2. 2008 Clean Ohio Fund Reauthorization
Statewide Ballot Issue
• Approved by voters with 69% support. Passed
in all 88 counties.
• Allows the General Assembly to approve
selling $400 million in state bonds:
– $200 million for Revitalization Fund - brownfields
cleanup.
– $200 million for three “green programs” -
Agricultural Easement, Conservation, and Trails
programs.
3. Green Programs Funded
2008-2012
• $100 million in bonding included in FY 2009-2010
Capital Budget bill. Shared among three
programs – Fall 2008.
• $6 million in bonding for Trails Fund in FY2013-
2014 Capital Budget bill – Spring 2012.
• $6 million for Agricultural Easement Purchase and
$36 million for Green Space Conservation
programs in bonding included in FY2012-2013
Mid-biennial Budget Review bill – Spring 2012.
• $52 million in bonding remains available for
green programs.
4. Progress from Bonding Approved in
2012
• Agricultural Easement Purchase Program -
$2.7 million in funding available - Winter
2013. Second funding round of $2.7 million
planned for 2014.
• Conservation Program - $36 million in funding
available - Fall 2012. Awards in process.
• Trails Fund - $6 million. Proposals due today.
5. Brownfield Funds
• $15 million in bonding included in FY2012-2013
Mid-Biennial Budget Review bill.
• Fund administered through Ohio EPA and former
Ohio Department of Development, now
Development Services Agency (DSA).
• Fall 2012 – DSA proposed changes in policies &
procedures and process for reviewing and
awarding applications.
• January 2013 – No formal action taken on
proposed changes.
6. Green Programs – Next Steps
• Secure $52 million in bonding in current General
Assembly.
• Advocacy efforts
– Economic impact report being developed.
– Meeting with key legislators in Columbus.
– Scheduling legislators to visit Clean Ohio sites in their
respective districts.
– OEC Lobby Day – March 19.
– Other efforts in collaboration with coordinating group.
• Looking ahead to Clean Ohio Fund renewal.
