                                     Putting Research into Action for Student, School, and
                                     System Success

                                     One of the Race to the Top objectives is to strengthen connections between “knowing” and
                                     “doing.” The Ohio Education Research Center (OERC), a statewide network of education
                                     research assets, has been created to fulfill this mission. This session will focus on how to
                                     tighten the links between research and action. Learn about the OERC’s mission and work
                                     and how timely and relevant research can be an essential part of educational performance
                                     and innovation in efforts ranging from educator evaluation to early learning readiness.

BREAKOUT SESSION ONE
Performance-Based Assessment and Formative Assessment
11:30 a.m. – 12:15 p.m., Garfield Room

The Ohio Department of Education has launched two highly innovative formative assessment pilot programs: the Ohio
Performance Assessment Pilot Project (OPAPP) and Formative Assessment in Middle Schools (FAMS), funded, in part, through
Race to the Top funds. Under OPAPP professional development, teachers learn how to transfer learning tasks and assessment
tasks into their classroom instruction to create rich, complex learning that is reflected in assessments. Similarly, FAMS is
designed to train middle school English Language Arts and/or mathematics teachers to learn about and implement formative
assessment methods and processes in their classrooms. American Institutes for Research (AIR) and its partner, Institutional
Research Consultants, Ltd., are conducting a three-year evaluation of the two pilot programs.

This discussion will present these innovative formative assessment initiatives, our data collection strategies—including the use
of cognitive assessments—and results from case studies of two schools, as a launching point for a facilitated discussion among
the participants.

Teacher Incentive Fund Evaluation
11:30 a.m. – 12:15 p.m., Harding Room

The national Teacher Incentive Fund program is supporting innovative districts and schools to redesign their teacher evaluation
and compensation systems. Ohio is now participating in its second five-year TIF grant. This session will provide an overview of
the goals, methods, and findings from the corresponding external evaluations conducted by Westat.

BREAKOUT SESSION TWO
Value-Added Assessment and Roster Verification Evaluation
1 p.m. – 1:45 p.m., Grant Room
Accurate classroom-level value-added data requires individual teacher and building principal verification of classroom rosters,
linking individual students to the teachers who were responsible for their instruction. ODE developed business rules for roster
verification and worked with a subset of Race to the Top districts to conduct the linkage process and supply classroom-level
value-added data in year one of Race to the Top implementation. This presentation will present findings from a recent survey of
principals and teachers who participated in the roster verification process in the first year of implementation.

Resident Educator Assessment Evaluation
1 p.m. – 1:45 p.m., Harding Room

The presentation will provide an overview of the first year of implementation of Ohio’s Resident Educator Program (OREP) and a
detailed look at how the evaluation will assess aspects of program implementation including: (a) fidelity and compliance, (b)
quality and effectiveness, (c) influence and impact, and (d) scale-up and sustainability. The utility of this evaluation has authentic
and immediate implications for practice at the state, local (LEA), and individual (Resident Educator, Resident Educator mentor,
and LEA administrator) levels.

Ohio Principal Evaluation System (OPES) Implementation Experiences
1 p.m. – 1:45 p.m., Garfield Room

The presentation will provide summary feedback from districts that have completed training for implementation of Ohio’s
Principal Evaluation System (OPES) and have implemented either OPES or an alternative evaluation system. A summary of
student performance data included in the principal evaluation will be shared.

The Ohio Education Research Center (OERC) is a collaborative of researchers with different interests and
skills from across the state. The administrative host for the OERC is The Ohio State University. Specifically,
the College of Education and Human Ecology and the Center for Human Resources Research in the College
of Social and Behavioral Sciences serve as the primary academic home for the OERC. Partners are involved
from different colleges and organizations across the state.

The founding partners coordinate the OERC’s work through a Governance Committee. The three standing
committees are: Research Agenda, Data, and Outreach. Each committee is made up of key participants
from Ohio agencies as well as from the partner organizations.

