor regions
• (Why not?): EU framework, national data
availability

Updating the monitoring framework
Action plan from March 2020
It calls to update monitoring
framework by 2021 with more:
• material footprints
• focus sectors: construction, plastics,
textiles, electronics,…
• design of sustainable products,
value added chains,…
• interlinkages with climate neutrality
and the zero pollution ambition
