General
Climate support is a means to an end, not the end in itself
 Climate finance, technology and capacity building all
need scaling up
Institutions that help these issues (directly or indirectly)
already exist under the UNFCCC; mandates,
collaboration and/or interlinkages could be enhanced and
made more effective
Support for T and CB is often provided in the form of CF,
so they are interlinked
Capacity is needed in order to identify CF priorities and
access international CF

Areas of convergence
Enabling environments (D and S-side) important to
encourage investment in general, as well as climate support
in particular
Adaptation finance: need MFN [more, faster, now] mobilised
adaptation finance (including from private sector)
Support should address the needs of the most vulnerable
Monitoring CF, T and CB is challenging (especially as they
are often integrated)
2015 Agreement will help mobilise CF if it helps to change
investment patterns
… need: willingness to get there, clarity on definitions