Governance Committee (GC) – The GC will serve as the OERC’s primary administrative agency. This
committee is chaired by the Director, and representatives come from site leads who serve on behalf of
their organization. The GC sets overall policies on grant administration and hiring, and serves as advocates
for the OERC in the larger state education community.

Research Agenda Committee (RAC) – The Research Agenda Committee will develop a yearly research
plan on behalf of the larger OERC, and works with faculty, researchers, and state policymakers to
implement the strategy. The Research Agenda Committee will also ensure that research produced with
OERC funds meet standards of excellence that will ensure the continued reputation of the OERC member
institutions.
The OERC’s primary tasks are to:

        Develop the short-term research agenda;
        Facilitate the process used to develop and promote long-term research; and
        Make key investments in long-term research projects that will have a major impact on the field.

Outreach Committee (OC) – The Outreach Committee will develop a strategy to disseminate actionable
research to practitioners, policymakers, and researchers. Shaping educational practice in positive ways is
the number one priority. The Outreach Committee will support targeted, strategic communications about
research generated through the OERC and collect ideas and opinions about how Ohio-based education
research can serve the specific needs of various education stakeholders.

The Outreach Committee will develop and implement an outreach strategy to:

          Translate education research into formats and solutions for education practitioners and
           policymakers;
          Communicate research findings through the OERC website, the Best Practices Repository, and
           other channels; and
          Gather timely and relevant feedback to inform the OERC research agenda.

 Data Committee (DC) – The Data Committee will design a data archive to serve as a resource for
 researchers focused on improving educational practice through applied research and evaluation. The data
 committee will:

          Design a data archive to enable researchers to access administrative data from the state of Ohio;
          Secure administrative records according to legal and regulatory and administrative code to ensure
           these resources are used in appropriate ways; and
          Provide services to state government that link the data resources to enable policymakers to take
           advantage of the long-term value of linking data together.

Johnson School of Public Affairs, The University of Texas at Austin Putting Research into Action for Student, School, and System Success Q 8:45 a.m. – 10 a.m., Regency Ballroom One of the Race to the Top objectives is to strengthen connections between “knowing” and “doing.” The Ohio Education Research Center (OERC), a statewide network of education research assets, has been created to fulfill this mission. This session will focus on how to tighten the links between research and action. Learn about the OERC’s mission and work and how timely and relevant research can be an essential part of educational performance and innovation in efforts ranging from educator evaluation to early learning readiness. PANEL CONVERSATION Translating Research into Action 10:15 a.m. – 11:15 a.m., Grant/Harding Rooms Ann Bischoff, KidsOhio.org Roberta Garber, Community Research Partners Chris King, The University of Texas at Austin Geoff Zimmerman, Strive Partnership Facilitator: Dr. Brad Mitchell, Battelle for Kids BREAKOUT SESSION ONE Performance-Based Assessment and Formative Assessment 11:30 a.m. – 12:15 p.m., Garfield Room The Ohio Department of Education has launched two highly innovative formative assessment pilot programs: the Ohio Performance Assessment Pilot Project (OPAPP) and Formative Assessment in Middle Schools (FAMS), funded, in part, through Race to the Top funds. Under OPAPP professional development, teachers learn how to transfer learning tasks and assessment tasks into their classroom instruction to create rich, complex learning that is reflected in assessments. Similarly, FAMS is designed to train middle school English Language Arts and/or mathematics teachers to learn about and implement formative assessment methods and processes in their classrooms. American Institutes for Research (AIR) and its partner, Institutional Research Consultants, Ltd., are conducting a three-year evaluation of the two pilot programs. This discussion will present these innovative formative assessment initiatives, our data collection strategies—including the use of cognitive assessments—and results from case studies of two schools, as a launching point for a facilitated discussion among the participants. Teacher Incentive Fund Evaluation 11:30 a.m. – 12:15 p.m., Harding Room The national Teacher Incentive Fund program is supporting innovative districts and schools to redesign their teacher evaluation and compensation systems. Ohio is now participating in its second five-year TIF grant. This session will provide an overview of the goals, methods, and findings from the corresponding external evaluations conducted by Westat. Main Presenter: Keith MacAllum, Westat BREAKOUT SESSION TWO Value-Added Assessment and Roster Verification Evaluation 1 p.m. – 1:45 p.m., Grant Room Accurate classroom-level value-added data requires individual teacher and building principal verification of classroom rosters, linking individual students to the teachers who were responsible for their instruction. ODE developed business rules for roster verification and worked with a subset of Race to the Top districts to conduct the linkage process and supply classroom-level value-added data in year one of Race to the Top implementation. This presentation will present findings from a recent survey of principals and teachers who participated in the roster verification process in the first year of implementation. Main Presenter: Marsha Lewis, Voinovich School of Leadership and Public Affairs Resident Educator Assessment Evaluation 1 p.m. – 1:45 p.m., Harding Room The presentation will provide an overview of the first year of implementation of Ohio’s Resident Educator Program (OREP) and a detailed look at how the evaluation will assess aspects of program implementation including: (a) fidelity and compliance, (b) quality and effectiveness, (c) influence and impact, and (d) scale-up and sustainability. The utility of this evaluation has authentic and immediate implications for practice at the state, local (LEA), and individual (Resident Educator, Resident Educator mentor, and LEA administrator) levels. Main Presenter: Sarah Woodruff, Miami University Ohio Principal Evaluation System (OPES) Implementation Experiences 1 p.m. – 1:45 p.m., Garfield Room The presentation will provide summary feedback from districts that have completed training for implementation of Ohio’s Principal Evaluation System (OPES) and have implemented either OPES or an alternative evaluation system. A summary of student performance data included in the principal evaluation will be shared.   • 5. The Ohio Education Research Center (OERC) is a collaborative of researchers with different interests and skills from across the state. The administrative host for the OERC is The Ohio State University. Specifically, the College of Education and Human Ecology and the Center for Human Resources Research in the College of Social and Behavioral Sciences serve as the primary academic home for the OERC. Partners are involved from different colleges and organizations across the state. The founding partners coordinate the OERC’s work through a Governance Committee. The three standing committees are: Research Agenda, Data, and Outreach. Each committee is made up of key participants from Ohio agencies as well as from the partner organizations. Governance Committee (GC) – The GC will serve as the OERC’s primary administrative agency. This committee is chaired by the Director, and representatives come from site leads who serve on behalf of their organization. The GC sets overall policies on grant administration and hiring, and serves as advocates for the OERC in the larger state education community. Research Agenda Committee (RAC) – The Research Agenda Committee will develop a yearly research plan on behalf of the larger OERC, and works with faculty, researchers, and state policymakers to implement the strategy. The Research Agenda Committee will also ensure that research produced with OERC funds meet standards of excellence that will ensure the continued reputation of the OERC member institutions. The OERC’s primary tasks are to:  Develop the short-term research agenda;  Facilitate the process used to develop and promote long-term research; and  Make key investments in long-term research projects that will have a major impact on the field. Outreach Committee (OC) – The Outreach Committee will develop a strategy to disseminate actionable research to practitioners, policymakers, and researchers. Shaping educational practice in positive ways is the number one priority. The Outreach Committee will support targeted, strategic communications about research generated through the OERC and collect ideas and opinions about how Ohio-based education research can serve the specific needs of various education stakeholders. © 2012, Ohio Education Research Center 5

The Outreach Committee will develop and implement an outreach strategy to:  Translate education research into formats and solutions for education practitioners and policymakers;  Communicate research findings through the OERC website, the Best Practices Repository, and other channels; and  Gather timely and relevant feedback to inform the OERC research agenda. Data Committee (DC) – The Data Committee will design a data archive to serve as a resource for researchers focused on improving educational practice through applied research and evaluation. The data committee will:  Design a data archive to enable researchers to access administrative data from the state of Ohio;  Secure administrative records according to legal and regulatory and administrative code to ensure these resources are used in appropriate ways; and  Provide services to state government that link the data resources to enable policymakers to take advantage of the long-term value of linking data together.
